Small Business: More Transparency Needed in Prime Contract Goal Program

A letter report issued by the General Accounting Office with an abstract that begins "The Small Business Reauthorization Act of 1997 directed the President to set a goal of awarding not less than 23 percent of the federal government's prime contracting dollars to small business for each fiscal year. The Small Business Administration (SBA) is charged with working with federal agencies to ensure that agency goals, in the aggregate, meet or exceed the overall goal. To help SBA determine if agency goals are being met, the Federal Procurement Data Center (FPDC)--part of the General Services Administration--collects data on all federal contract actions and calculates the government's annual small business achievements on the basis of procurement information received from the agencies. This report reviews (1) SBA's process for establishing annual small business prime contract goals and the reasons for recent changes to the process; (2) the types of contracts that are excluded when achievements are calculated, as well as SBA's rationale for excluding them; and (3) the dollar value of the excluded contracts. Remote-Handled Transuranic Content Codes

The Remote-Handled Transuranic (RH-TRU) Content Codes (RH-TRUCON) document representsthe development of a uniform content code system for RH-TRU waste to be transported in the 72-Bcask. It will be used to convert existing waste form numbers, content codes, and site-specificidentification codes into a system that is uniform across the U.S. Department of Energy (DOE) sites.The existing waste codes at the sites can be grouped under uniform content codes without any lossof waste characterization information. The RH-TRUCON document provides an all-encompassing|description for each content code and compiles this information for all DOE sites. Compliance withwaste generation, processing, and certification procedures at the sites (outlined in this document foreach content code) ensures that prohibited waste forms are not present in the waste. The contentcode gives an overall description of the RH-TRU waste material in terms of processes and|packaging, as well as the generation location. This helps to provide cradle-to-grave traceability ofthe waste material so that the various actions required to assess its qualification as payload for the72-B cask can be performed. Experimental Results of NWCF Run H4 Calcine Dissolution Studies Performed in FY-98 and -99

Dissolution experiments were performed on actual samples of NWCF Run H-4 radioactive calcine in fiscal years 1998 and 1999. Run H-4 is an aluminum/sodium blend calcine. Typical dissolution data indicates that between 90-95 wt% of H-4 calcine can be dissolved using 1gram of calcine per 10 mLs of 5-8M nitric acid at boiling temperature. Two liquid raffinate solutions composed of a WM-188/aluminum nitrate blend and a WM-185/aluminum nitrate blend were converted into calcine at the NWCF. Calcine made from each blend was collected and transferred to RAL for dissolution studies. The WM-188/aluminum nitrate blend calcine was dissolved with resultant solutions used as feed material for separation treatment experimentation. The WM-185/aluminum nitrate blend calcine dissolution testing was performed to determine compositional analyses of the dissolved solution and generate UDS for solid/liquid separation experiments. Analytical fusion techniques were then used to determine compositions of the solid calcine and UDS from dissolution. The results from each of these analyses were used to calculate elemental material balances around the dissolution process, validating the experimental data. This report contains all experimental data from dissolution experiments performed using both calcine blends.

