Welfare Reform: More Information Needed to Assess Promising Strategies to Increase Parents' Incomes
A letter report issued by the Government Accountability Office with an abstract that begins "Following major welfare reform in 1996, the number of families receiving cash assistance was cut in half to 2 million. While many former recipients now rely more on their earnings, they often work at low-wage jobs with limited benefits and advancement opportunities. To better understand how to help these individuals and their families attain economic self-sufficiency, GAO is reporting on (1) strategies designed to increase income for TANF recipients through employment; (2) the key factors related to implementing and operating such strategies; and (3) actions the Department of Health and Human Services (HHS) has taken to facilitate the use of these strategies. GAO consulted experts to gather information about promising strategies and visited 26 programs."

Federal Employees Health Benefits Program: Differences in Health Care Prices Across Metropolitan Areas Linked to Competition and Other Factors
Testimony issued by the Government Accountability Office with an abstract that begins "Differences in utilization of health care services across the country have been well documented, but less has been reported on geographic variation in price. As health care spending is the product of utilization and price, information on health care prices and factors contributing to price differences provides an additional perspective on drivers of health care spending. In an August 2005 report, GAO examined claims data on enrollees of preferred provider organizations (PPO) participating in the Federal Employees Health Benefits Program (FEHBP) and found substantial price variation across metropolitan areas, after adjusting prices to account for area differences in the cost of providing services and in the types of services provided. This statement is based on GAO's August 2005 report entitled Federal Employees Health Benefits Program: Competition and Other Factors Linked to Wide Variation in Health Care Prices (GAO-05-856). It focuses on (1) factors that underlie area differences in price and (2) the contribution of price to geographic differences in spending on health care."

Graphene Layer Growth: Collision of Migrating Five-MemberRings
A reaction pathway is explored in which two cyclopenta groups combine on the zigzag edge of a graphene layer. The process is initiated by H addition to a five-membered ring, followed by opening of that ring and the formation of a six-membered ring adjacent to another five-membered ring. The elementary steps of the migration pathway are analyzed using density functional theory to examine the region of the potential energy surface associated with the pathway. The calculations are performed on a substrate modeled by the zigzag edge of tetracene. Based on the obtained energetics, the dynamics of the system are analyzed by solving the energy transfer master equations. The results indicate energetic and reaction-rate similarity between the cyclopenta combination and migration reactions. Also examined in the present study are desorption rates of migrating cyclopenta rings which are found to be comparable to cyclopenta ring migration.

Transient Analysis for the Tajoura Critical Facility with IRT-2M HEU Fuel and IRT-4M LEU Fuel: ANL Independent Verification Results.
Calculations have been performed for postulated transients in the Critical Facility at the Tajoura Nuclear Research Center (TNRC) in Libya. These calculations have been performed at the request of staff of the Renewable Energy and Water Desalinization Research Center (REWDRC) who are performing similar calculations. The transients considered were established during a working meeting between ANL and REWDRC staff on October 1-2, 2005 and subsequent email correspondence. Calculations were performed for the current high-enriched uranium (HEU) core and the proposed low-enriched uranium (LEU) core. These calculations have been performed independently from those being performed by REWDRC and serve as one step in the verification process.

Extrinsic Paramagnetic Meissner Effect in Multiphase Indium-Tin Alloys
A well-known effect in superconducting materials below their critical temperatures (T{sub c}) is the reduction to zero of their electrical resistivities. Concomitantly, the materials become perfect diamagnets for small fields. This effect, termed the Meissner Effect, allows for the direct measurement of the transition temperature (T{sub c}) by magnetic techniques such as the superconducting quantum interference device (SQUID). A Paramagnetic Meissner Effect (PME), i.e., the unexpected observation of positive magnetic moment in a superconductor below its critical temperature during field cooling (FC), was first reported in 1989 by Svedlindh et al. (1). The origin of PME in high T{sub c} superconductors has been discussed by numerous investigators as possibly resulting from {pi}-junctions, d-wave behavior, giant vortex states, flux compression, or weak links. In conventional superconductors like Nb, the PME was ascribed to the inhomogeneous nature of such samples, whereby their surface is sufficiently different from the interior and becomes superconducting at a higher temperature than the interior on cooling, thereby trapping the magnetic flux. There remains significant controversy regarding the fundamental origin of the PME. 7Be(p,(gamma))8B S-factor from Ab Initio No-Core Shell Model Wave Functions
Nuclear structure of {sup 7}Be, {sup 8}B and {sup 7,8}Li is studied within the ab initio no-core shell model (NCSM). Starting from high-precision nucleon-nucleon (NN) interactions, wave functions of {sup 7}Be and {sup 8}B bound states are obtained in basis spaces up to 10 h bar{Omega} and used to calculate channel cluster form factors (overlap integrals) of the {sup 8}B ground state with {sup 7}Be+p. Due to the use of the harmonic oscillator (HO) basis, the overlap integrals have incorrect asymptotic properties. We fix this problem in two alternative ways. First, by a Woods-Saxon (WS) potential solution fit to the interior of the NCSM overlap integrals. Second, by a direct matching with the Whittaker function. The corrected overlap integrals are then used for the {sup 7}Be(p,{gamma}){sup 8}B S-factor calculation. We study the convergence of the S-factor with respect to the NCSM HO frequency and the model space size. Our S-factor results are in agreement with recent direct measurement data. We also test the spectroscopic factors and the corrected overlap integrals from the NCSM in describing the momentum distributions in knockout reactions with {sup 8}B projectiles.
