DOD Problem Disbursements: Long-standing Accounting Weaknesses Result in Inaccurate Records and Substantial Write-offs

A letter report issued by the Government Accountability Office with an abstract that begins "Over the years, the Department of Defense (DOD) has recorded billions of dollars of disbursements and collections in suspense accounts because the proper appropriation accounts could not be identified and charged. DOD has also been unable to resolve discrepancies between its and Treasury's records of checks issued by DOD. Because documentation that would allow for resolution of these payment recording problems could not be found after so many years, DOD requested and received legislative authority to write off certain aged suspense transactions and check payment differences. The conference report (H.R. Conf. Rep. No. 107-772) that accompanied the legislation (Pub. L. No. 107-314) required GAO to review and report on DOD's use of this write-off authority."

Environmental Information: Status of Federal Data Programs That Support Ecological Indicators

A letter report issued by the Government Accountability Office with an abstract that begins "The federal government supports numerous data programs that assemble and analyze quantitative measures of the nation's environmental conditions and trends (known as indicators). A substantial number of these data programs are housed in several federal agencies, and provide various types of data used routinely by decision makers from the private sector and all levels of government. As federal agencies take actions to improve the coverage and usefulness of these programs, it is equally important that the quality and availability of existing data generated by these programs do not erode overtime. In this regard, periodic uninterrupted monitoring to determine conditions and trends is important to accurately describe the extent or seriousness of environmental problems, or conversely, improvements in environmental conditions. GAO reviewed 20 data programs to determine whether federal agencies responsible for the programs anticipate that changes during fiscal years 2005 and 2006 related to funding, shifting priorities, or other factors will affect the ability of the programs to (1) continue to generate data comparable with data from past years, and (2) continue providing data used in a nationwide ecological indicator study by the H. Homeland Security: Management of First Responder Grant Programs Has Improved, but Challenges Remain

A letter report issued by the Government Accountability Office with an abstract that begins "The Office for Domestic Preparedness (ODP)--originally established in 1998 within the Department of Justice to help state and local first responders acquire specialized training and equipment needed to respond to terrorist incidents--was transferred to the Department of Homeland Security upon its creation in March 2003. After September 11, 2001, the scope and size of ODP's grant programs expanded. For example, from fiscal year 2001 through fiscal year 2003, ODP grants awarded to states and some urban areas grew from about $91 million to about $2.7 billion. This growth raised questions about the ability of ODP and states to ensure that the domestic preparedness grant programs--including statewide and urban area grants--are managed effectively and efficiently. GAO addressed (1) how statewide and urban area grants were administered in fiscal years 2002 and 2003 so that ODP could ensure that grant funds were spent in accordance with grant guidance and state preparedness planning and (2) what time frames Congress and ODP established for awarding and distributing grants, and how time frames affected the grant cycle."

Specifically, this report addresses (1) actions TSA has taken to enhance training for passenger and checked baggage screeners and screening supervisors, (2) how TSA ensures that screeners complete required training, and (3) actions TSA has taken to measure and enhance screener performance in detecting threat objects."

National Nuclear Security Administration: Contractors' Strategies to Recruit and Retain a Critically Skilled Workforce Are Generally Effective

A letter report issued by the Government Accountability Office with an abstract that begins "Responsibility for ensuring the safety and reliability of the nuclear weapons stockpile rests upon a cadre of workers at eight contractor-operated National Nuclear Security Administration (NNSA) weapons facilities. Many of these workers--including scientists, engineers, and technicians--have "critical" skills needed to maintain the stockpile. About 37 percent of these workers are at or near retirement age, raising concern about whether these specialists will have time to pass on their knowledge and expertise to new recruits. In this context, Congress asked us to (1) describe the approaches that NNSA, its contractors, and organizations with similar workforces are using to recruit and retain critically skilled workers; (2) assess the extent to which these approaches have been effective; and (3) describe any remaining challenges, strategies to mitigate these challenges, and the similarity of these challenges and strategies to those of organizations with comparable workforces."

Mortgage Financing: FHA's $7 Billion Reestimate Reflects Higher Claims and Changing Loan and Performance Estimates

A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. Department of Housing and Urban Development (HUD), through its Federal Housing Administration (FHA), provides insurance for private lenders against losses on home mortgages. FHA's largest insurance program is the Mutual Mortgage Insurance Fund (Fund), which currently is self-financed and operates at a profit. FHA submitted a "reestimate" of $7 billion for the credit subsidy and interest for the Fund as of the end of fiscal year 2003, reflecting a reduction in estimated profits. Given this substantial reestimate, Congress asked GAO, among other things, to determine what factors contributed to the $7 billion reestimate and the underlying loan performance variables influencing these factors and to assess how the loan performance variables underlying the reestimate could impact future estimates of new loans."

A letter report issued by the Government Accountability Office with an abstract that begins "In 2003, GAO designated modernizing federal disability programs as a high-risk area requiring urgent attention and organizational transformation to ensure that programs function as efficiently and effectively as possible. GAO found that although social attitudes have changed and medical advancements afford greater opportunities for people with disabilities to work, the Social Security Administration and the Department of Veterans Affairs have maintained an outmoded approach that equated disability with inability to work. We have prepared this report under the Comptroller General's authority as part of a continued effort to help policymakers better understand the extent of support provided by federal programs to people with disabilities and to assist them in determining how these programs could be better aligned to more effectively meet the needs of individuals with disabilities in the 21st century. This report identifies (1) the wide array of federal programs that serve people with disabilities, and (2) the major challenges these federal programs face in the 21st century. In addition, GAO presents factors policy makers and program administrators should address in assessing whether, and how, they could be transformed to better meet 21st century challenges."

