The purpose of the Mark 22 Flow Excursion Follow-On testing was to investigate the theory that approximately 15% of the flow bypassed the primary flow channels in previous testing, whereas the design called for only a 3% bypass. The results of the follow-on tests clearly confirmed this theory. The testing was performed in two phases. During the first phase, characterization tests performed during the earlier test program were repeated.

Key component in the CDA instrument is the differential capacitive force sensor. The CDA instrument has four basic components: OEM analytical balance, flexure point and capacitor plates, gas confinement tower and high-voltage bias electrodes, and the furnace. Phyton is in position to purchase an OEM analytical balance; negotations are underway for obtaining the feedback control circuitry for the differential capacitive force sensor. Progress with the differential capacitive force sensor is reviewed.

S Tank Farm SL-119 saltwell piping failure analysis report

On January 24, 1992, while pressure testing saltwell line SL-119 in the 241-S Tank Farm, water was observed spraying out of heat trace enclosure. The SL-115, SL-116, SN-215, and SN-216 saltwell lines also recently failed pressure testing because of leaks. This study documents the pertinent facts about the SL-119 line and discusses the cause of the failures. The inspection of the SL-119 failure revealed two through-the-wall holes in the top center of the pipeline. The inspection also strongly suggests that the heat tracing system is directly responsible for causing the SL-119 failure. Poor design of the heat tracing system allowed water to enter, condense, and collect in the electric metallic tubing (EMT) carbon steel conduits. Water flowed to the bottom of the elbow of the conduit and corroded out the elbow. The design also allowed drifting desert sand to enter into the conduit and fall to the bottom (elbow) of the conduit. The sand became wet and aided in the corrosion of the elbow of the conduit. After the EMT conduits corroded though, the water dripped from the corroded ends of the EMT conduits onto the top of the saltwell pipe, corroding the two holes into the top of the …

The following description and any attachments and references are provided to the Washington State Department of Health (WDOH), Division of Radiation Protection, Air Emissions & Defense Waste Section as a notice of construction (NOC) in accordance with Washington Administrative Code (WAC) 246-247, Radiation Protection - Air Emissions. WAC 246-247-060, ''Applications, registration, and licensing'', states ''This section describes the information requirements for approval to construct, modify, and operate an emission unit. Any NOC requires the submittal of information listed in Appendix A,'' Appendix A (WAC 246-247-110) lists the requirements that must be addressed. Additionally, the following description, attachments, and references are provided to the U.S. Environmental Protection Agency (EPA) as an NOC, in accordance with Title 40 Code of Federal Regulations (CFR), Part 61, ''National Emission Standards for Hazardous Air Pollutants.'' The information required for submittal to the EPA is specified in 40 CFR 61.07. The potential emissions from this activity are estimated to provide less than 0.1 millirem/year total effective dose equivalent to the hypothetical offsite maximally exposed individual, and commencement is needed within a short time. Preliminary modeling of moisture movement in the tuff beneath Mortandad Canyon, Los Alamos National Laboratory

An area of upper/middle Mortandad Canyon on the Los Alamos National Laboratory is modeled in cross-section. UNSAT2, a finite element model (FEM) is used to predict moisture movement. Hydraulic characteristics of the tuff are described by van Genuchten parameters determined from laboratory tests on cores taken from a borehole within the cross-section. Material properties are distributed horizontal planar in space to cover the solution domain with required initial conditions. An estimate of seepage flux from a thin perched alluvial aquifer into the upper surface of the tuff is taken from a lumped parameter model. Moisture redistribution for a ponded boundary condition and a larger flux is investigated. A composite simulation using material properties from two separate coreholes is also evaluated.

