Disaster Tax Relief for the Midwest

The Midwestern Disaster Tax Relief Act of 2008 is intended to assist with the recovery from the severe weather that affected the Midwest during the summer of 2008. The Jobs, Energy, Families, and Disaster Relief Act of 2008 includes some similar provisions, but these are not limited to the Midwest disaster. The disaster relief in the three bills is similar to that provided to assist with the recovery from the 2005 hurricanes and the 2007 Kansas tornadoes. This report broadly discusses the disaster relief provisions in other relevant legislation.

Adult Christian Education for Baby Boomers: a Descriptive Case Study of Three American Churches

American churches seeking to assimilate baby boomers are struggling to meet the adult educational needs of this group. To determine what models of church-based adult education are used to meet the educational needs of this group, three large, growing American churches known for attracting boomers were identified as sites for research. A qualitative case study research design was used and results were compared using cross-case analysis. Initial data collection included a three-day visit at each church. Data were collected in three phases: Phase One consisted of personal interviews with staff and lay leaders; Phase Two focused on observation of adult education events which took place during the visitation period; Phase Three involved gathering materials that described adult education programs. To optimize the reliability and accuracy of the findings data were subjected to examination by peers, collection methods were applied consistently in each research phase, follow-up contacts were made with each church to verify observations and findings, and case records were created for each site. Eleven categories were selected and the data were presented by category. Northern Minnesota Public Television is an independent, non-profit corporation operating as KAWE television on the campus of Bemidji State University in Bemidji, Minnesota. This study focuses on the lack of educational/public television in the northern section of Minnesota and develops a historical perspective of Northern Minnesota Public Television from an idea of two men until sign-on in 1980. The study describes the early beginnings, organizational structure, problems encountered, and educational philosophy. KAWE television operates on Channel 9 with a satellite station in Brainerd, Minnesota, operating on Channel 22.

Advancing a Community's Conversations About and Engagement with Climate Change

The goal of this project completed for the Greater Northfield Sustainability Collaborative (GNSC) was to understand how Northfield, Minnesota citizens are experiencing climate change. Thirty individuals were interviewed to find out what they know about climate change, what actions they are taking, what they think the solutions are to the problems, and what barriers they have to more fully engaging with climate change issues. The interview results are intended to promote and advance the community's discussion on climate change via social learning and community engagement activities such as town hall forums and community surveys. These activities encourage citizens in the community to have direct input into the development of the community's climate action plan (CAP). Analysis of the interviews showed that the interviewees are witnessing climate change, that most are taking at least some action such as recycling or lowering thermostats, that they can name barriers to their own inaction, that they say communication about climate change remains confusing and is not widespread in Northfield, and that they are able to provide numerous suggestions for what the local and broader leadership should be doing.
