Intelligence Authorization Legislation: Status and Challenges

This report assesses the effects of the absence of intelligence authorization legislation since FY2005. Since FY2005, no annual intelligence authorization bill has been enacted. Although the National Security Act requires intelligence activities to be specifically authorized, this requirement has been satisfied in recent years by one-sentence catch-all provisions in defense appropriations acts authorizing intelligence activities.

FY06 ANNUAL REPORT FOR ENVIRONMENTAL MANAGEMENT SCIENCE PROGRAM PROJECT #95061STRATEGIC DESIGN AND OPTIMIZATION OF INORGANIC SORBENTSFOR CESIUM, STRONTIUM AND ACTINIDES

The basic science goal in this project identifies structure/affinity relationships for selected radionuclides and existing sorbents. The task will apply this knowledge to the design and synthesis of new sorbents that will exhibit increased affinity for cesium, strontium and actinide separations. The target problem focuses on the treatment of high-level nuclear wastes. The general approach can likewise be applied to nonradioactive separations. During the fifth year of the project our studies focused along the following paths: (1) determination of Cs{sup +} ion exchange mechanism in sodium titanium silicates with sitinikite topology and the influence of crystallinity on ion exchange, (2) synthesis and characterization of novel peroxo-titanate materials for strontium and actinide separations, and (3) further refinements in computational models for the CST and polyoxoniobate materials.

Much higher than expected receipts reduced the estimated deficits for fiscal year 2006 in both the Administrations Mid-session review and in the Congressional Budget Office's The Budget and Economic Outlook: An Update. These were over $100 billion below the Administration's previous estimate and $70 billion below the Congressional Budget Office's previous baseline estimate. This report contains information on the background and analysis for the federal budget in the fiscal year 2006, the financial situation at that time, budgeting tools, budgetary actions, outlays, receipts, deficits, and related materials.

Military Quality of Life/VA (House) and Military Construction/VA (Senate): FY2006 Appropriations

The annual consideration of appropriations bills (regular, continuing, and supplemental) by Congress is part of a complex set of budget processes that also encompasses the consideration of budget resolutions, revenue and debt-limit legislation, other spending measures, and reconciliation bills. In addition, the operation of programs and the spending of appropriated funds are subject to constraints established in authorizing statutes. Congressional action on the budget for a fiscal year usually begins following the submission of the President’s budget at the beginning of each annual session of Congress. Congressional practices governing the consideration of appropriations and other budgetary measures are rooted in the Constitution, the standing rules of the House and Senate, and statutes, such as the Congressional Budget and Impoundment Control Act of 1974.
