The "Islamic State" Crisis and U.S. Policy
This report discusses the current crisis involving the Islamic State, which is a transnational Sunni Islamist insurgent and terrorist group that has expanded its control over areas of parts of Iraq and Syria since 2013. In December 2014, the 113th Congress provided new authorities and funds for efforts to combat the Islamic State organization in Syria and Iraq in the FY2015 national defense authorization (P.L. 113-291) and consolidated appropriations acts (P.L. 113-235).

Iraqi Civilian Deaths Estimates
This report presents various governmental and nongovernmental estimates of Iraqi civilian dead and wounded. The Department of Defense (DOD) regularly updates total U.S. military death and wounded statistics from Operation Iraqi Freedom (OIF). However, no Iraqi or U.S. government office regularly releases publicly available statistics on Iraqi civilian deaths or civilians who have been wounded. Statistics on Iraqi civilian dead and wounded are sometimes available through alternative sources, such as nonprofit organizations, or through statements made by officials to the press. Because these estimates are based on varying time periods and have been created using differing methodologies, readers should exercise caution when using these statistics and should look on them as guideposts rather than as statements of fact.

This report presents various governmental and non-governmental estimates of Iraqi police and security forces fatalities. The Department of Defense (DOD) regularly updates total U.S. military deaths and wounded statistics from Operation Iraqi Freedom (OIF), as reflected in CRS Report RS21578, Iraq: U.S. Casualties, and has released the monthly pattern of Iraqi security forces deaths. A New Authorization for Use of Military Force Against the Islamic State: Issues and Current Proposals
This report focuses on several proposals for a new Authorization for Use of Military Force (AUMF) specifically targeting the Islamic State made during the 113th and 114th Congresses. It includes a brief review of existing authorities and AUMFs, as well as a discussion of issues related to various provisions included in existing and proposed AUMFs that both authorize and limit presidential use of military force. Appendices provide a comparative analysis of similar provisions in new AUMFs proposed in the 113th and 114th Congresses. This report will be updated to reflect congressional activity.

The Kurds in Post-Saddam Iraq
This report provides a brief overview of the major issues facing the Iraqi Kurds. The Iraqi Kurds' political autonomy, demands, and ambitions are causing friction with Christian and other minorities in the north, Prime Minister Nuri al-Maliki and other Arab leaders of Iraq, neighboring Turkey, and Iran. The view of the Administration and others is that Iraqi factions, with U.S. and other help, will be able to work through the severe political disputes and ongoing violence, and will also be willing and able to resist increased Iranian influence in Iraq. The Administration states that U.S. training will continue using programs for Iraq similar to those with other countries in which there is no U.S. troop presence, and about 15,000 U.S. personnel, including contractors, remain in Iraq under State Department authority to exert U.S. influence. Continuing the security relationship in the absence of U.S. troops in Iraq, and developing the civilian bilateral relationship, was the focus of the U.S. visit of Prime Minister Maliki on December 12, 2011.
