He has served as supervisor since Feb. 1958, when he was appointed to fill the vacancy occurring from Ralph Ottinger's resignation. Nowka made the 3-point hook-up blade. He uses this blade for minor maintenance on terraces, waterways and roads. 10 ft. blade with 360 degree swivel. Made from old grader blades and combine parts."
