(The 25th international conference on high-energy physics at Singapore)

The traveler attended the 25th International Conference on High-Energy Physics in Singapore, August 1--8, 1990. The conference was dominated by results from the new LEP accelerator at CERN. The precision of the data from LEP is impressive, and all results are consistent with the standard model. No new physics'' has emerged at LEP. The traveler presented a talk on CERN/SPS WA80 results and had several interesting, private discussions on both L* and WA80 topics.

Agricultural Pesticides: Management Improvements Needed to Further Promote Integrated Pest Management (open access)

Agricultural Pesticides: Management Improvements Needed to Further Promote Integrated Pest Management

A letter report issued by the General Accounting Office with an abstract that begins "Chemical pesticides play an important role in providing Americans with an abundant and inexpensive food supply. However, these chemicals can have adverse effects on human health and the environment, and pests continue to develop resistance to them. Sustainable and effective agricultural pest management will require continued development and increased use of alternative pest management strategies, such as integrated pest management (IPM). Some IPM practices yield significant environmental and economic benefits in certain crops, and IPM can lead to better long-term pest management than chemical control alone. However, the federal commitment to IPM has waned over the years. The IPM initiative is missing several key management elements identified in the Government Performance and Results Act. Specifically, no one is effectively in charge of federal IPM efforts; coordination of IPM efforts is lacking among federal agencies and with the private sector; the intended results of these efforts have not been clearly articulated or prioritized; and methods for measuring IPM's environmental and economic results have not been developed. Until these shortcomings are addressed, the full range of potential benefits that IPM can yield for producers, the public, and the …

Airline Passenger Rights Legislation in the 107th Congress (open access)

Airline Passenger Rights Legislation in the 107th Congress

This report examines legislation pertaining to airline consumer protection in the 107th Congress. For background it first summarizes legislation proposed in the 106th Congress and the airlines’ response. The report then briefly examines the findings of the Department of Transportation Inspector General’s February 13, 2001 report on airline customer service. It then discusses the legislative remedies proposed in the 107th Congress. Finally, a side-by-side presentation of provisions from six airline passenger rights bills is set forth.

Analysis of market penetration scenarios of clean coal technologies in China using the LLNL China Energy Model (open access)

Analysis of market penetration scenarios of clean coal technologies in China using the LLNL China Energy Model

This paper presents the results of an analysis of the market penetration of Clean Coal Technologies in the electric utility market in China. The analysis is based on a model of the Chinese energy system developed at Lawrence Livermore National Laboratory. Under this model, the market penetration of a technology depends on the relative prices of all technologies in a market. The model assumes that for each technology there is a distribution of effective prices to the consumers in the market place. The prices for each technology computed in the model are assumed to be the means of these distributions: sometime the effective price is greater than this and sometimes it is less. Thus even a relatively expensive technology may cost less than its competitors in a fraction of the transactions. Using several scenarios about the possible dispersion of prices, we estimate the market share of CCTs over the next 50 years. We find that some CCTs penetrate under all scenarios, but the more expensive ones only show significant penetration when larger values of price dispersion are assumed. Generally the penetration of the CCTs is 15% or less of the market by 2020. However, advanced pulverized coal does exceed 15% …

Analysis of Maximum Reasonably Foreseeable Accidents for the Yucca Mountain Draft Environmental Impact Statement (DEIS) (open access)

Analysis of Maximum Reasonably Foreseeable Accidents for the Yucca Mountain Draft Environmental Impact Statement (DEIS)

Accidents could occur during the transportation of spent nuclear fuel and high-level radioactive waste. This paper describes the risks and consequences to the public from accidents that are highly unlikely but that could have severe consequences. The impact of these accidents would include those to a collective population and to hypothetical maximally exposed individuals (MEIs). This document discusses accidents with conditions that have a chance of occurring more often than 1 in 10 million times in a year, called ''maximum reasonably foreseeable accidents''. Accidents and conditions less likely than this are not considered to be reasonably foreseeable.

Application of microwave energy for in-drum solidification of simulated precipitation sludge (open access)

Application of microwave energy for in-drum solidification of simulated precipitation sludge

The application of microwave energy for in-container solidification of simulated transuranic contaminated precipitation sludges has been tested. Results indicate volume reductions to 83% are achievable by the continuous feeding of pre-dried sludge into a waste container while applying microwave energy. An economic evaluation was completed showing achievable volume and weight reductions to 87% compared with a current immobilization process for wet sludge. 7 refs., 15 figs., 16 tabs.

Bambino: A Segmented Silicon Detector System for Tigress (open access)

Bambino: A Segmented Silicon Detector System for Tigress

Bambino is a charge-particle detector system with sufficient energy and position resolutions for the differentiation between projectile-like and target-like particles and for the needed Doppler-shift corrections to the detected {gamma} rays in TIGRESS. It consists of two annular silicon detectors having an active inner diameter of 22 mm and outer diameter of 70 mm and a thickness about 150 {micro}m. They are placed 3.0 cm from the target and provide solid-angle coverage of 1.15{pi} sr. Each has 24 sectors in {theta} for the angle coverage between 20.1{sup o} and 49.4{sup o} and between 130.6{sup o} to 159.9{sup o} and has 16 sectors in {phi} for 2{pi} coverage. Three of those detectors and the matching preamplifiers, cables etc were ordered and received in 2005 at a cost about $50k funded by DOE/OS. The system was undergoing various tests at both LLNL and TRIUMF in the second quarter of 2006 and was successfully integrated into TIGRESS for the commission run in July/August 2006. A side-accessible spherical target chamber, used in the commission run, was designed and built in Rochester in the second quarter of 2006 to accommodate this detector system at a cost about $28k funded by NSF and AFOSR.
