Potential Spectrum Interference Associated with Military Land Mobile Radios

Correspondence issued by the Government Accountability Office with an abstract that begins "To address homeland defense needs and comply with government direction that agencies use the electromagnetic spectrum more efficiently, the Department of Defense (DOD) is deploying new Land Mobile Radios to military installations across the country. The new Land Mobile Radios operate in the same frequency range--380 Megahertz (MHz) to 399.9 MHz--as many unlicensed low-powered garage door openers, which have operated in this range for years. While DOD has been the authorized user of this spectrum range for several decades, their use of Land Mobile Radios between 380 MHz and 399.9 MHz is relatively new. With DOD's deployment of the new radios and increased use of the 380 MHz-399.9 MHz range of spectrum, some users of garage door openers have experienced varying levels of inoperability that has been attributed to interference caused by the new radios. Nevertheless, because garage door openers operate as unlicensed devices, they must accept any interference from authorized spectrum users. This requirement stems from Part 15 of the Federal Communications Commission (FCC) regulations. Garage door openers and other unlicensed devices are often referred to as "Part 15 devices." Benchmarking and Self-Assessment in the Wine Industry

Not all industrial facilities have the staff or theopportunity to perform a detailed audit of their operations. The lack ofknowledge of energy efficiency opportunities provides an importantbarrier to improving efficiency. Benchmarking programs in the U.S. andabroad have shown to improve knowledge of the energy performance ofindustrial facilities and buildings and to fuel energy managementpractices. Benchmarking provides a fair way to compare the energyintensity of plants, while accounting for structural differences (e.g.,the mix of products produced, climate conditions) between differentfacilities. In California, the winemaking industry is not only one of theeconomic pillars of the economy; it is also a large energy consumer, witha considerable potential for energy-efficiency improvement. LawrenceBerkeley National Laboratory and Fetzer Vineyards developed the firstbenchmarking tool for the California wine industry called "BEST(Benchmarking and Energy and water Savings Tool) Winery". BEST Wineryenables a winery to compare its energy efficiency to a best practicereference winery. Besides overall performance, the tool enables the userto evaluate the impact of implementing efficiency measures. The toolfacilitates strategic planning of efficiency measures, based on theestimated impact of the measures, their costs and savings. The tool willraise awareness of current energy intensities and offer an efficient wayto evaluate the impact of future efficiency measures.

Double Gap Alfvén Eigenmodes: Revisiting Eigenmodes Interaction with the Alfvén Continuum

A new type of global shear Alfvén Eigenmode is found in tokamak plasmas where the mode localization is in the region intersecting the Alfvén continuum. The eigenmode is formed by the coupling of two solutions from two adjacent gaps (akin to potential wells) in the shear Alfvén continuum. For tokamak plasmas with reversed magnetic shear it is shown that the toroidiciy-induced solution tunnels through the continuum to match the ellipticity-induced Alfvén eigenmode (TAE and EAE, respectively) so that the resulting solution is continuous at the point of resonance with the continuum. The existence of these Double Gap Alfvén Eigenmodes (DGAEs) allows for potentially new ways of coupling edge fields to the plasma core in conditions where the core region is conventionally considered inaccessible. Implications include new approaches to heating and current drive in fusion plasmas as well as its possible use as core diagnostic in burning plasmas.

Self-organized T(sub)e Redistribution during Driven Reconnection Processes in High Temperature Plasmas

Two-dimensional (2-D) images of electron temperature fluctuations with a high temporal and spatial resolution were employed to study the sawtooth oscillation in TEXTOR tokamak plasmas. The new findings are: 1) 2-D images revealed that the reconnection is localized and permitted the determination of the physical dimensions of the reconnection zone in the poloidal and toroidal planes. 2) The combination of a pressure driven mode and a kink instability leads to an "X-point" reconnection process. 3) Reconnection can take place anywhere along the q~1 rational magnetic surface (both high and low field sides). 4) Heat flow from the core to the outside of the inversion radius during the reconnection time is highly asymmetric and the behavior is collective. These new findings are compared with the characteristics of various theoretical models and experimental results for the study of the sawtooth oscillation in tokamak plasmas.

Operation of a Segmented Hall Thruster with Low-sputtering Carbon-velvet Electrodes

Carbon fiber velvet material provides exceptional sputtering resistance properties exceeding those for graphite and carbon composite materials. A 2 kW Hall thruster with segmented electrodes made of this material was operated in the discharge voltage range of 200–700 V. The arcing between the floating velvet electrodes and the plasma was visually observed, especially, during the initial conditioning time, which lasted for about 1 h. The comparison of voltage versus current and plume characteristics of the Hall thruster with and without segmented electrodes indicates that the magnetic insulation of the segmented thruster improves with the discharge voltage at a fixed magnetic field. The observations reported here also extend the regimes wherein the segmented Hall thruster can have a narrower plume than that of the conventional nonsegmented thruster.

Measurements of Secondary Electron Emission Effects in the Hall Thruster Discharge

The dependence of the maximum electron temperature on the discharge voltage is studied for two Hall thruster configurations, in which a collisionless plasma is bounded by channel walls made of materials with different secondary electron emission (SEE) properties. The linear growth of the temperature with the discharge voltage, observed in the channel with a low SEE yield, suggests that SEE is responsible for the electron temperature saturation in the thruster configuration with the channel walls having a higher SEE yield. The fact that the values of the electron temperature at saturation are rather high may indirectly support the recently predicted kinetic regime of the space charge saturation of the near-wall sheath in the thruster discharge. A correlation between the effects of the channel wall material on the electron temperature and the electron cross-field current was also observed.

A Meaurement of the W+- production cross section in p anti-p collisions at sqroot(s)=1.96 TeV in the DiLepton channel and limits on anomalous WWZ/gamma couplings

Measurements of the production cross section of W{sup +}W{sup -} pairs in p{bar p} collisions at 1.96 TeV and limits on trilinear gauge boson coupling (TGC) parameters are presented. The data were recorded with the CDF experiment at Tevatron during the 2001 and 2002 data taking periods in which a total integrated luminosity of 184 pb{sup -1} was collected. The data sample was filtered for events with two leptonic w boson decays where the charged leptons can be either electrons or muons. 17 events are observed against an expected background of 5.0{sub -0.8}{sup +2.2} events. The resulting cross-section is found to be {sigma}(p{bar p} {yields} W{sup +}W{sup -}) = 14.5{sub -5.1}{sup +5.8}(stat){sub -3.0}{sup +1.8}(syst) {+-} 0.9(lum) pb and agrees well with the Standard Model expectation. Limits on the TGC parameters {Delta}{kappa} and {lambda} are set under both the equal coupling scheme, that assumes the W boson couples identically to the Z and {gamma}, and the HISZ coupling scheme, that requires the couplings to respect SU(2){sub L} x &(1){sub Y} gauge symmetry. In both cases this is achieved by using a likelihood fit to the lepton-P{sub T} distribution of the 17 candidate events. The resulting limits are found to be: -0.4 …
