Continuity of Operations: Agency Plans Have Improved, but Better Oversight Could Assist Agencies in Preparing for Emergencies

Testimony issued by the Government Accountability Office with an abstract that begins "To ensure that essential government services are available in emergencies, federal agencies are required to develop continuity of operations plans. According to guidance from the Federal Emergency Management Agency (FEMA), which is responsible for providing guidance for and assessing agency continuity plans, a key element of a viable capability is the proper identification of essential functions. GAO previously reported on agency continuity plan compliance, and determined that a number of agencies and their components did not have continuity plans in place on October 1, 2002, and those that were in place did not generally comply with FEMA's guidance. GAO was asked to testify on its most recent work in continuity planning, which is discussed in a separate report, being released today (GAO-05-577). In this report, GAO reviewed to what extent (1) major federal agencies used sound practices to identify and validate their essential functions, (2) agencies had made progress since 2002 in improving compliance with FEMA guidance, and (3) agency continuity of operations plans addressed the use of telework arrangements (in which work is performed at an employee's home or at a work location other than a traditional …

Testimony issued by the Government Accountability Office with an abstract that begins "In addition to external security threats, our nation is threatened from within by growing fiscal imbalances. The combination of additional demands for national and homeland security resources, the long-term rate of growth of entitlement programs, and rising health care costs create the need to make difficult choices about the affordability and sustainability of the recent growth in defense spending. At a time when the Department of Defense (DOD) is challenged to maintain a high level of military operations while competing for resources in an increasingly fiscally constrained environment, DOD's business management weaknesses continue to result in billions in annual waste, as well as reduced efficiencies and effectiveness. Congress asked GAO to provide its views on (1) the fiscal trends that prompt real questions about the affordability and sustainability of the rate of growth of defense spending, (2) business management challenges that DOD needs to address to successfully transform its business operations, and (3) key elements for achievement of reforms. Request for Naval Reactors Comment on Proposed Prometheus Space Flight Nuclear Reactor High Tier Reactor Safety Requirements and for Naval Reactors Approval to Transmit These Requirements to JPL

The purpose of this letter is to request Naval Reactors comments on the nuclear reactor high tier requirements for the PROMETHEUS space flight reactor design, pre-launch operations, launch, ascent, operation, and disposal, and to request Naval Reactors approval to transmit these requirements to Jet Propulsion Laboratory to ensure consistency between the reactor safety requirements and the spacecraft safety requirements. The proposed PROMETHEUS nuclear reactor high tier safety requirements are consistent with the long standing safety culture of the Naval Reactors Program and its commitment to protecting the health and safety of the public and the environment. In addition, the philosophy on which these requirements are based is consistent with the Nuclear Safety Policy Working Group recommendations on space nuclear propulsion safety (Reference 1), DOE Nuclear Safety Criteria and Specifications for Space Nuclear Reactors (Reference 2), the Nuclear Space Power Safety and Facility Guidelines Study of the Applied Physics Laboratory.

We study Z2 orbifolds of M-theory in terms of E10. We find a simple relation between the Z2 action on E10 and the imaginary root that corresponds [hep-th/0401053]to the"twisted sector" branes. We discuss the connection between the Kac-Moody algebra DE10 and the"untwisted" sector, and we demonstrate how DE18 can describe both the untwisted and twisted sectors simultaneously.

Generalized in situ adaptive tabulation for constitutive model evaluation in plasticity

A database storage, search and retrieval method of constitutive model responses for use in plasticity simulations is developed to increase the computational efficiency of finite element simulations employing complex non-linear material models. The method is based in the in situ adaptive tabulation method that has been successfully applied in the field of combustion chemistry, but is significantly modified to better handle the system of equations in plasticity. When using the database, the material response is estimated by a linear extrapolation from an appropriate database entry. This is shown to provide a response with an acceptable error tolerance. Two different example problems are chosen to demonstrate the behavior of the constitutive model estimation technique: a dynamic shock simulation, and a quasi-static inhomogeneous deformation simulation. This generalized in situ adaptive tabulation method shows promise for enabling simulations with complex multi-physics and multi-length scale constitutive descriptions.

