An Analysis of the Administration's Deficit Reduction Goal
This report briefly discusses the Bush Administration's proposal to reduce the deficit between FY2004 and FY2009. It discusses the provisions of the FY2006 budget proposal in respect to the Administration's deficit reduction goal. CRS has constructed a modified baseline budget which, arguably, provides a “best guess” of the path of future deficits if current policy is extended. Under this alternative, the deficit is projected to rise to $425 billion in FY2009.

An Analytical Solution for Slug-Tracer Tests in FracturedReservoirs
The transport of chemicals or heat in fractured reservoirs is strongly affected by the fracture-matrix interfacial area. In a vapor-dominated geothermal reservoir, this area can be estimated by inert gas tracer tests, where gas diffusion between the fracture and matrix causes the tracer breakthrough curve (BTC) to have a long tail determined by the interfacial area. For water-saturated conditions, recent studies suggest that sorbing solute tracers can also generate strong tails in BTCs that may allow a determination of the fracture-matrix interfacial area. To theoretically explore such a useful phenomenon, this paper develops an analytical solution for BTCs in slug-tracer tests in a water-saturated fractured reservoir. The solution shows that increased sorption should have the same effect on BTCs as an increase of the diffusion coefficient. The solution is useful for understanding transport mechanisms, verifying numerical codes, and for identifying appropriate chemicals as tracers for the characterization of fractured reservoirs.

Design and performance evaluation of a coarse/fine precision motion control system
This abstract presents current collaborative work on the development of a stage system for accurate nanometer level positioning for scanning specimens spanning an area of 50 mm x 50 mm. The completed system employs a coarse/fine approach which comprises a short-range, six degree-of-freedom fine-motion platform (5 microns 200 micro-radians) carried by a long-range, two-axis X-Y coarse positioning system. Relative motion of the stage to a fixed metrology frame will be measured using a heterodyne laser in an eight-pass interferometer configuration. The final stage system will be housed in a vacuum environment and operated in a temperature-controlled laboratory. Results from a simple single coarse/fine axis system will be the design basis for the final multi-axis system. It is expected that initial stage performance evaluation will be presented at the conference.

An Evaluation of the Difference Formulation for Photon Transport in a Two Level System
In this paper we extend the difference formulation for radiation transport to the case of a single atomic line. We examine the accuracy, performance and stability of the difference formulation within the framework of the Symbolic Implicit Monte Carlo method. The difference formulation, introduced for thermal radiation by some of the authors, has the unique property that the transport equation is written in terms that become small for thick systems. We find that the difference formulation has a significant advantage over the standard formulation for a thick system. The correct treatment of the line profile, however, requires that the difference formulation in the core of the line be mixed with the standard formulation in the wings, and this may limit the advantage of the method. We bypass this problem by using the gray approximation. We develop three Monte Carlo solution methods based on different degrees of implicitness for the treatment of the source terms, and we find only conditional stability unless the source terms are treated fully implicitly.

Exotic physics: search for long-lived doubly-charged higgs bosons in p anti-p collisions at s**(1/2) = 1.96 tev
We present a search for long-lived doubly-charged Higgs bosons (H{sup {+-}{+-}}), with signatures of high ionization energy loss and muon-like penetration. We use 292 pb{sup -1} of data collected in p{bar p} collisions at {radical}s = 1.96 TeV by the CDF II detector at the Fermilab Tevatron. Observing no evidence of long-lived doubly-charged particle production, we exclude H{sub L}{sup {+-}{+-}} and H{sub R}{sup {+-}{+-}} bosons with masses below 133 GeV/c{sup 2} and 109 GeV/c{sup 2}, respectively. In the degenerate case we exclude H{sup {+-}{+-}} mass below 146 GeV/c{sup 2}. All limits are quoted at the 95% confidence level.

The Federal Budget Deficit: A Discussion of Recent Trends
The federal budget deficit in FY2004 was 3.6% of gross domestic product (GDP). When the influence of economic conditions and temporary factors is excluded from the measurement of budget balances, the FY2004 deficit was 2.6% of GDP. By either measure, the deficit is above the historical average for the last 50 years.

In an x-ray driven reentrant cone fast ignition target the x-ray spectrum contains a high energy component that causes preheating of the reentrant cone and mixing of gold into the collapsing shell. Direct laser drive might avoid this problem.

The FY2006 Budget Request for the U.S. Department of Agriculture (USDA)
This report outlines the Administration’s FY2006 budget request for the U.S. Department of Agriculture (USDA), including estimated outlays of $94.6 billion. Discretionary budget authority would fall 12% from FY2005 levels to $19.4 billion ($21 billion outlays), and mandatory outlays would remain steady at $73 billion. Human Capital: Observations on Final DHS Human Capital Regulations
Testimony issued by the Government Accountability Office with an abstract that begins "People are critical to any agency transformation, such as the one envisioned for the Department of Homeland Security (DHS). They define an agency's culture, develop its knowledge base, and are its most important asset. Thus, strategic human capital management at DHS can help it marshal, manage, and maintain the people and skills needed to meet its critical mission. Congress provided DHS with significant flexibility to design a modern human capital management system. DHS and the Office of Personnel Management (OPM) have now jointly released the final regulations on DHS's new human capital system. Last year, with the release of the proposed regulations, GAO observed that many of the basic principles underlying the regulations were consistent with proven approaches to strategic human capital management and deserved serious consideration. However, some parts of the human capital system raised questions for DHS, OPM, and Congress to consider in the areas of pay and performance management, adverse actions and appeals, and labor management relations. GAO also identified multiple implementation challenges for DHS once the final regulations for the new system were issued.