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Veterans Affairs (VA) operates one of the nation's largest health care systems. In 1999, GAO reported on VA's aged, obsolete capital assets, noting that better management of these assets could significantly reduce VA's operating costs. GAO further noted that VA could reinvest the savings to enhance veterans' health care services. In response, VA initiated its Capital Asset Realignment for Enhanced Services (CARES) process. Through CARES, VA identified what health care services it should provide and in which locations through 2022. The CARES process included assessing alternative ways to align inpatient services by closing or adding services at existing VA medical facilities or establishing new facilities. In May 2004, VA published its CARES decisions, but did not provide a national comprehensive summary of all its decisions about the alignment of inpatient services. GAO was asked to provide additional information about the inpatient service assessments and decisions made by VA. These persons tend to rely on public transit more than English speakers. Executive Order 13166 directs federal agencies to develop guidance for their grantees on making their services accessible to LEP persons. The Department of Transportation (DOT) issued its guidance in 2001, with revised guidance pending issuance. This report reviews (1) the language access services transit agencies and metropolitan planning organizations have provided, and the effects and costs of these services; (2) how DOT assists its grantees in providing language access services; and (3) how DOT monitors its grantees' provision of these services."

Periods of price increases are accompanied by high levels of media attention and consumer questioning about the causes and impacts of the price changes. The most recent upsurge in prices is no exception. Between January 3 and April 11, 2005, gasoline prices increased nearly every week, and during this time the average U.S. price for regular unleaded gasoline jumped 50 cents per gallon, adding about $7.8 billion to consumers' total gasoline bill, or about $58 for each passenger car in the United States. Spending billions more on gasoline pinched consumer budgets, leaving less money available for other purchases. Beyond having concerns over price increases, consumers find it difficult to understand how prices can vary so much across the country or even from neighborhood to neighborhood. For example, consumers in San Francisco paid an average of $2.63 per gallon during the week of April 11, 2005, while consumers in Chicago paid $2.33 per gallon; in Denver, $2.25; in New York, $2.19; and in Houston, $2.12. A letter report issued by the Government Accountability Office with an abstract that begins "The Social Security Administration (SSA) manages the two largest federal disability benefit programs and made approximately $75 billion in payments to about 8 million beneficiaries (ages 18 through 64) in 2003. Given the size of its programs, even small improvements in SSA's ability to return beneficiaries to work offer the potential for significant savings. Until recently, Social Security beneficiaries who needed help returning to work generally had to seek services from state vocational rehabilitation (VR) agencies. Few beneficiaries used these services or successfully returned to work. Therefore, Congress passed the Ticket to Work and Work Incentives Improvement Act of 1999 (Ticket Act, P.L. 106-170) to create a Ticket to Work and Self-Sufficiency Program (the Ticket program). The program's goals are to expand the availability of service providers and to help enable beneficiaries to return to work, become selfsufficient, and stop receiving disability benefit payments. Eligible beneficiaries can use their tickets as vouchers to request vocational rehabilitation, employment, or other support services from the traditional state VR agencies or from new SSA-approved public or private providers, which are referred to as employment networks (EN). To qualify for Medicaid, individuals' assets (income and resources) must be below certain limits. Because long-term care services can be costly, those who pay privately may quickly deplete their assets and become eligible for Medicaid. In some cases, individuals might transfer assets to spouses or other family members to become financially eligible for Medicaid. Those who transfer assets for less than fair market value may be subject to a penalty period that can delay their eligibility for Medicaid. GAO was asked to provide data on transfers of assets. Measurements on hydrate-bearing laboratory and field samplesare necessary in order to provide realistic bounds on parameters used innumerically modeling the production of natural gas from hydrate-bearingreservoirs. The needed parameters include thermal conductivity,permeability, relative permeability-saturation(s) relationships, andcapillary pressure-saturation(s) relationships. We have developed atechnique to make hydrate-bearing samples ranging in scale from coreplug-size to core-size in the laboratory to facilitate making thesemeasurements. In addition to pressure and temperature measurements, weuse x-ray computed tomography scanning to provide high-resolution dataproviding insights on processes occurring in our samples. Several methodsare available to make gas hydrates in the laboratory, and we expect thatthe method used to make the hydrate will impact the behavior of thehydrate sample, and the parameters measured.

Growth of thick, crystalline material using dc-magnetron sputtering in Mag1 deposition chamber

We demonstrated dense, non-columnar growth of thick Mo films by moving the substrates in and out of the plasma thus allowing the surface reconstruction and by interrupting the growth with Si layers. The multilayers made this way have very smooth surface, about 1.3 nm rms high spatial frequency roughness, while also maintaining the periodicity of a reflective coating. These preliminary results hint that the surface reconstruction is an important physical process that controls the growth mechanisms. Further studies, combined with theoretical modeling, are essential to further our knowledge on how to predict and control desired microstructure for different materials.
