Salvage Timber Sales and Forest Health

Interest in salvaging timber has increased markedly since extensive forest fires in 1994. The focus is to use the dead and dying timber before it goes to waste and to increase the supply of Federal timber available to the wood products industry. Supporters also note that salvage sales are one tool that can be used to improve forest health. Critics counter that some dead and dying trees are necessary for healthy ecosystems, and that salvage sales are costly to the U.S. Treasury and to the environment. This report describes the concerns over forest health, and then examines the benefits, costs, and financial consequences of salvage timber sales.

Most-Favored-Nation (Normal-Trade-Relations) Policy of the United States

Legislation was enacted in 1998 to replace in U.S. statutes the misleading term "most-favored-nation" with "normal trade relations" or another appropriate term. The United States accords general most- favored-nation (nondiscriminatory) treatment as a matter of statutory policy to all trading partners except those whose MFN tariff status has been suspended by specific legislation. Virtually all such suspensions have been carried out under the mandate of the Trade Agreements Extension Act of 1951.

Social Security: Raising the Retirement Age Background and Issues

The Social Security “full retirement age” — the age at which retired workers, aged spouses, or surviving aged spouses receive benefits that are not reduced for “early” retirement — will gradually rise from 65 to 67 beginning with people who attain age 62 in 2000 (i.e., those born in 1938). Early retirement benefits will still be available beginning at age 62 (age 60 for aged widows and widowers), but at lower levels. This report discusses bills introduced in the last four Congresses that would, among other things, accelerate the phase-in of the increase in the full retirement age to 67, raise the early retirement age to 65 or 67, and raise the full retirement age to 69 or 70.

Bilingual Education: An Overview

The U.S. Department of Education(ED) administers the Bilingual Education Act (BEA), the federal education program specifically intended for limited English proficient (LEP) children. The Congress considered several proposals to reauthorize the BEA in the 106th Congress. The 107th Congress has again been considering legislation to reauthorize the Elementary and Secondary Education Act (ESEA), including the BEA. H.R. 1, the “No Child Left Behind Act of 2001” was passed by the House on May 23, 2001. S. 1, the “Better Education for Students and Teachers Act” was reported in the Senate Committee on Health, Education, Labor and Pensions, and is currently under consideration, as amended by SA358, in the Senate.

Section 303(d) of the Clean Water Act requires states to identify waters that are impaired by pollution, even after application of pollution controls. For those waters, states must establish a total maximum daily load (TMDL) of pollutants to ensure that water quality standards can be attained. Implementation was dormant until recently, when states and EPA were prodded by numerous lawsuits.