This report documents visual examination and testing conducted in 1999 and early 2000 at the Idaho National Engineering and Environmental Laboratory (INEEL) on a Gesellschaft für Nuklear Service (GNS) CASTOR V/21 pressurized water reactor (PWR) spent fuel dry storage cask. The purpose of the examination and testing is to develop a technical basis for renewal of licenses and Certificates of Compliance for dry storage systems for spent nuclear fuel and high-level waste at independent spent fuel storage installation sites. The examination and testing was conducted to assess the condition of the cask internal and external surfaces, cask contents consisting of 21 Westinghouse PWR spent fuel assemblies from Dominion’s (formerly named Virginia Power) Surry Power Station and cask concrete storage pad. The assemblies have been continuously stored in the CASTOR cask since 1985. Cask exterior surface and selected fuel assembly temperatures, and cask surface gamma and neutron dose rates were measured. Cask external/internal surfaces, fuel basket components including accessible weldments, fuel assembly exteriors, and primary lid seals were visually examined. Selected fuel rods were removed from one fuel assembly, visually examined, and then shipped to Argonne National Laboratory for nondestructive, destructive, and mechanical examination. The Minnesota Pollution Control Agency (MPCA) approved the use of coal ash in soil stabilization, indicating that environmental data needed to be generated. The overall project goal is to evaluate the potential for release of constituents into the environment from ash used in soil stabilization projects. Supporting objectives are: (1) To ensure sample integrity through implementation of a sample collection, preservation, and storage protocol to avoid analyte concentration or loss. (2) To evaluate the potential of each component (ash, soil, water) of the stabilized soil to contribute to environmental release of analytes of interest. (3) To use laboratory leaching methods to evaluate the potential for release of constituents to the environment. (4) To facilitate collection of and to evaluate samples from a field runoff demonstration effort. The results of this study indicated limited mobility of the coal combustion fly ash constituents in laboratory tests and the field runoff samples. The results presented support previous work showing little to negligible impact on water quality. This and past work indicates that soil stabilization is an environmentally beneficial CCB utilization application as encouraged by the U.S. Environmental Protection Agency. With a major worldwide effort now ongoing to reduce greenhouse gas emissions, cofiring of renewable biomass fuels at conventional coal-fired utilities is seen as one of the lower-cost options to achieve such reductions. The Energy & Environmental Research Center has undertaken a fundamental study to address the viability of cofiring biomass with coal in a pulverized coal (pc)-fired boiler for power production. Wheat straw, alfalfa stems, and hybrid poplar were selected as candidate biomass materials for blending at a 20 wt% level with an Illinois bituminous coal and an Absaloka subbituminous coal. The biomass materials were found to be easily processed by shredding and pulverizing to a size suitable for cofiring with pc in a bench-scale downfired furnace. A literature investigation was undertaken on mineral uptake and storage by plants considered for biomass cofiring in order to understand the modes of occurrence of inorganic elements in plant matter. Sixteen essential elements, C, H, O, N, P, K, Ca, Mg, S, Zn, Cu, Fe, Mn, B, Mo, and Cl, are found throughout plants. It has been estimated that from 100 million to well over 1 billion birds are killed annually in the United States due to collisions with human-made structures, including vehicles, buildings and windows, powerlines, communication towers, and wind turbines. Although wind energy is generally considered environmentally friendly (because it generates electricity without emitting air pollutants or greenhouse gases), the potential for avian fatalities has delayed and even significantly contributed to blocking the development of some windplants in the U.S. Given the importance of developing a viable renewable source of energy, the objective of this paper is to put the issue of avian mortality associated with windpower into perspective with other sources of avian collision mortality across the U.S. The purpose of this paper is to provide a detailed summary of the mortality data collected at windplants and put avian collision mortality associated with windpower development into perspective with other significant sources of avian collision mortality across the United States. COMPUTATIONAL AND EXPERIMENTAL MODELING OF SLURRY BUBBLE COLUMN REACTORS

This project is a collaborative effort between the University of Akron, Illinois Institute of Technology and two industries: UOP and Energy International. The tasks involve the development of transient two and three dimensional computer codes for slurry bubble column reactors, optimization, comparison to data, and measurement of input parameters, such as the viscosity and restitution coefficients. To understand turbulence, measurements were done in the riser with 530 micron glass beads using a PIV technique. This report summarizes the measurements and simulations completed as described in details in the attached paper, ''Computational and Experimental Modeling of Three-Phase Slurry-Bubble Column Reactor.'' The Particle Image Velocimetry method described elsewhere (Gidaspow and Huilin, 1996) was used to measure the axial and tangential velocities of the particles. This method was modified with the use of a rotating colored transparent disk. The velocity distributions obtained with this method shows that the distribution is close to Maxwellian. From the velocity measurements the normal and the shear stresses were computed. Also with the use of the CCD camera a technique was developed to measure the solids volume fraction. Most of the anthropogenic emissions of carbon dioxide result from the combustion of fossil fuels for energy production. Photosynthesis has long been recognized as a means, at least in theory, to sequester anthropogenic carbon dioxide. Aquatic microalgae have been identified as fast growing species whose carbon fixing rates are higher than those of land-based plants by one order of magnitude. Physical Sciences Inc. (PSI), Aquasearch, and the Hawaii Natural Energy Institute at the University of Hawaii are jointly developing technologies for recovery and sequestration of CO{sub 2} from stationary combustion systems by photosynthesis of microalgae. The research is aimed primarily at demonstrating the ability of selected species of microalgae to effectively fix carbon from typical power plant exhaust gases. This report covers the reporting period 1 April to 30 June 2001 in which PSI, Aquasearch and University of Hawaii conducted their tasks. Based on the work conducted during the previous reporting period, PSI initiated work on the component optimization work. Aquasearch continued their effort on selection of microalgae suitable for CO{sub 2} sequestration. University of Hawaii initiated effort on system optimization of the CO{sub 2} sequestration system.