An infrared/video fusion system for military robotics

Sensory information is critical to the telerobotic operation of mobile robots. In particular, visual sensors are a key component of the sensor package on a robot engaged in urban military operations. Visual sensors provide the robot operator with a wealth of information including robot navigation and threat assessment. However, simple countermeasures such as darkness, smoke, or blinding by a laser, can easily neutralize visual sensors. In order to provide a robust visual sensing system, an infrared sensor is required to augment the primary visual sensor. An infrared sensor can acquire useful imagery in conditions that incapacitate a visual sensor. A simple approach to incorporating an infrared sensor into the visual sensing system is to display two images to the operator: side-by-side visual and infrared images. However, dual images might overwhelm the operator with information, and result in degraded robot performance. A better solution is to combine the visual and infrared images into a single image that maximizes scene information. Fusing visual and infrared images into a single image demands balancing the mixture of visual and infrared information. Humans are accustom to viewing and interpreting visual images. Anaerobic biprocessing of low rank coals. Final technical report, September 12, 1990--August 10, 1993

Coal solubilization under aerobic conditions results in oxygenated coal product which, in turn, makes the coal poorer fuel than the starting material. A novel approach has been made in this project is to remove oxygen from coal by reductive decarboxylation. In Wyodak subbituminous coal the major oxygen functionality is carboxylic groups which exist predominantly as carboxylate anions strongly chelating metal cations like Ca{sup 2+} and forming strong macromolecular crosslinks which contribute in large measure to network polymer structure. Removal of the carboxylic groups at ambient temperature by anaerobic organisms would unravel the macromoleculer network, resulting in smaller coal macromolecules with increased H/C ratio which has better fuel value and better processing prospects. These studies described here sought to find biological methods to remove carboxylic functionalities from low rank coals under ambient conditions and to assess the properties of these modified coals towards coal liquefaction. Efforts were made to establish anaerobic microbial consortia having decarboxylating ability, decarboxylate coal with the adapted microbial consortia, isolate the organisms, and characterize the biotreated coal products. Production of CO{sup 2} was used as the primary indicator for possible coal decarboxylation.

Southeast regional experiment station. Final report

This is the final report of the Southeast Regional Experiment Station project. The Florida Solar Energy Center (FSEC), a research institute of the University of Central Florida (UCF), has operated the Southeast Regional Experiment Station (SE RES) for the US Department of Energy (DOE) since September 1982. Sandia National Laboratories, Albuquerque (SNLA) provides technical program direction for both the SE RES and the Southwest Regional Experiment Station (SW RES) located at the Southwest Technology Development Institute at Las Cruces, New Mexico. This cooperative effort serves a critical role in the national photovoltaic program by conducting system evaluations, design assistance and technology transfer to enhance the cost-effective utilization and development of photovoltaic technology. Initially, the research focus of the SE RES program centered on utility-connected PV systems and associated issues. In 1987, the SE RES began evaluating amorphous silicon (a-Si) thin-film PV modules for application in utility-interactive systems. Stand-alone PV systems began receiving increased emphasis at the SE RES in 1986. Research projects were initiated that involved evaluation of vaccine refrigeration, water pumping and other stand-alone power systems. The results of this work have led to design optimization techniques and procedures for the sizing and modeling of PV water pumping systems. …

African Elephant Issues: CITES and CAMPFIRE

The conservation of African elephants has been controversial recently on two fronts: the Convention on International Trade in Endangered Species (CITES, to which the United States is a party), and a Zimbabwean program for sustainable development called CAMPFIRE, which is partially funded by the U.S. Agency for International Development (USAID). Two controversies have sprung up recently about the African elephant. One is the changing status of this species under the Convention on International Trade in Endangered Species (CITES), of which the United States is a signatory. The other is over a program in Zimbabwe called "CAMPFIRE." The partial funding of this program by the U.S. Agency for International Development has been criticized by animal welfare groups and some conservation groups, though it has been supported by other conservation groups as well as many hunting organizations.

The global objective of the recently completed Phase 1 of the West Virginia Diesel Study, at West Virginia University, was to evaluate mass emission rates of exhaust emissions from diesel powered equipment specified by the West Virginia Diesel Equipment Commission. The experimental data generated in this study has been utilized by the West Virginia Diesel Equipment Commission to promulgate initial rules, requirements and standards governing the operation of diesel equipment in underground coal mines.
