2 x 2 Polyethylene Reflected and Moderated Highly Enriched Uranium System with Rhenium

The 2 × 2 array HEU-Re experiment was performed on the Planet universal critical assembly machine on November 4th, 2003 at the Los Alamos Critical Experiments Facility (LACEF) at Los Alamos National Laboratory (LANL). For this experiment, there were 10 ½ units, each full unit containing four HEU foils and two rhenium foils. The top unit contained only two HEU foils and two rhenium foils. A total of 42 HEU foils were used for this experiment. Rhenium is a desirable cladding material for space nuclear power applications. This experiment consisted of HEU foils interleaved with rhenium foils and is moderated and reflected by polyethylene plates. A unit consisted of a polyethylene plate, which has a recess for rhenium foils, and four HEU foils in a single layer in the top recess of each polyethylene plate. The Planet universal criticality assembly machine has been previously used in experiments containing HEU foils interspersed with SiO2 (HEU-MET-THERM-001), Al (HEU-MET-THERM-008), MgO (HEU-MET-THERM-009), Gd foils (HEU-MET-THERM-010), 2 × 2 × 26 Al (HEU-MET-THERM-012), Fe (HEU-MET-THERM-013 and HEU-MET-THERM-015), 2 × 2 × 23 SiO2 (HEU-MET-THERM-014), 2 × 2 × 11 hastalloy plates (HEU-MET-THERM-016), and concrete (HEU-MET-THERM-018). The 12 GeV Energy Upgrade at Jefferson Laboratory

Two new cryomodules and an extensive upgrade of the bending magnets at Jefferson Lab has been recently completed in preparation for the full energy upgrade in about one year. Jefferson Laboratory has undertaken a major upgrade of its flagship facility, the CW re-circulating CEBAF linac, with the goal of doubling the linac energy to 12 GeV. I will discuss here the main scope and timeline of the upgrade and report on recent accomplishments and the present status. I will then discuss in more detail the core of the upgrade, the new additional C100 cryomodules, their production, tests and recent successful performance. I will then conclude by looking at the future plans of Jefferson Laboratory, from the commissioning and operations of the 12 GeV CEBAF to the design of the MEIC electron ion collider.

100-NR-2 Apatite Treatability Test: High-Concentration Calcium-Citrate-Phosphate Solution Injection for In Situ Strontium-90 Immobilization

Following an evaluation of potential strontium-90 (90Sr) treatment technologies and their applicability under 100-NR-2 hydrogeologic conditions, the U.S. Department of Energy (DOE), Fluor Hanford, Inc. (now CH2M Hill Plateau Remediation Company [CHPRC]), Pacific Northwest National Laboratory, and the Washington State Department of Ecology agreed that the long-term strategy for groundwater remediation at the 100-N Area should include apatite as the primary treatment technology. This agreement was based on results from an evaluation of remedial alternatives that identified the apatite permeable reactive barrier (PRB) technology as the approach showing the greatest promise for reducing 90Sr flux to the Columbia River at a reasonable cost. This letter report documents work completed to date on development of a high-concentration amendment formulation and initial field-scale testing of this amendment solution.

200-BP-1 Prototype Hanford Barrier -- 15 Years of Performance Monitoring

Monitoring is an essential component of engineered barrier system design and operation. A composite capacitive cover, including a capillary break and an evapotranspiration (ET) barrier at the Hanford Site, is generating data that can be used to help resolve these issues. The prototype Hanford barrier was constructed over the 216-B-57 Crib in 1994 to evaluate surface-barrier constructability, construction costs, and physical and hydrologic performance at the field scale. The barrier has been routinely monitored between November 1994 and September 1998 as part of a Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) treatability test of barrier performance for the 200 BP 1 Operable Unit. Since FY 1998, monitoring has focused on a more limited set of key water balance, stability, and biotic parameters. In FY 2009, data collection was focused on: (1) water-balance monitoring, consisting of precipitation, runoff, soil moisture storage, and drainage measurements with evapotranspiration calculated by difference; (2) stability monitoring, consisting of asphalt-layer-settlement, basalt-side-slope-stability, and surface-elevation measurements; (3) vegetation dynamics; and (4) animal use. L-325 Sagebrush Habitat Mitigation Project: Final Compensation Area Monitoring Report

