The Horn of Africa: War and Humanitarian Crisis
An estimated 16-18 million people are in need of humanitarian assistance in the Horn of Africa region. Ethiopia is by far the most affected country with an estimated 10 million people at risk. More than one million people have been displaced due to the border conflict between Ethiopia and Eritrea. Relief and United Nations officials have not yet called the situation in Ethiopia a famine. Moreover, an estimated 3.3 million people in Kenya, 1.2 million people in Somalia, 1.3 million in Eritrea, and 150,000 in Djibouti are in need of emergency food assistance. In Sudan, an estimated 1.7 million people are in need of humanitarian assistance.

Japan's Uncertain Political Transition
Japan's current political instability began in July 1993, when the Liberal Democratic Party (LDP) -- in power since 1955 -- was voted out and replaced by a fragile multiparty coalition government under Prime Minister Morihiro Hosokawa. The new government faced turmoil in April 1994, when Hosokawa suddenly resigned amid a personal financial scandal. Then-deputy prime minister/foreign minister Tsutomu Hata succeeded, but only at the head of a minority government after the Socialist party, a key coalition partner, quit the coalition. Although beset by its own internal squabbles, the LDP remained the single largest party in Japan's bicameral Diet, or parliament. In late June, Hata was forced to resign under threat of an LDP-led no confidence motion.

World Heritage Convention and U.S. National Parks
During the 105th Congress, the House considered H.R. 901, legislation which would give Congress a role in designating any new U.S. national parks and monuments of world significance added to the World Heritage List, a UNESCO administered list established by the 1972 World Heritage Convention. Sponsors of the bill are concerned that designation of a U.S. site to the U.N. list, which is currently done under Executive Branch authority, does not protect the rights of private property owners or the States. The Administration and opponents of the bill argue that the designation has no affect on property rights and does not provide the United Nations with any legal authority over U.S. territory. H.R. 901 passed the House on October 8, 1997. This paper describes the operation of the UNESCO Convention and H.R. 901. It will be updated as the legislation progresses through the House and Senate. Pakistan's Domestic Political Developments
Pakistan is a strategically important country and home to one of the world’s largest Muslim populations. In October 1999, Pakistan’s Chief of Army Staff Gen. Pervez Musharraf replaced Prime Minister Nawaz Sharif in a bloodless coup. Following the military overthrow of an elected government, Islamabad faced considerable international opprobrium and was subjected to automatic coup-related U.S. sanctions. The September 2001 terrorist attacks on the United States and Musharraf’s ensuing withdrawal of support for the Afghan Taliban regime, however, had the effect of greatly reducing Pakistan’s international isolation. Congress temporarily removed restrictions, and large-scale U.S. aid to the country resumed, in late 2001. The United States views Pakistan as a vital ally in the international antiterrorism coalition.

Air Force Aerial Refueling
Aerial refueling aircraft are key to air operations. The U.S. tanker fleet is large and effective, but old. Modernizing or replacing the current fleet of tankers presents the Department of Defense (DOD) with difficult choices in terms of desired capabilities, force structure, and budget. How this fleet will be maintained or replaced, and on what schedule, has proven controversial.

Hurricane Katrina-Related Immigration Issues and Legislation
The devastation and displacement caused by Hurricane Katrina in the Gulf Coast region of the United States has very specific implications for foreign nationals who lived in the region. Whether the foreign national is a legal permanent resident (LPR), a nonimmigrant (e.g., temporary resident such a foreign student, intracompany transferee, or guest worker) or an unauthorized alien (i.e., illegal immigrant) is a significant additional factor in how federal laws and policies are applied. In this context, the key question is whether Congress should relax any of these laws pertaining to foreign nationals who are victims of Hurricane Katrina.

Caribbean Basin Initiative
The Reagan Administration has proposed legislation which would seek to use trade and aid to promote political stability and economic growth in the Caribbean Basin region. Among other things, it would create a one-way free trade zone, where the small nations of the region would have an opportunity for export-led growth through duty-free access to the U.S. market. It would also provide $350 million in economic aid for 1982 to El Salvador and other Caribbean countries.
