"On the Precipice in the Dark": Maryland in the Secession Crisis, 1860-1861
This dissertation is a study of the State of Maryland in the secession crisis of 1860-1861. Previous historians have emphasized economic, political, societal, and geographical considerations as the reasons Maryland remained loyal to the Union. However, not adequately considered is the manner in which Maryland understood and reacted to the secession of the Lower South. Historians have tended to portray Maryland's inaction as inevitable and reasonable. This study offers another reason for Maryland's inaction by placing the state in time and space, following where the sources lead, and allowing for contingency. No one in Maryland could have known that their state would not secede in 1860-61. Seeing the crisis through their eyes is instructive. It becomes clear that Maryland was a state on the brink of secession, but its resentment, suspicion, and anger toward the Lower South isolated it from the larger secession movement. Marylanders regarded the Lower South's rush to separate as precipitous, dangerous, and coercive to the Old Line State. A focus on a single state like Maryland allows a deeper, richer understanding of the dynamics, forces, and characteristics of the secession movement and the federal government's response to it. The National Museum of the Pacific War presents an interview with Albert Lawrence Wile. Wile joined the Army in 1943. He completed Cook School, and worked as a cook at Fort Meade and Fort Eustis. In late 1944, he traveled to Cherbourg, France and Belgium, working with the 1591st Labor Supervision Company. He assisted with coordinating German companies in cleaning up after the war, rebuilding roads and picking up artillery shells. Wile continued in the Army after the war, completing 30 years of service in the military.

Oral History Interview with Alan Pilot, August 10, 2010
The National Museum of the Pacific War presents an oral interview with Alan Pilot. Pilot joined the Army in January 1943 and received basic training at Camp Howze. He received further training in Louisiana for the European Theater and then in California for the Pacific Theater. In January he left for Camp Old Gold at La Havre, where he served as a combat medic, supporting Companies E, G, and H of the 343rd Infantry, 86th Division. His unit relieved the 8th Division and fought in Cologne, where he was stationed at the top of the cathedral while it was being shelled. In the Ruhr Pocket a defective shell landed 10 feet away from him. He recalls seeing 100,000 Germans surrender there. He describes the Bavarian people as friendly as he passed through Austria on VE Day. He was then sent to the Pacific as part of Operation Coronet. VJ Day came while he was still crossing the Pacific. He spent the last five months of his service in the Philippines at a quiet outpost while the rest of his unit prepared the Philippines for independence. Pilot returned home and was discharged in January 1946.

Impacts of Comprehensive Climate and Energy Policy Options on the U.S. Economy
This study compiles and updates the findings of 16 comprehensive state climate action plans and extrapolates the results to the nation. The study then takes those results and using a widely accepted econometric model projects the national impact of these policies on employment, incomes, gross domestic product (GDP) and consumer energy prices. Finally, using the bottom-up data developed by the states and aggregated here, the study models the national impact of major features of the Kerry-Lieberman climate bill under consideration in Congress in 2010. These state action plans and supporting assessments were proposed by over 1,500 stakeholders and technical work group experts appointed by 16 governors and state legislatures to address climate, energy and economic needs through comprehensive, fact-based, consensus-driven, climate action planning processes conducted over the past five years with facilitative and technical assistance by the Center for Climate Strategies. Findings show potential national improvements from implementation of a top set of 23 major sector-based policies and measures drawn from state plans.

USXR Based MHD, Transport, Equilibria and Current Profile Diagnostics for NSTX. Final Report
The present report resumes the research activities of the Plasma Spectroscopy/Diagnostics Group at Johns Hopkins University performed on the NSTX tokamak at PPPL during the period 1999-2009. During this period we have designed and implemented XUV based diagnostics for a large number of tasks: study of impurity content and particle transport, MHD activity, time-resolved electron temperature measeurements, ELM research, etc. Both line emission and continuum were used in the XUV range. New technics and novel methods have been devised within the framework of the present research. Graduate and post-graduate students have been involved at all times in addition to the senior research personnel. Several tens of papers have been published and lectures have been given based on the obtained results at conferences and various research institutions (lists of these activities were attached both in each proposal and in the annual reports submitted to our supervisors at OFES).

Progress Report for the grant "Hight-Resolution Mineralogical Charaterization and Biogeochemical Modeling of Uranium Reduction Pathways at the NABIR Field-Research Center"
We have successfully completed a proof-of-concept, one-year grant on a three-year proposal from the former NABIR program. Using a state-of-the-art 300-kV, atomic resolution, Field Emission Gun Transmission Electron Microscope (TEM), we have successfully identified three categories of mineral hosts for uranium in contaminated soils from the Oak Ridge FRC: (1) iron oxides: (2) mixed manganese-iron oxides; and (3) uranium phosphates.