A Simplified Methodology for Estimating the Pressure Buildup and Hydrogen Concentration Within a 2R/6M Container

A simplified and bounding methodology for analyzing the pressure buildup and hydrogen concentration within an unvented 2R container was developed (the 2R is a sealed container within a 6M package). The specific case studied was the gas buildup due to alpha radiolysis of water moisture sorbed on small quantities (less than 20 Ci per package) of plutonium oxide. Analytical solutions for gas pressure buildup and hydrogen concentration within the unvented 2R container were developed. Key results indicated that internal pressure buildup would not be significant for a wide range of conditions. Hydrogen concentrations should also be minimal but are difficult to quantify due to a large variation/uncertainty in model parameters. Additional assurance of non-flammability can be obtained by the use of an inert backfill gas in the 2R container.

A comparison of levels of bat flight and foraging activity at 10 meters and 30 meters above drained Carolina bays and reference bays, prior to bay restoration.

A technical report of a monitoring study of bat flight and foraging activity above drained and undrained Carolina bays at the Savannah River Site (SRS), located near Aiken, South Carolina. In order to determine if the vegetational community type or structure of the forest community surrounding the bays affected bat activity levels, bat activity was monitored over 3 drained and 3 undrained reference bays surrounded by pine/mixed hardwood communities and 3 drained and 3 undrained reference bays surrounded by pine monocultures. Bat activity was monitored using time expansion bat detectors. Calls were recorded to Sony Professional tape recorders (Sony WMD3). Detectors positioned at 10 m heights were linked directly to the tape recorders. Time expansion radiomicrophones were used to monitor activity at 30 m heights. The radiomicrophones were attached to 2-m diameter helium balloons and suspended approximately 30 m above the forest floor. Calls detected by the radiomicrophones were transmitted via a FM narrowband frequency to a scanner on the ground.

Response to the NSNS Target Station External Report

Radiation shielding analysis and design calculations were performed for remote maintenance cells of the proposed National Spallation Neutron Source (NSNS) facility. In the analysis, a calculational strategy utilizing coupled high energy Monte Carlo calculations and multidimensional discrete ordinates calculations was implemented to perform an activation analysis and shielding assessment of the NSNS remote handling cells. A general description of the remote maintenance cells, the methodology employed, and preliminary results of the shielding analysis and recommendations are presented.

NOx, FINE PARTICLE AND TOXIC METAL EMISSIONS FROM THE COMBUSTION OF SEWAGE SLUDGE/COAL MIXTURES: A SYSTEMATIC ASSESSMENT

This research project focuses on pollutants from the combustion of mixtures of dried municipal sewage sludge (MSS) and coal. The objective is to determine the relationship between (1) fraction sludge in the sludge/coal mixture, and (2) combustion conditions on (a) NOx concentrations in the exhaust, (b) the size segregated fine and ultra-fine particle composition in the exhaust, and (c) the partitioning of toxic metals between vapor and condenses phases, within the process. To this end work is progress using an existing 17kW downflow laboratory combustor, available with coal and sludge feed capabilities. The proposed study will be conducted in concert with an existing ongoing research on toxic metal partitioning mechanisms for very well characterized pulverized coals alone. Both high NOx and low NOx combustion conditions will be investigated (unstaged and staged combustion). The proposed work uses existing analytical and experimental facilities and draws on 20 years of research on NO{sub x} and fine particles that has been funded by DOE in this laboratory. Four barrels of dried sewage sludge are currently in the laboratory. Insofar as possible pertinent mechanisms will be elucidated. GaAs Films Prepared by RF-Magnetron Sputtering

