The booklet is sectioned into six sections. Section I gives an overview of TCA, their purpose, structure, principles, and legislation. Section II details types of assistances which include financial assistance, ineligible activities, informational service, technical service, and mandated services. Section III is about financial assistance eligibility and discusses application procedures, funding limits, contracts, civil rights compliance, contacts, acknowledgments, evaluations, and emergency procedures. Section IV synthesizes organization eligibility. Section V details financial assistance programs. These include organizational assistance, project assistance, touring assistance, and visual art touring. Section VI discusses the review process and list criteria for panel review, staff evaluation, advisory panels, and more.

A newsletter, Common Core of Learning Assessment Project, Compact Dialogue, Connecticut Multi-state Performance Assessment Collaborative Team in Math and Science. Compact Dialogue is a monthly publication of the Compact Project a multi-state collaborative effort funded by the National Science Foundation. The newsletter will keep up to date information on all the happenings within the project.

A contract for between the Texas Commission on the Arts and the University of North Texas for services that include grants and funding for the North Texas Institute of the Arts. The contract is split into six sections. Section 1 establishes the parties in the contract, TCA and UNT. Section 2 is the equal opportunity statement. Section 3 is the contract period. Section 4 is the obligations of service provider, UNT. Section 4 also states that UNT will produce an evaluation report within 30 days following the termination of the contract. Section 5 states the obligations of the commission, TCA. Section 6 is the payment by commission which states that TCA shall pay to UNT the amount of its liabilities specified in section 5. Section 7 is the amendments and changes.

A newsletter, Education Week, Editorial Project in Education, Vol. 9, No. 1. "In Connecticut, Moving Past Pencil and Paper, Teachers Evaluated On Class Behavior." Fifty-five educators were learning a new language of assessment, and the new assessments for teachers and students were pioneered in Connecticut. Connecticut introduces what is said to be the nation's most rigorous assessment of entry-level teachers. The assessment will be administered, six times a year, to new teachers. The implementation is a new form of measuring how teachers perform the complex tasks of their profession.

In an upcoming conference featuring Ann Swartzberg, Director of Development for the School of Fine Arts at the University of Southern California, Swartzberg will be presenting Guidelines for Creating a Development (fundraising) plan. Included in the letter is a time schedule for the following months.

A letter from Jack Davis, co-director of North Texas Institute for Educators on the Visual Arts, to Judy Bramlett, Texas Facilitator Project-National Diffusion Network, Education Service Center. The letter is in regards to prior correspondence between Davis and Bramlett and the involvement Davis and three other faculty at the University of North Texas had in the National Diffusion Network project on improving visual arts education. Enclosed in the memo are copies of the press release for the Getty project. A hand-written note on the letter reads, "Thanks so much for sending information on your exciting new project. I will look forward to hearing about your work as you being actively working with teachers. Perhaps at some point I could visit one of your staff developments sessions. In the future, perhaps I can assis you with publicizing results of your efforts to other schools, Judy Bramlett."
