This book constitutes a portion of the primary documentation for the 1992 Pacific Northwest Residential Energy Survey, Phase I. The complete 33-volume set of primary documentation provides information needed by energy analysts and interpreters with respect to planning, execution, data collection, and data management of the PNWRES92-I process. Thirty of these volumes are devoted to different ``views`` of the data themselves, with each view having a special purpose or interest as its focus. Analyses and interpretations of these data will be the subjects of forthcoming publications. Conducted during the late summer and fall months of 1992, PNWRES92-I had the over-arching goal of satisfying basic requirements for a variety of information about the stock of residential units in Bonneville`s service region. Surveys with a similar goal were conducted in 1979 and 1983. This volume contains a follow-up study of non-respondents to the original survey. The information is cross tabulated. ``Selected crosstabulations`` refers to a set of nine survey items of wide interest (Dwelling Type, Ownership Type, Year-of-Construction, Dwelling Size, Primary Space-Heating Fuel, Primary Water-Heating Fuel, Household Income for 1991, Utility Type, and Space-Heating Fuels: Systems and Equipment) that were crosstabulated among themselves.

The 1992 Pacific Northwest Residential Energy Survey : Phase 1 (PNWRES92-I) : Executive Summary, Concordance, Glossary.

The general processes employed in and the major findings from the conduct of Phase I of the Pacific Northwest Residential Energy Survey (PNWRES92-I) during the last quarter of 1992 are outlined. This was Bonneville's third comprehensive residential survey of the region, conducted to provide data on energy usage, conservation awareness and behaviors, and associated consumer characteristics for use in forecasting and planning. The summary is divided into four sections: Background sets the stage with respect to the need for the survey, relates it to previous work, outlines the implementation processes, and summarizes the data products. Profiling the respondents summarizes the survey results under these six categories: Demographics, Housing Units, Room Inventory, Appliance Inventory, Air-Conditioning/Heating/Water-Heating, and Opinion. Reports and Cross-tabulations describes the various individual documents. Bonneville Power Pulse provides a short description of an Excel-spreadsheet-based software program that contains all of the tabulated material in a format that encourages browsing among the tables and charts, with special feature that they can be copied directly into other Windows-based documents.

This section describes the chemical and physical nature of the RCRA regulated hazardous wastes to be handled, stored, and incinerated at the Consolidated Incineration Facility (CIF) at the Savannah River Site. It is in accordance with requirements of South Carolina Hazardous Waste Management Regulations R.61-79.264.13(a) and(b), and 270.14(b)(2). This application is for permit to store and teat these hazardous wastes as required for the operation of CIF. The permit is to cover the storage of hazardous waste in containers and of waste in six hazardous waste storage tanks. Treatment processes include incineration, solidification of ash, and neutralization of scrubber blowdown.

1993 Solid Waste Reference Forecast Summary

This report, which updates WHC-EP-0567, 1992 Solid Waste Reference Forecast Summary, (WHC 1992) forecasts the volumes of solid wastes to be generated or received at the US Department of Energy Hanford Site during the 30-year period from FY 1993 through FY 2022. The data used in this document were collected from Westinghouse Hanford Company forecasts as well as from surveys of waste generators at other US Department of Energy sites who are now shipping or plan to ship solid wastes to the Hanford Site for disposal. These wastes include low-level and low-level mixed waste, transuranic and transuranic mixed waste, and nonradioactive hazardous waste.

1994 conceptual model of the carbon tetrachloride contamination in the 200 West Area at the Hanford Site

Between 1955 and 1973, a total of 363,000 to 580,000 L (577,000 to kg) of liquid carbon tetrachloride, in mixtures with other organic and aqueous, actinide-bearing fluids, were discharged to the soil column at three disposal facilities -- the 216-Z-9 Trench, the 216-Z-lA TiTe Field, and the 216-Z-18 Crib -- in the 200 West Area at the Hanford Site. In the mid-1980`s, dissolved carbon tetrachloride was found in the uppermost aquifer beneath the disposal facilities, and in late 1990, the US Environmental Protection Agency and the Washington State Department of Ecology requested that the US Department of Energy proceed with planning and implementation of an expedited response action (ERA) to minimize additional carbon tetrachloride contamination of the groundwater. In February 1992, soil vapor extraction was initiated to remove carbon tetrachloride from the unsaturated zone beneath these disposal facilities. By May 1994, a total of 10,560 L (16,790 kg) of carbon tetrachloride had been removed, amounting to an estimated 2% of the discharged inventory. 1994 Triggered Lightning Test Program: Measured responses of a reinforced concrete building under direct lightning attachments

A rocket-triggered lightning test was carried out during the summer of 1994 on a specially designed steel reinforced concrete test building located at Ft. McClellan, Alabama. Currents, voltages, and magnetic fields were measured at 24 instrumented locations during 42 return strokes triggered to designated points on the structure and its lightning protection systems. As was found during an earlier similar lightning test of an earth covered munitions storage building, the buried power service conduits carried a much larger fraction of incident stroke current away from the building than did the intended grounding elements of the lightning protection system. Electrical breakdown and subsequent arcing occurred repeatedly to create dominant current paths to earth that were not accounted for in pretest linear modeling. Potential hazard level transient voltages, surprisingly more resistive than inductive in nature, were recorded throughout the structure. Also surprisingly, strikes to a single grounded protection mast system resulted in internal environments that were generally comparable to those occurring during strikes to roof-mounted air terminals. A description of the test structure, experimental procedures, and a full set of the resultant data are presented in this two-volume report.