This document provides a review and status of activities conducted in support of the Fluor Daniel Hanford Company (Fluor), now Mission Support Alliance (MSA), Mitigation Action Plan (MAP) for Project L-325, Electrical Utility Upgrades (2007). Three plantings have been installed on a 4.5-hectare mitigation area to date. This review provides a description and chronology of events, monitoring results, and mitigative actions through fiscal year (FY) 2012. Also provided is a review of the monitoring methods, transect layout, and FY 2012 monitoring activities and results for all planting years. Planting densities and performance criteria stipulated in the MAP were aimed at a desired future condition (DFC) of 10 percent mature sagebrush (Artemisia tridentata ssp wyomingensis) cover. Current recommendations for yielding this DFC are based upon a conceptual model planting of 1000 plants/ha (400/ac) exhibiting a 60-percent survival rate after 5 monitoring years (DOE 2003). Accordingly, a DFC after 5 monitoring years would not be less than 600 plants/ha (240/ac). To date, about 8700 sagebrush plants have been grown and transplanted onto the mitigation site. Harsh site conditions and low seedling survival have resulted in an estimated 489 transplants/ha on the mitigation site, which is 111 plants/ha short of the target DFC. …

This report presents the 2009 groundwater monitoring results collected by the U.S. Department of Energy (DOE) Office of Legacy Management (LM) for the Central Nevada Test Area (CNTA) Subsurface Corrective Action Unit (CAU) 443. Responsibility for the environmental site restoration of CNTA was transferred from the DOE Office of Environmental Management to LM on October 1, 2006. The environmental restoration process and corrective action strategy for CAU 443 are conducted in accordance with the Federal Facility Agreement and Consent Order entered into by DOE, the U.S. Department of Defense, and the State of Nevada. The corrective action strategy for the site includes proof-of-concept monitoring in support of site closure. This report summarizes investigation activities associated with CAU 443 that were conducted at the site from October 2008 through December 2009. It also represents the first year of the enhanced monitoring network and begins the new 5-year proof-of-concept monitoring period that is intended to validate the compliance boundary

2009 Site Environmental Report

Each year, Brookhaven National Laboratory (BNL) prepares an annual Site Environmental Report (SER) in accordance with DOE Order 231.1A, Environment, Safety and Health Reporting of the U.S. Department of Energy. The report is written to inform the public, regulators, employees, and other stakeholders of BNL's environmental performance during the calendar year in review. The SER summarizes environmental data; environmental management performance; compliance with applicable DOE, federal, state, and local regulations; and compliance, restoration, and surveillance monitoring program performance. BNL has prepared annual SERs since 1971 and has documented nearly all of its environmental history since the Laboratory's inception in 1947. The report is available in print and as a downloadable file on the BNL web page at http://www.bnl.gov/ewms/ser/. A summary of the SER is also prepared each year to provide a general overview of the report, and is distributed with a CD of the full report.

The 2010 Oil Spill: Natural Resource Damage Assessment Under the Oil Pollution Act

The 2010 Deepwater Horizon oil spill leaked an estimated 4.1 million barrels of oil into the Gulf of Mexico, damaging the waters, shores, and marshes, and the fish and wildlife that live there. When resources in the public trust are harmed by contamination, federal, state, foreign, and tribal governments may seek compensation for damage to natural resources under certain laws. This is done in two steps: first, by assessing the harm; then, by determining how and what restoration will take place. Compensation for natural resource damage is intended to restore the natural resources to their condition before the damage and to compensate the public for the lost use of those resources. This report discusses legislation that provides a framework for assessing and mitigating the damage caused by such spills.

Under the requirements of the Oak Ridge Reservation (ORR) Federal Facility Agreement (FFA) established between the U.S. Department of Energy (DOE), the U.S. Environmental Protection Agency, (EPA) and the Tennessee Department of Environment and Conservation (TDEC) in 1992, all environmental restoration activities on the ORR are performed in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). Since the 1990s, the environmental restoration activities have experienced a gradual shift from characterization to remediation. As this has occurred, it has been determined that the assessment of the individual and cumulative performance of all ORR CERCLA remedial actions (RAs) is most effectively tracked in a single document. The Remediation Effectiveness Report (RER) is an FFA document intended to collate all ORR CERCLA decision requirements, compare pre- and post-remediation conditions at CERCLA sites, and present the results of any required post-decision remediation effectiveness monitoring. First issued in 1997, the RER has been reissued annually to update the performance histories of completed actions and to add descriptions of new CERCLA actions. Correspondence issued by the Government Accountability Office with an abstract that begins "On May 10, 2010, the President resubmitted to Congress a proposed Agreement Between the Government of the United States of America and the Government of the Russian Federation for Cooperation in the Field of Peaceful Uses of Nuclear Energy (henceforth referred to as the U.S.-Russia nuclear cooperation agreement or the agreement) in accordance with the review requirements established under section 123 of the Atomic Energy Act of 1954 (AEA), as amended. The proposed agreement with Russia would, among other things, establish the legal basis for the Department of Energy (DOE) to work with Russia on large-scale development of nuclear energy. The United States has 25 agreements in force for peaceful nuclear cooperation with foreign countries, the European Atomic Energy Community (EURATOM), the International Atomic Energy Agency (IAEA), and Taiwan. Such agreements provide the framework and authorization for civilian nuclear cooperation but do not guarantee that cooperation will take place or that nuclear material or technology transfers will occur.
