Impact of increased coal consumption in the Pacific Northwest

The objectives of the National Coal Utilization Assessment are: Identification of the environmental, health and socioeconomic impacts to be expected from the increased use of coal; investigation of mitigation strategies that might be used to manage these impacts; and establishment of working relationships with state and regional agencies and utilities. A number of energy issues were identified in the course of the study. Probably the most significant issues in this region are the siting of coal-fired power plants and the tradeoff in water allocation between energy and agriculture. Choices of coal-fired generation sites and water use determine the level of impacts to air, water, land, terrestrial and aquatic ecosystems, and human health and socioeconomics. Air quality impacts were studied by incorporating current and projected emission inventories into both short-range and long-range air quality diffusion models. Results indicate that annual average ambient air quality standards will not be exceeded at any of the sites. Surface water supplies are more than adequate to meet the needs of new coal-fired generating plants located in the Columbia or Snake River; however, future conflicts could arise with agriculture over allocation of water rights. Investigation of Celotex trademark charring depths in the DT-18 shipping container

Celotex {trademark}, the insulating material used between the outer and inner containers of the DT-18 shipping package, undergoes decomposition, combustion, or both when heated to temperatures exceeding 150{degrees}C. Several DT-18 packages that had previously undergone hypothetical thermal accident testing were opened and Celotex {trademark} charring depths ranging from {1/2} to 1 {1/2} in. were recorded. The majority of char depth data taken was between 3/4 and 1 {1/4} in. One-dimensional HEATING 7.1 models of the DT-18 package were developed. HEATING predicts charring depths of 1 to 1 1/8 in., which are in good agreement with measured values. Both experimental and analytical data indicate that charring is fairly uniform over the DT-18 package. 7 refs.

The proposed October 1983 EPA ambient lead criteria document, Air Quality Criteria for Lead is reviewed from the perspective of DOE's policies and programs and addresses potential impacts on energy production and energy-intensive industries. Following an introduction, the study is organized in five subsequent sections. Section 2.0 addresses environmental and health effects of exposure to lead. Section 3.0 reviews sources of lead emissions. Section 4.0 presents information on lead concentrations in ambient air. Section 5.0 examines dose-effect relationships among lead emissions, ambient air concentrations and blood lead levels. Section 6.0 presents Radian's evaluation of the regulatory implications of the criteria document and the information it provides. 10 figures, 11 tables.

Stability of plutonium contaminated sediments in the Miami--Erie Canal. [Mound Facility, Ohio, radioactive effluents monitoring]

This study was conducted to evaluate the stability of plutonium-contaminated sediment in the Miami-Erie Canal. Correlations were sought to relate concentrations at air sampling stations to plutonium-238 concentrations in air and stack emissions, wind direction, particulate loading, rainfall, and construction activities. There appears to be some impact on airborne concentrations at air sampling stations 122 and 123 from the contaminated sediment in the canal and ponds area. For purposes of this evaluation, it was assumed that the plutonium-238 found in the air samples came from the contaminated sediment in the canal/ponds area. To complete the evaluation of the inhalation pathway, dose calculations were performed using actual airborne concentrations of plutonium-238 measured at sampler 123. The dose equivalent to an individual in that area was calculated for 1 yr and 70 yr. Dose calculations were also performed on potential uptake of contaminated vegetation from that area for 1 yr and 70 yr. This study indicates that, although the contaminated sediments in the canal and pond area appear to contribute to airborne plutonium-238, the observed maximum monthly concentration of plutonium-238 in air is a small fraction of the DOE Radioactivity Concentration Guide (RCG) and the nine-month average concentration of plutonium-238 in air …

Multigroup Calculations of Effective Delayed-Neutron Fractions, Prompt- Neutron Lifetime, and Related Kinetics Parameters. IBM-704 Program 1188/RE

In the course of a recent study of kinetics parameters, it was found that RE-185, because of its limitations, was inadequate to handle the problems involved with the reactors considered. Program ll88/RE was written entirely independent of and is intended to make RE-185 obsolete. The multigroup calculations of primary interest performed by the code are as follows: the total effective delayed-neutron fraction and its distribution into six ' families'' which are characterized by their periods; the prompt-neutron lifetime; and the worth of delayed and prompt neutrons in the core and blanket regions for all fissionable materials. Fluxes used in these calculations are taken directly from the real and adjoint solutions as obtained by RE-l22. (auth)

Negative ion production by backscattering from alkali-metal surfaces bombarded by ions of hydrogen and deuterium

Measurements have been made of the total backscattered D/sup -/ and H/sup -/ yields from thick, clean targets of Cs, Rb, K, Na, and Li, bombarded with H/sub 2//sup +/, H/sub 3//sup +/, D/sub 2//sup +/, and D/sub 3//sup +/ with incident energies from 0.15 to 4.0 keV/nucleus. All of the measurements were made at background pressures less than 10/sup -9/ Torr and the alkali-metal targets were evaporated onto a cold substrate (T = 77K) in situ to assure thick, uncontaminated targets. Measurements of the H/sup -/ yield from various transition metal targets with thin coverages of alkali-metals have also been made as a function of the surface work function. The negative ion yields are discussed in terms of the probabilities of reflection of the incident particles, of formation of the negative ion at the surface and of the survival of the negative ion leaving the surface. For each thick alkali-metal target, the negative ion yield measurements have been used in a least squares fit to determine two parameters in a theoretically derived expression for the negative ion yield. Logistics models for the transportation of radioactive waste and spent fuel

Mathematical modeling of the logistics of waste shipment is an effective way to provide input to program planning and long-range waste management. Several logistics models have been developed for use in parametric studies, contingency planning, and management of transportation networks. These models allow the determination of shipping schedules, optimal routes, probable transportation modes, minimal costs, minimal personnel exposure, minimal transportation equipment, etc. Such information will permit OWI to specify waste-receiving rates at various repositories in order to balance work loads, evaluate surge capacity requirements, and estimate projected shipping cask fleets. The programs are tailored to utilize information on the types of wastes being received, location of repositories and waste-generating facilities, shipping distances, time required for a given shipment, availability of equipment, above-ground storage capabilities and locations, projected waste throughput rates, etc. Two basic models have been developed. The Low-Level Waste Model evaluates the optimal transportation policy for shipping waste directly from the source to a final destination without any intermediate stops. The Spent Fuel Logistics Model evaluates the optimal transportation policy for shipping unreprocessed spent fuel from nuclear power plants (1) indirectly, that is, to an Away-From-Reactor (AFR) storage facility, with subsequent transhipment to a repository, or (2) directly to …

Delayed Failure Hydrogen Embrittlement of Zirconium. Quarterly Report No. 2, December 15, 1961 to March 14, 1962

The purpose of this investigation is to determine the extent to which Zr and Zr alloys exhibit delayed failure (static fatigune) as caused by a combination of absorbed H and applied stress. Both notched and unnotched specimens of unalloyed Zr and Zircaloy-2 were hydrogenated to 200 ppm and 500 ppm by means of a modified Sieverts apparatus; specimens were evaluated at room temperature. Thus far, no time-dependent fracture was observed which can be attributed to the delayed failure phenomenon; it appears that these materials are relatively insensitive to static fatigune. The effects of grain size, temperature, cold deformation, and superheated water and steam corrosion on susceptibility to delayed failure are being determined. (auth)