This report is a summary of the bench-scale and large scale experimental studies performed by Savannah River National Laboratory for CH2M HILL to develop grout design mixes for possible use in producing fill materials as a part of Tank Closure of the Single-Shell Tanks at Hanford. The grout development data provided in this report demonstrates that these design mixes will produce fill materials that are ready for use in Hanford single shell tank closure. The purpose of this report is to assess the ability of the proposed grout specifications to meet the current requirements for successful single shell tank closure which will include the contracting of services for construction and operation of a grout batch plant. The research and field experience gained by SRNL in the closure of Tanks 17F and 20F at the Savannah River Site was leveraged into the grout development efforts for Hanford. It is concluded that the three Hanford grout design mixes provide fill materials that meet the current requirements for successful placement. This conclusion is based on the completion of recommended testing using Hanford area materials by the operators of the grout batch plant. Field Test Program for Long-Term Operation of a COHPAC System for Removing Mercury from Coal-Fired Flue Gas

With the Nation's coal-burning utilities facing the possibility of tighter controls on mercury pollutants, the U.S. Department of Energy is funding projects that could offer power plant operators better ways to reduce these emissions at much lower costs. Sorbent injection technology represents one of the simplest and most mature approaches to controlling mercury emissions from coal-fired boilers. It involves injecting a solid material such as powdered activated carbon into the flue gas. The gas-phase mercury in the flue gas contacts the sorbent and attaches to its surface. The sorbent with the mercury attached is then collected by the existing particle control device along with the other solid material, primarily fly ash. During 2001, ADA Environmental Solutions (ADA-ES) conducted a full-scale demonstration of sorbent-based mercury control technology at the Alabama Power E.C. Gaston Station (Wilsonville, Alabama). This unit burns a low-sulfur bituminous coal and uses a hot-side electrostatic precipitator (ESP) in combination with a Compact Hybrid Particulate Collector (COHPAC{reg_sign}) baghouse to collect fly ash. The majority of the fly ash is collected in the ESP with the residual being collected in the COHPAC{reg_sign} baghouse. Activated carbon was injected between the ESP and COHPAC{reg_sign} units to collect the mercury. Short-term mercury removal …

Nominal Performance Biosphere Dose Conversion Factor Analysis

This analysis report is one of the technical reports containing documentation of the Environmental Radiation Model for Yucca Mountain, Nevada (ERMYN), a biosphere model supporting the Total System Performance Assessment (TSPA) for the license application (LA) for the Yucca Mountain repository. This analysis report describes the development of biosphere dose conversion factors (BDCFs) for the groundwater exposure scenario, and the development of conversion factors for assessing compliance with the groundwater protection standards. A graphical representation of the documentation hierarchy for the ERMYN is presented in Figure 1-1. This figure shows the interrelationships among the products (i.e., analysis and model reports) developed for biosphere modeling and provides an understanding of how this analysis report contributes to biosphere modeling. This report is one of two reports that develop BDCFs, which are input parameters for the TSPA-LA model. The ''Biosphere Model Report'' (BSC 2004 [DIRS 169460]) describes in detail the ERMYN conceptual model and mathematical model. We present measurements of the lifetimes and polarization amplitudes for B{sub s}{sup 0} {yields} J/{psi}{phi} and B{sub d}{sup 0} {yields} J/{psi} K*{sup 0} decays. Lifetimes of the heavy (H) and light (L) mass eigenstates in the B{sub s}{sup 0} system are separately measured for the first time by determining the relative contributions of amplitudes with definite CP as a function of the decay time.

A NOVEL MEMBRANE REACTOR FOR DIRECT HYDROGEN PRODUCTION FROM COAL

Gas Technology Institute is developing a novel concept of membrane reactor coupled with a gasifier for high efficiency, clean and low cost production of hydrogen from coal. The concept incorporates a hydrogen-selective membrane within a gasification reactor for direct extraction of hydrogen from coal-derived synthesis gases. The objective of this project is to determine the technical and economic feasibility of this concept by screening, testing and identifying potential candidate membranes under high temperature, high pressure, and harsh environments of the coal gasification conditions. The best performing membranes will be selected for preliminary reactor design and cost estimates. To evaluate the performances of the candidate membranes under the gasification conditions, a high temperature/high pressure hydrogen permeation unit has been constructed in this project. The unit is designed to operate at temperatures up to 1100 C and pressures to 60 atm for evaluation of ceramic membranes such as mixed protonic-electronic conducting membrane. Several perovskite membranes based on the formulations of BCN (BaCe{sub 0.8}Nd{sub 0.2}O{sub 3-x}), BCY (BaCe{sub 0.8}Y{sub 0.2}O{sub 3-x}), Eu-doped SrCeO{sub 3} (SCE) and SrCe{sub 0.95}Tm{sub 0.05}O{sub 3} (SCTm) were successfully tested in the new permeation unit.
