Critical Infrastructure: DHS Needs to Refocus Its Efforts to Lead the Government Facilities Sector

A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Protective Service (FPS) has not been effective as the lead agency for the government facilities sector, which includes facilities at the federal, state, local, tribal and territorial level. Under the National Infrastructure Protection Plan (NIPP) and the 2010 sector-specific plan, FPS is responsible for establishing a risk management approach and developing effective partnerships for the sector. However, FPS has not implemented a risk management approach. According to FPS, it has not identified or obtained data on facilities at the federal, state, local, tribal and territorial level, which are fundamental for employing a risk management approach. In addition, despite providing information on the principles of threat, vulnerability, and consequence, FPS has not coordinated or assessed risk across government facilities, another key element of risk management. FPS also lacks effective metrics and performance data to track progress toward implementing a risk management approach and for the overall resilience or protection of government facilities. Consequently, FPS does not have a risk management approach for prioritizing and safeguarding critical government facilities. Formaldehyde in Textiles: While Levels in Clothing Generally Appear to Be Low, Allergic Contact Dermatitis Is a Health Issue for Some People

A letter report issued by the Government Accountability Office with an abstract that begins "Formaldehyde--one of the most widely produced chemicals in the world--is used in many products, including disinfectants, pressed-wood, and clothing and other textiles. Exposure to this chemical, which has been linked to adverse health effects for more than 30 years, typically occurs through inhalation and dermal (skin) contact. Formaldehyde can be used to enhance wrinkle resistance in some clothing and textiles, especially those made of cotton. The Consumer Product Safety Commission reviewed formaldehyde in clothing in the 1980s and determined that the levels found did not pose a public health concern. At that time, most clothing sold in the United States was made here--but the market has changed such that most U.S. clothing is now made in other countries. This market change has raised anew questions about the levels of formaldehyde in clothing. In response to a mandate in the Consumer Product Safety Improvement Act of 2008, this report provides information on what is known about (1) the health risks of exposure to formaldehyde, particularly from clothing, and (2) the levels of formaldehyde in clothing sold in the United States. Higher Education: Institutions' Reported Data Collection Burden Is Higher Than Estimated but Can Be Reduced through Increased Coordination

A letter report issued by the Government Accountability Office with an abstract that begins "The Integrated Postsecondary Education Data System (IPEDS) is the federal government's core postsecondary data collection program. Approximately 6,800 postsecondary schools are required to complete annual IPEDS surveys on topics including enrollment, graduation rates, and finances. As policymakers have sought additional data to increase accountability in postsecondary education, the number and complexity of questions on the IPEDS surveys have increased. GAO was mandated to examine: (1) the time and cost burden for schools completing the IPEDS surveys, (2) options for reducing this burden, and (3) the potential benefits and challenges of collecting additional graduation rate data. To do this, GAO interviewed staff from 22 postsecondary schools, reviewed existing estimates of the IPEDS time and cost burden, interviewed officials at the Department of Education (Education) and Office of Management and Budget, and interviewed higher education associations and higher education software providers."

The University of Virginia Experimental and Theoretical High Energy Physics Closeout Report

The work covered in this report includes a joint project on using gauge-gravity duality to discover qualitatively new results on jet quenching in strongly-coupled QCD-like plasmas. Other topics addressed by the theoretical work include jet stopping and energy loss in weakly-coupled plasmas, perturbative QCD amplitudes, AdS/CMT, dynamical electroweak symmetry breaking with a heavy fourth generation, electroweak-scale #23;{nu}{sub R} model, vacuum topological structure and chiral dynamics in strongly coupled gauge theory. Effort committed to the CMS experiment is reported, particularly the management, maintenance, operation and upgrade of the CMS electromagnetic detector (ECAL). Activities in various physics analyses including Supersymmetry, Higgs, Top, and QCD analyses are reported. Physics projects covering wide areas of physics at the LHC are reported. CY2010 saw the accumulation of a data sample corresponding to approximately 36 pb{sup -1}; in CY 2011 the data sample swelled to more than 5 fb{sup -1}. The UVa CMS analysis efforts are focused on this large 2011 data sample in a suite of crucial measurements and searches. KTeV physics activities are reported. Efforts are reported pertaining to several experiments, including: HyperCP, CKM, MIPP, D�, NO#23;{nu}A, and Mu2e.

Solvent Hold Tank Sample Results For MCU-13-814, MCU-13-815, MCU-13-816, MCU-13,817, MCU-13-818 And MCU-13-819: Quarterly Sample From May 2013

Savannah River National Laboratory (SRNL) analyzed solvent samples from Modular Caustic-Side Solvent Extraction Unit (MCU) in support of continuing operations. A quarterly analysis of the solvent is required to maintain solvent composition within specifications. Analytical results of the analyses of Solvent Hold Tank (SHT) samples MCU-13-814, MCU-13-815, MCU-13-816, MCU-13-817, MCU-13-818 and MCU-13-819 received May 28, 2013 are reported. The results show that the solvent at MCU does not require an Isopar® L addition, but it will require addition of trioctylamine despite of the 272 g of TOA that was added to the solvent on June 5, 2013 based on the solvent containing a TOA level of 45% of nominal. A new TOA analysis method (HCl titration) has been used and its output was statistically similar to the results from the SVOA-TOA method. This method provides an independent method for measuring TOA and TiDG in MCU-NG solvent. An impurity containing a tert-butyl group was detected in the solvent and further analytical analysis is needed to identify it. SRNL recommends determining the impact of this impurity on the mass transfer ability of the solvent. SRNL also analyzed the SHT sample for {sup 137}Cs content and determined the measured value is above the …

ANALYTICAL RESULTS FOR MOX COLEMANITE SAMPLES RECEIVED ON JULY 22, 2013

The Mixed Oxide Fuel Fabrication Facility (MFFF) will use colemanite bearing concrete neutron absorber panels credited with attenuating neutron flux in the criticality design analyses and shielding operators from radiation. The Savannah River National Laboratory (SRNL) is tasked with measuring the boron oxide content of the colemanite raw aggregate material prior to it being mixed into the concrete. SRNL received ten samples of colemanite for analysis on July 22, 2013. The elemental boron content of each sample was measured according to ASTM C 1301. The boron oxide content was calculated using the oxide conversion factor for boron.
