Development and testing of shingle-type solar cell modules. Quarterly report No. 2

The details of a shingle module design which produces in excess of 97 watts/m/sup 2/ of module area at 1 kW/m/sup 2/ insolation and at 60/sup 0/C are reported. This selected design employs a tempered glass coverplate to provide the primary solar cell structural support. The use of the B.F. Goodrich FLEXSEAL roofing system as the outer skin of the shingle substrate provides a high confidence of achieving the 15 year service life goal. The fabrication and testing of a preproduction module of this design has demonstrated that this selected approach will meet the environmental testing requirements imposed by the contract. Attempts to fabricate a preproduction module of an alternative design, which embeds the solar cell assembly within a methyl methacrylate casting, proved unsuccessful.

The reaction of laser excited Ba*(/sup 3/D) states with nitric oxide is presented. BaO product is not detected, although the channel is thermodynamically open, and instead chemiluminescence is observed. Experiments which suggest that radiative recombination, Ba + NO ..-->.. BaNO* ..-->.. BaNO, is the observed reaction channel will also be presented.

Investigation of Clean Water Test Sites for Prototype Turbomachinery

Expanded development of total-flow expander technology in order to obtain efficient energy extraction from the liquid flow component of the geothermal well flow, in addition to steam enthalpy conversion, has been undertaken by the University of California, Lawrence Livermore Laboratory (LLL). The flow conditions necessary for this type of complete system performance characterization are beyond the capabilities of the test facility utilized in the preliminary tests at the LLL hot-water test facility. As an alternative to increasing the existing facility to meet the expanded test requirements, test facilities in the industrial California community are being surveyed to assess their capability in supporting future tests of the LLL expander. Biphase Engines, Inc. of Santa Monica, California was contracted by LLL to perform this survey. The goal of the Biphase Engines survey is to identify organizations with, first, an interest in supporting the LLL turbine test program and, second, to review their test capabilities with respect to the turbine test requirements. The results of the survey are described in the following sections which includes a listing of all organizations contacted. The responses to all inquiries are given. Decennial Censuses: Historical Data on Enumerator Productivity Are Limited

Correspondence issued by the General Accounting Office with an abstract that begins "GAO reviewed census data to better clarify the relationship between the Census Bureau's data collection workload and the time and work force needed to complete it. These factors--used to calculate productivity--are some of the largest drivers of census costs, and the Bureau developed its budget for the 2000 Census using a model that contained key assumptions about expected workload and enumerator productivity. GAO was unable to calculate productivity levels for the 2000 census or most of the earlier censuses examined because data was largely unavailable, incomplete, or not comparable. Moreover, definitional differences in how the Bureau counted the number of enumerators who worked on the census, and variations in census-taking methodologies, limited the comparability of productivity data from one census to the next."

Correspondence issued by the General Accounting Office with an abstract that begins "States provide health care coverage to about 60 million low-income uninsured adults and children largely through two federal-state programs--Medicaid and the State Children's Health Insurance Program (SCHIP). Medicaid, established in title XIX of the Social Security Act, generally covers low-income families and elderly and disabled individuals, and SCHIP, established in title XXI of the act, covers children in families whose incomes, although low, are above Medicaid's eligibility requirements. In 2001, the Secretary of Health and Human Services announced a new initiative--the Health Insurance Flexibility and Accountability Initiative (HIFA)--under which states could expand coverage to uninsured populations using Medicaid and SCHIP funds. HIFA encourages states to develop coordinated public and private health insurance coverage options and to target program resources to uninsured individuals with incomes below 200 percent of the federal poverty level (FPL). Authority for this initiative comes from section 1115 of the Social Security Act, which allows the Secretary to waive many of the statutory requirements of Medicaid or SCHIP in the case of experimental, pilot, or demonstration projects that promote program objectives. CIS is responsible for several functions transferred from the former Immigration Services Division of the Immigration and Naturalization Service (INS) under the Department of Justice. CIS's functions include adjudicating and processing applications for U.S. citizenship and naturalization, administering work authorizations and other petitions, and providing services for new residents and citizens. CIS collects fees from applicants to process the various immigrationrelated applications and petitions. CIS also receives appropriated funds to pay for administrative and overhead costs such as records management and backlog reduction. HSA requires that we report on whether CIS is likely to derive sufficient funds from fees to carry out its functions in the absence of appropriated funds."

The Jackson-Vanik Amendment and Candidate Countries for WTO Accession: Issues for Congress

Russia, Kazakhstan, and a number of other former communist states are still subject to the provisions of Title IV of the Trade Act of 1974, as amended, including section 402 (the Jackson-Vanik amendment). The Jackson-Vanik Amendment denies country eligibility for normal trade relations (NTR) status as long as the country denies its citizens the right of freedom of emigration. The 112th Congress could face the question of whether to enact legislation to repeal the application of Title IV to all of these countries, thereby authorizing permanent normal trade relations (PNTR) status to fulfill the unconditional most-favored-nation (MFN) obligation under the World Trade Organization (WTO), or to exercise other options.

Conceptual design report for solar production of industrial process steam ranging in temperature from 300 to 550/sup 0/F. Phase 1, September 30, 1978-June 30, 1979

The conceptual design of a solar process steam system began with studies and evaluations of various alternative design configurations. From these evaluations a final candidate design configuration was selected which is to be used for further detailed analysis and engineering. An evaluation of various types of distributed collector systems is presented. Cost-effectiveness of various distributed collectors was determined on the basis of total relative cost (including foundation and installation) of the collector per square foot of collector surface for the same thermal output at noon. The considerations used to select the optimum site also are given. System optimization studies are presented, including a discussion of whether a storage facility should be provided. It was found that none is required. Three alternate system configurations are described, optimized, and compared and a final concept is selected in which water is partially boiled in the slat type collectors and steam is separated in a steam drum. A cost-effectiveness criterion based on the unit cost of net annual thermal energy generated was used in the optimization studies and is discussed. The impact of the system on the environment is assessed and a preliminary safety analysis is presented. (LEW)

The Cool Pool is a variation of the evaporating roof pond idea. The pool is isolated from the living space and the cooled pond water thermosiphons into the water columns located within the building. A computer model of the Cool Pool and the various heat and mass transfer mechanisms involved in the system are discussed. Theory will be compared to experimental data collected from a Cool Pool test building.

A letter report issued by the Government Accountability Office with an abstract that begins "The Food and Drug Administration (FDA) inspects domestic and foreign establishments where U.S.-marketed medical devices are manufactured to assess compliance with FDA's quality system requirements for ensuring good manufacturing practices and other applicable requirements. The Medical Device User Fee and Modernization Act of 2002 (MDUFMA) required FDA to accredit organizations to inspect certain establishments where devices that are marketed in both the United States and other countries are manufactured. This report includes information that MDUFMA requires GAO to provide on (1) the number of organizations that sought accreditation, the number that were accredited, and reasons for denial of accreditation and (2) the number of inspections conducted by accredited organizations. It also includes information about factors that could influence manufacturers' interest in voluntarily requesting and paying for an inspection by an accredited organization. GAO examined FDA documents, interviewed FDA officials, and obtained information from FDA on the number of inspections conducted from March 11, 2004--when FDA first cleared an accredited organization to conduct independent inspections--through October 31, 2006. GAO also interviewed affected entities, including accredited organizations and medical device manufacturers."
