REDUCTIONS WITHOUT REGRET: DEFINING THE NEEDED CAPABILITIES

This is the second of three papers (in addition to an introductory summary) aimed at providing a framework for evaluating future reductions or modifications of the U.S. nuclear force, first by considering previous instances in which nuclear-force capabilities were eliminated; second by looking forward into at least the foreseeable future at the features of global and regional deterrence (recognizing that new weapon systems currently projected will have expected lifetimes stretching beyond our ability to predict the future); and third by providing examples of past or possible undesirable outcomes in the shaping of the future nuclear force, as well as some closing thoughts for the future. This paper begins with a discussion of the current nuclear force and the plans and procurement programs for the modernization of that force. Current weapon systems and warheads were conceived and built decades ago, and procurement programs have begun for the modernization or replacement of major elements of the nuclear force: the heavy bomber, the air-launched cruise missile, the ICBMs, and the ballistic-missile submarines. In addition, the Nuclear Weapons Council has approved a new framework for nuclear-warhead life extension � not fully fleshed out yet � that aims to reduce the current number of nuclear …

Final Technical Report

The biochemistry of bacterial proteins involved in redox transformations of metals and minerals is, without dispute, an important area of research. Nevertheless, most studies on bacterial metal transformation have focused not on biochemistry but on genetics and genomics. The objective of this research is to better understand the role of conformation change in electron transfer from cytochromes to minerals, a process that underpins respiratory metal reduction by bacteria in nature and in bioremediation strategies, including reductive immobilization of radioactive contaminants. Our DOE-funded work is specifically focused on answering long-standing questions about the biochemical behavior of these very interesting proteins, and our findings thus far have already made impacts in the fields of environmental microbiology and biogeochemistry. Among the key findings from the project are 1) Successful large-scale production of biomass for protein isolation; 2) Purification of several c-type cytochromes for biochemical study; 3) Characterization of these proteins using spectrophotometric and electrochemical techniques; 4) Examination of protein conformational change and redox activity towards metal oxides using a small mass cytochrome c from Acidiphilium cryptum; 5) Proteomic characterization of A. cryptum biofilms; 6) Training of 2 undergraduate research assistants; 7) Publications and several meeting presentations.

Nevada National Security Site 2012 Waste Management Monitoring Report Area 3 and Area 5 Radioactive Waste Management Site

Environmental monitoring data are collected at and around the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) at the Nevada National Security Site (NNSS). These data are associated with radiation exposure, air, groundwater, meteorology, and vadose zone. This report summarizes the 2012 environmental data to provide an overall evaluation of RWMS performance and to support environmental compliance and performance assessment (PA) activities. Some of these data (e.g., radiation exposure, air, and groundwater) are presented in other reports (National Security Technologies, LLC, 2012; 2013a; 2013b). Direct radiation monitoring data indicate exposure levels at the RWMSs are within the range of background levels measured at the NNSS. Slightly elevated exposure levels outside the Area 3 RWMS are attributed to nearby historical aboveground nuclear weapons tests. Air monitoring data show tritium concentrations in water vapor and americium and plutonium concentrations in air particles are only slightly above detection limits and background levels. The measured levels of radionuclides in air particulates and moisture are below Derived Concentration Standards for these radionuclides. Groundwater monitoring data indicate the groundwater in the uppermost aquifer beneath the Area 5 RWMS is not impacted by RWMS operations. Characterization Data Package for Containerized Sludge Samples Collected from Engineered Container SCS-CON-210

This data package contains the K Basin sludge characterization results obtained by Pacific Northwest National Laboratory during processing and analysis of four sludge core samples collected from Engineered Container SCS-CON-210 in 2010 as requested by CH2M Hill Plateau Remediation Company. Sample processing requirements, analytes of interest, detection limits, and quality control sample requirements are defined in the KBC-33786, Rev. 2. The core processing scope included reconstitution of a sludge core sample distributed among four to six 4-L polypropylene bottles into a single container. The reconstituted core sample was then mixed and subsampled to support a variety of characterization activities. Additional core sludge subsamples were combined to prepare a container composite. The container composite was fractionated by wet sieving through a 2,000 micron mesh and a 500-micron mesh sieve. Each sieve fraction was sampled to support a suite of analyses. The core composite analysis scope included density determination, radioisotope analysis, and metals analysis, including the Waste Isolation Pilot Plant Hazardous Waste Facility Permit metals (with the exception of mercury). The container composite analysis included most of the core composite analysis scope plus particle size distribution, particle density, rheology, and crystalline phase identification.