The authors reported on the optical absorption, adhesion, and microstructure of RF-magnetron sputtered films of hydrogenated amorphous and microcrystalline GaAs films for the 1 to 25 {micro}m infrared wavelength rate. Sputtering parameters which were varied include sputtering power, temperature and pressure, and hydrogen sputtering-gas concentration. TEM results show a sharp transition from purely amorphous GaAs to a mixture of microcrystalline GaAs in an amorphous matrix at 34 {+-} 2 C. By optimizing the sputtering parameters, the optical absorption coefficient can be decreased below 100 cm{sup -1} for wavelengths greater than about 1.25 {micro}m. These results represent the lowest reported values of optical absorption for sputtered films of GaAs directly measured by spectrophotometry for the near-infrared wavelength region.

Spawning Distribution of Fall Chinook Salmon in the Snake River : Annual Report 2000.

From 1997 to 2000, we collected data on the spawning distribution of fall chinook salmon above Lower Granite Dam as part of a five-year evaluation of three acclimation/release facilities: Pittsburgh Landing, Captain John, and Big Canyon Creek. The use of multiple facilities is intended to distribute spawning throughout the habitat normally used in the Snake and Clearwater rivers, and our study was designed to determine if this is achieved. In the Snake River, spawning normally occurs throughout a 100 mile reach. Pittsburgh Landing is located within the upper half of this reach, and Captain John is located within the lower half. In the Clearwater River, most spawning occurs within the lower 41 miles and the Big Canyon Creek facility is located therein. Our approach for determining spawning distribution was to first trap returning fish at Lower Granite Dam, identify their origin (all yearling fish were externally marked before they were released), and use radio tags and redd searches to determine where they spawned. Thus far we radio tagged 203 adult fish that were initially released at the acclimation sites. We confirmed the spawning location of 74 of these fish, 42 from releases at Pittsburgh Landing, seven from Captain John, and …

Triple Ion-Beam Studies of Radiation Damage in 9Cr2WVTa Ferritic/Martensitic Steel for a High Power Spallation Neutron Source

To simulate radiation damage under a future Spallation Neutron Source (SNS) environment, irradiation experiments were conducted on a candidate 9Cr-2WVTa ferritic/martensitic steel using the Triple Ion Facility (TIF) at ORNL. Irradiation was conducted in single, dual, and triple ion beam modes using 3.5 MeV Fe{sup 2}, 360 keV He{sup +}, and 180 keV H{sup +} at 80, 200, and 350 C. These irradiations produced various defects comprising black dots, dislocation loops, line dislocations, and gas bubbles, which led to hardening. The largest increase in hardness, over 63%, was observed after 50 dpa for triple beam irradiation conditions, revealing that both He and H are augmenting the hardening. Hardness increased less than 30% after 30 dpa at 200 C by triple beams, compatible with neutron irradiation data from previous work which showed about a 30% increase in yield strength after 27.2 dpa at 365 C. However, the very large concentrations of gas bubbles in the matrix and on lath and grain boundaries after these simulated SNS irradiations make predictions of fracture behavior from fission reactor irradiations to spallation target conditions inadvisable.

Hybrid Sulfur Recovery Process for Natural Gas Upgrading Quarterly Report

This first quarter report of 2001 describes progress on a project funded by the U.S. Department of Energy (DOE) to test a hybrid sulfur recovery process for natural gas upgrading. The process concept represents a low cost option for direct treatment of natural gas streams to remove H{sub 2}S in quantities equivalent to 0.2-25 metric tons (LT) of sulfur per day. This process is projected to have lower capital and operating costs than the competing technologies, amine/aqueous iron liquid redox and amine/Claus/tail gas treating, and have a smaller plant footprint, making it well suited to both on-shore and offshore applications. CrystaSulf (service mark of Gas Research Institute) is a new nonaqueous sulfur recovery process that removes hydrogen sulfide (H{sub 2}S) from gas streams and converts it into elemental sulfur. CrystaSulf features high sulfur recovery similar to aqueous-iron liquid redox sulfur recovery processes, but differs from the aqueous processes in that CrystaSulf controls the location where elemental sulfur particles are formed. In the hybrid process, approximately 1/3 of the total H{sub 2}S in the natural gas is first oxidized to SO{sub 2} at low temperatures over a heterogeneous catalyst.
