Davis advises Ashford of an enclosed copy of Dr. Well's sermon and of the campaign to urge National Congress to pass Senate Bill 860. There is a handwritten note by Carswell written at the top of the page confirming that this is a copy of a letter which is to be sent to "all of the pastors".
