A letter written to Governor Allan Shivers, Austin, Texas, from T. N. Carswell, Chairman, Taylor County Parole Board dated September 21, 1950. Carswell advises of a bill for reimbursement explaining that it was state business which created the expense. He then explains the importance for parolees to be employed in order to be successfully rehabilitated but that, in this case, a representative of a minor state regulatory body has threatened both employer and employee.

This is a reply to Kidder's letter of September 2, 1950, asking for a donation to pay funeral expenses of an accident victim. Herrera informs Kidder that the family of the accident victim decided to change lawyers and he no longer represents them. Also that he had already donated about $200 worth of free legal services prior to his dismissal as their attorney, which he feels was sufficient.