1995 Area 1 bird survey/Zone 1, Operable Unit 2, Robins Air Force Base, Georgia

Robins Air Force Base is located in Warner Robins, Georgia, approximately 90 miles southeast of Atlanta, Georgia. As part of the Baseline Investigation (CDM Federal 1994) a two day bird survey was conducted by M. C. Wade (Oak Ridge National Laboratory) and B.A. Beatty (CDM Federal Programs) in May 1995. The subject area of investigation includes the sludge lagoon, Landfill No. 4, and the wetland area east of the landfill and west of Hannah Road (including two ponds). This is known as Area 1. The Area 1 wetlands include bottomland hardwood forest, stream, and pond habitats. The objectives of this survey were to document bird species using the Area I wetlands and to see if the change in hydrology (due to the installation of the Sewage Treatment Plant effluent diversion and stormwater runon control systems) has resulted in changes at Area 1 since the previous survey of May 1992 (CDM Federal 1994).

The following document is the August 1996 submittal of the Hanford Site Toxic Chemical Release Inventory report. Included is a Form R for ethylene glycol, the sole chemical used in excess of the established regulatory thresholds at the Hanford Site by the U.S. Department of Energy, Richland Operations Office and its contractors during Calendar Year 1995.

Sandia National Laboratories/New Mexico (SNL/NM) is operated in support of the U.S. Department of Energy (DOE) mission to provide weapon component technology and hardware for national security needs, and to conduct fundamental research and development (R&D) to advance technology in energy research, computer science, waste management, electronics, materials science, and transportation safety for hazardous and nuclear components. In support of this mission, the Environmental Safety and Health (ES&H) Center at SNL/NM conducts extensive environmental monitoring, surveillance, and compliance activities to assist SNL`s line organizations in meeting all applicable environmental regulations applicable to the site including those regulating radiological and nonradiological effluents and emissions. Also herein are included, the status of environmental programs that direct and manage activities such as terrestrial surveillance; ambient air and meteorological monitoring; hazardous, radioactive, and solid waste management; pollution prevention and waste minimization; environmental restoration (ER); oil and chemical spill prevention; and National Environmental Policy Act (NEPA) documentation. Included in this report are tables showing the distribution of waste by state for 1997 and a comparison of waste volumes and radioactivity by state for 1993 through 1997; also included is a list of all commercial nuclear power reactors in the United States as of December 31, 1997.

1999 vadose zone monitoring plan and guidance for subsequent years

The US Department of Energy`s Hanford Site has the most diverse and largest amounts of radioactive waste in the US. The majority of the liquid waste was disposed to the soil column where much of it remains today. This document provides the rationale and general framework for vadose zone monitoring at cribs, ditches, trenches and other disposal facilities to detect new sources of contamination and track the movement of existing contamination in the vadose zone for the protection of groundwater. The document provides guidance for subsequent site-specific vadose zone monitoring plans and includes a brief description of past vadose monitoring activities (Chapter 3); the results of the Data Quality Objective process used for this plan (Chapter 4); a prioritization of liquid waste disposal sites for vadose monitoring (Chapter 5 and Appendix B); a general Monitoring and Analysis Plan (Chapter 6); a general Quality Assurance Project Plan (Appendix A), and a description of vadose monitoring activities planned for FY 1999 (Appendix C).

2001 Joint ADVISOR/PSAT Vehicle Systems Modeling User's Conference Proceedings (CD)

The 2001 Joint ADVISOR/PSAT Vehicle Systems Modeling User Conference provided an opportunity for engineers in the automotive industry and the research environment to share their experiences in vehicle systems modeling using ADVISOR and PSAT. ADVISOR and PSAT are vehicle systems modeling tools developed and supported by the National Renewable Energy Laboratory and Argonne National Laboratory respectively with the financial support of the US Department of Energy. During this conference peers presented the results of studies using the simulation tools and improvements that they have made or would like to see in the simulation tools. Focus areas of the presentations included Control Strategy, Model Validation, Optimization and Co-Simulation, Model Development, Applications, and Fuel Cell Vehicle Systems Analysis. Attendees were offered the opportunity to give feedback on future model development plans.

The 2002 Farm Bill: Comparison of Commodity Support Provisions with the House and Senate Proposals, and Prior Law

A new farm bill, the Farm Security and Rural Investment Act of 2002 (P.L. 107- 171), covering crop years 2002-2007, was signed into law May 13, 2002. The previous farm bill (now prior law) was the Federal Agriculture Improvement and Reform Act of 1996 (P.L. 104-127), popularly called the FAIR Act. Commodity support authority in the FAIR Act (Title I, Agricultural Market Transition Act (AMTA)) was set to expire after crop year 2002. This report provides a side-by-side comparison of prior law (AMTA), with most commodity support provisions of Title I of the new law, and the House and Senate farm bills.
