This report examines the timing of certain stages of the budget reconciliation process and the extent to which the submission due date included in a reconciliation instruction is a predictor for the timing of committee response. Specifically, it provides information on the dates by which committees have been directed to respond to reconciliation directives and the timing of House and Senate committees in responding to such directives in the past 14 Congresses (101st-114th Congresses).

Energy Efficiency and Renewable Energy Legislation in the 110th Congress

This report reviews the status of energy efficiency and renewable energy legislation introduced during the 110th Congress. Action has forced on the CLEAN Energy Act, which passed the House on January 18. The bill proposes to use revenue from certain oil and natural gas policy revisions to create a Strategic Energy Efficiency and Renewables Reserve aimed at reducing foreign oil dependence and serving other purposes. The actual uses of the Reserve would be determined by ensuing legislation that would attempt to draw down its financial resources.

Brownfield Issues in the 110th Congress

The Brownfields Act authorizes the Environmental Protection Agency (EPA) to award grants for the assessment and cleanup of sites that pose a less serious threat to human health and the environment than sites addressed by the Superfund program. The authorization expired on September 30, 2006. In the 109th Congress, a reauthorization bill, H.B. 5810, was reported from the House Committee on Transportation and Infrastructure on July 28, 2006, but went no further. This report contains information on the EPA's involvement in the program, EPA appropriations, Housing and Urban Development's involvement in the program and appropriations, other federal Brownfield programs, and Congressional actions of the 109th and 110th Congresses as related to the programs.
