Accounting for false negatives in hotspot detection

Hotspot sampling designs are used in environmental sampling to identify the location of one (or more) contiguous regions of elevated contamination. These regions are known as hotspots. The problem of how to calculate the probability of detecting an elliptical hotspot using a rectangular or triangular grid of sampling points was addressed by Singer and Wickman in 1969. This approach presumed that any sample which coincided with a hotspot would detect the hotspot without error. However, for many sampling methodologies, there is a chance that the hotspot will not be detected even though it has been sampled directly--a false negative. We present a mathematical solution and a numerical algorithm which account for false negatives when calculating the probability of detecting hotspots that are circular in shape.

Advance Earned Income Tax Credit: Low Use and Small Dollars Paid Impede IRS's Efforts to Reduce High Noncompliance

A letter report issued by the Government Accountability Office with an abstract that begins "The Advance Earned Income Tax Credit (AEITC) allows individuals to receive a portion of the Earned Income Tax Credit (EITC) in their paychecks, instead of receiving all of it when filing their year-end tax return. Limited research has been conducted on the AEITC since GAO last examined it in the early 1990s. GAO was asked to determine (1) how many individuals received the AEITC compared with the EITC in tax years 2002 through 2004, what actions, if any, have been taken to increase use, and the potential for increases in use in the future; (2) the extent of noncompliance, if any, associated with the AEITC; and (3) how well the Internal Revenue Service's (IRS) procedures address the areas of noncompliance. To address these questions, GAO analyzed Forms W-2 and tax return data and interviewed IRS and Social Security Administration (SSA) officials."

Advanced Modeling of Renewable Energy Market Dynamics: May 2006

This report documents a year-long academic project, presenting selected techniques for analysis of market growth, penetration, and forecasting applicable to renewable energy technologies. Existing mathematical models were modified to incorporate the effects of fiscal policies and were evaluated using available data. The modifications were made based on research and classification of current mathematical models used for predicting market penetration. An analysis of the results was carried out, based on available data. MATLAB versions of existing and new models were developed for research and policy analysis.

Agricultural Bio-Fueled Generation of Electricity and Development of Durable and Efficent NOx Reduction

The objective of this project was to define the scope and cost of a technology research and development program that will demonstrate the feasibility of using an off-the-shelf, unmodified, large bore diesel powered generator in a grid-connected application, utilizing various blends of BioDiesel as fuel. Furthermore, the objective of project was to develop an emissions control device that uses a catalytic process and BioDiesel (without the presence of Ammonia or Urea)to reduce NOx and other pollutants present in a reciprocating engine exhaust stream with the goal of redefining the highest emission reduction efficiencies possible for a diesel reciprocating generator. Process: Caterpillar Power Generation adapted an off-the-shelf Diesel Generator to run on BioDiesel and various Petroleum Diesel/BioDiesel blends. EmeraChem developed and installed an exhaust gas cleanup system to reduce NOx, SOx, volatile organics, and particulates. The system design and function was optimized for emissions reduction with results in the 90-95% range;

AIR PATHWAY DOSE MODELING FOR THE F-AREA TANK FARM

Dose-release factors (DRFs) were calculated for potential atmospheric releases of C-14, Cl-36, H-3, I-129, Sb-125, Se-79, Sn-126, and Te-99 from the F-Area Tank Farm (FTF). DRFs represent the dose to the receptor exposed to 1 Ci of the specified radionuclide being released to the atmosphere. Receptors at the SRS boundary, 100, 400, 800, 1200 and 1600 meters from the source were evaluated assuming a point or area source where appropriate. These DRFs can be used to estimate flux rates for this facility to estimate the potential dose to an individual.

Air Quality Issues and Animal Agriculture: EPA’s Air Compliance Agreement

From an environmental quality standpoint, much of the interest in animal agriculture has focused on impacts on water resources, because animal waste, if not properly managed, can harm water quality through surface runoff, direct discharges, spills, and leaching into soil and groundwater. A more recent issue is the contribution of emissions from animal feeding operations (AFO), enterprises where animals are raised in confinement, to air pollution. AFOs can affect air quality through emissions of gases such as ammonia and hydrogen sulfide, particulate matter, volatile organic compounds, hazardous air pollutants, and odor. These pollutants and compounds have a number of environmental and human health effects. This report reviews key issues associated with the Air Compliance Agreement.

A principal measure of Synthetic Aperture Radar (SAR) image quality is the manifestation in the SAR image of a spatial impulse, that is, the SAR's Impulse Response (IPR).
