Medicaid and CHIP: Enrollment, Benefits, Expenditures, and Other Characteristics of State Premium Assistance Programs
Correspondence issued by the Government Accountability Office with an abstract that begins "Fiscal pressures, rising health care costs, and increases in the number of uninsured may lead states to look toward public-private partnerships to help finance health insurance coverage. Through Medicaid and the State Children's Health Insurance Program (CHIP), states have had long-standing authority to operate premium assistance programs that subsidize the purchase of private health insurance. Enacted in February 2009, the Children's Health Insurance Program Reauthorization Act of 2009 (CHIPRA), which reauthorized CHIP and made changes to Medicaid, provided states with additional options for operating premium assistance programs. As of November 2009, states had not implemented premium assistance programs under the new authorities provided by CHIPRA, but, as allowed by CHIPRA, states were continuing to operate their programs under preexisting authorities. Through premium assistance programs, states use Medicaid funds, CHIP funds, or both to subsidize the cost of private health insurance--such as employer-sponsored insurance (ESI)--for eligible individuals. As such, premium assistance programs contrast with direct coverage, where states provide Medicaid or CHIP benefits to enrollees by paying doctors and other providers directly or contracting with managed care organizations. Defense Infrastructure: Further Actions Needed to Support Air Force Electronic Warfare Evaluation Simulator Relocation Plans
Correspondence issued by the Government Accountability Office with an abstract that begins "According to Department of Defense (DOD) officials, the Air Force Electronic Warfare Evaluation Simulator (the Simulator), located at Air Force Plant in Fort Worth, Texas, is an important asset for helping to protect U.S. and allied pilots and aircraft against the missile threats posed by adversaries. Most missiles use one of two electronic warfare technologies in order to pursue aircraft in flight and deliver an explosive warhead with the intent to inflict maximum damage. Small shoulder-launched missiles generally use infrared seekers that search for heat sources on an aircraft, while more sophisticated air-to-air and larger surface-to-air missiles can use radio waves and infrared seekers to determine an aircraft's location in flight. DOD continually develops and tests countermeasures to protect U.S. and allied aircraft from both types of missile threats. The Air Force Electronic Warfare Evaluation Simulator at Plant 4 is one of only two Air Force facilities of its kind that test countermeasures against heat-seeking missiles, and it is the only Air Force facility that currently houses the equipment necessary to test countermeasures against more sophisticated radio frequency surface-to-air missiles. Status of Funding for the Central America Regional Security Initiative
Correspondence issued by the Government Accountability Office with an abstract that begins "As of September 30, 2011, of the $350 million that U.S. agencies had allocated to support CARSI activities, the Department of State (State) and the United States Agency for International Development (USAID) had disbursed over $75 million of INCLE, ESF, and NADR funds. In addition, State had committed almost $22 million of FMF funds to support CARSI activities. The two principal accounts for CARSI are the INCLE and ESF accounts. U.S. agencies also allocated funds for Central America from the NADR and FMF accounts. From fiscal years 2008 through 2011, State and USAID disbursed about $44.4 million in INCLE funds, $25.9 million in ESF funds, and almost $5 million in NADR funds to support CARSI activities in partner countries. The agencies used the funds to support programs in Central American countries that strengthen law enforcement and maritime interdiction capabilities, support capacity building and training programs, and deter and detect border criminal activity."

The purpose of this scorecard is to assist governments, donors and NGOs to investigate and record significant aspects of aProtected Area (PA) financing system –its accounts and its underlying structural foundations – to show both its current health and status and to indicate if the system is holistically moving over the long-term towards an improved financial situation. The scorecard is designed for national systems of PAs but could be used by sub-national eg state, regional or municipal or networks of Marine Protected Areas (MPAs).

2010 Forest Carbon Workgroup: Final Report
This document provides a detailed report and recommendations of the 2010 Forest Carbon Work group to the Director of the Department of Ecology and the Commissioner of Public Lands. The recommendations relate to the critical role Washington’s forest lands will play in addressing the challenge of climate change; appropriate responses to pressure for conversion of working forest lands to non-forest uses; and the role of ecosystem service markets, including carbon offset markets, and other incentive systems in bringing about desired results. The 2010 Work group included some members of a similar 2008 Work group and built on the results of that 2008 effort. The report appendix contains purpose statements by each participating interest, explaining its rationale for participation. In light of the 2010 Work group emphasis, this document focused on three topics: Forest carbon considerations in avoiding forest land use conversion; incentives to reward forest landowners for providing ecosystem services, including carbon storage and improvement of forest health; and features of forest carbon offset protocols and registries that are appropriate for use by forest offset project developers in Washington State.

The objective of ‘Green Economy in a Blue World’ is to analyse the challenges and opportunities of a potential transition towards a green economy in key sectors heavily linked to the marine and coastal environment – the blue world.
