East Asia: The New Triangular Relationship, Implications for U.S. Influence, and Options for U.S. Policy

Recent criticism of the Clinton Administration's policies toward China, Japan and other East Asian countries has contended that the United States is exerting much less influence and is becoming marginal in determining developments in this economically vibrant and strategically important area. Although there are important costs to U.S. influence associated with disputes with Beijing, Tokyo and others, an assessment of the U.S.-Japanese-Chinese triangular relationship that currently dominates trends in the region shows that the United States is likely to continue its influential position in post Cold War East Asia.

The Unconstitutionality of State Congressional Term Limits

On May 22, 1995, the U.S. Supreme Court in U.S. Term Limits, Inc. v. Thornton (Sup. Ct. Doc. No. 93-1456) in a 5-4 decision held that Arkansas' constitutional amendment, Section 3 of Amendment 73, providing for limitations on congressional terms of office was unconstitutional in that it established an additional qualification for congressional office in violation of Article I, Sections 2 and 3 setting forth the three basic qualifications of age, citizenship and inhabitancy for Members of Congress.

Farm Commodity Legislation: Chronology, 1933-2002

This report discusses legislation regarding commodities and price supports. Since 1933, Congress has required the U.S. Department of Agriculture (USDA) to administer various price and income support programs for U.S. farmers. Some standing authority for these programs is provided by three permanent laws, from 1938, 1948, and 1949. However, Congress frequently alters the basic provisions of these laws. The omnibus law now guiding farm support (through 2007) is the Farm Security and Rural Investment Act of 2002.

Farm "Counter-Cyclical Assistance"

This report discusses recently approved legislation reauthorizing major farm income and commodity price support programs through crop year 2007. This legislation includes new “counter-cyclical assistance” programs for grains, cotton, oilseeds, peanuts, and milk. The intent of counter-cyclical assistance is to provide more government support when farm prices and/or incomes decline, and less support when they improve. In fact, farmers have, for many years, been eligible for various forms of counter-cyclical assistance. At issue has been the need for, and potential impacts of, another counter-cyclical program.

Congressional Oversight of Judges and Justices

This report addresses Congress’ oversight authority over individual federal judges or Supreme Court Justices. Congressional oversight authority, although broad, is limited to subjects related to the exercise of legitimate congressional power. First the report addresses the general powers and limitations on Congress’ oversight authority. Second, the report examines the Senate approval process for the nominations of individual judges or Justices, and the Senate’s ability to obtain information on judges or Justices during that process. The report also considers the limits of existing statutory authority for judicial discipline and how Congress has influenced such procedures. It discusses the issue of how far the congressional investigatory powers can be exercised regarding possible judicial impeachments. Finally, it treats investigations regarding the individual actions of a judge outside of the above contexts, such as how a judge imposes sentences under the United States Sentencing Guidelines.
