Oral History Interview with Elaine Osborn, January 31, 2019
The National Museum of the Pacific War presents an interview with Elaine Osborn. Osborn was born in 1932 in Freeman, South Dakota and had just turned 9 years old when World War II began. She shares memories of civilian life during the war, and living in a Mennonite Community during the Great Depression. She had 5 uncles and 2 cousins in the service. Osborn recalls community building between farmers to help feed and care for one another. Additionally, she notes that her Japanese American college roommate was encamped in California during the war. Osborn provides vivid descriptions of the sacrifices made by the civilians to support the men and women serving their country.

Oral History Interview with Albert Lawrence Wile, January 31, 2015
The National Museum of the Pacific War presents an interview with Albert Lawrence Wile. Wile joined the Army in 1943. He completed Cook School, and worked as a cook at Fort Meade and Fort Eustis. In late 1944, he traveled to Cherbourg, France and Belgium, working with the 1591st Labor Supervision Company. He assisted with coordinating German companies in cleaning up after the war, rebuilding roads and picking up artillery shells. Wile continued in the Army after the war, completing 30 years of service in the military.

Private Health Insurance: The Range of Base Premiums for Individuals Age 19 and 64 in the Individual Market by State in January 2013
Correspondence issued by the Government Accountability Office with an abstract that begins "GAO reported the range of base premiums prior to underwriting for individual market health insurance plans as displayed on the HealthCare.gov Plan Finder in January 2013. The base premiums were for individuals aged 19 and 64 in each of the 50 states and the District of Columbia. The base premiums reflected information from data submitted by insurers to the Center for Consumer Information and Insurance Oversight (CCIIO) within the Department of Health and Human Services' (HHS) Centers for Medicare & Medicaid Services (CMS). They represented the lowest premium amounts that would have been available to different categories of individuals at that time; however, actual premium amounts paid by consumers could have been higher as they would have been determined after more complete underwriting for health conditions and other factors, and some individuals could have been denied coverage. GAO also reported on base premiums prior to underwriting for an urban and rural zip code in four select states, one from each census region. Defense Infrastructure: DOD Did Not Fully Address the Supplemental Reporting Requirements in Its Energy Management Report

Medicare: Private Sector Initiatives to Bundle Hospital and Physician Payments for an Episode of Care
Correspondence issued by the Government Accountability Office with an abstract that begins "In recent years, we and other federal fiscal experts--including the Congressional Budget Office (CBO) and the Medicare Trustees--have noted the rise in Medicare spending and expressed concern that the program is unsustainable in its present form. Concerns about the rising cost of health care are particularly pressing in light of evidence that suggests that greater spending does not necessarily translate to better health outcomes or higher-quality care. Medicare's fee-for-service (FFS) payment system may contribute to spending growth because it rewards volume of services regardless of the appropriateness, cost, and quality of those services. Under FFS, a payment is made for each unit of service based on the expected costs of delivering that service. For example, Medicare makes multiple separate payments for the services associated with a complex medical procedure performed in a hospital. It pays the hospital for the initial admission and any related readmissions; each physician involved in the patient's care, such as the surgeon and the anesthesiologist; and the skilled nursing facility for any related care immediately after hospitalization. Rail Transit: Reliability of FTA's Rail Accident Database
Correspondence issued by the Government Accountability Office with an abstract that begins "As Congress requested, we conducted a review of challenges associated with enhancing safety on major rail transit systems. During the course of that review, we assessed the quality of data that the Federal Transit Administration (FTA) collects and maintains in its State Safety Oversight (SSO) Rail Accident Database. FTA, an agency within the Department of Transportation (DOT), collects these safety data, including data on types of accidents and causes, from SSO agencies and the rail transit agencies they oversee. FTA used the SSO Rail Accident Database to produce the agency's 2009 Rail Safety Statistics Report, which analyzed data from 2003 through 2008. Although we originally intended to report on safety trends using the SSO Rail Accident Database in the rail transit report, we determined that these data were not sufficiently reliable for such a purpose. As a result, in this review we further assess the SSO Rail Accident Database and FTA's processes for collecting and compiling the data. We determined that there are numerous inaccuracies in FTA's SSO Rail Accident Database and, consequently, the 2009 Rail Safety Statistics Report. Elderly Voters: Some Improvements in Voting Accessibility from 2000 to 2004 Elections, but Gaps in Policy and Implementation Remain
Testimony issued by the Government Accountability Office with an abstract that begins "Voting is fundamental to our democratic system, and federal law generally requires polling places for federal elections to be accessible to older voters and voters with physical disabilities. Following reports of problems encountered in the close 2000 presidential election with respect to voter registration lists, absentee ballots, ballot counting, and antiquated voting systems, the Help America Vote Act of 2002 (HAVA) was enacted. Among other provisions, HAVA includes requirements for the accessibility of voting systems, effective January 1, 2006. In the past, GAO has published several reports on issues related to voting access for older voters. Our prior work, including on-site inspections of a national sample of polling places in election year 2000, a comprehensive review of the election system in 2004, and a review of transportation issues facing seniors, has identified a number of potential barriers to voting for older Americans, as well as accommodations and progress in a number of areas. Feasibility of Outsourcing the Management and Operation of the Capitol Power Plant
Correspondence issued by the Government Accountability Office with an abstract that begins "The Capitol Power Plant (CPP), managed by the Architect of the Capitol (AOC), provides heating and cooling for the U.S. Capitol and surrounding facilities. This plant, which provides steam and chilled water year-round for about 16 million square feet of space in 24 facilities, consists of 4 main components--the steam plant, the East Refrigeration Plant, the West Refrigeration Plant, and the administration building. In 2003, CPP awarded a construction contract that involved a major effort both to expand the capacity of the plant to meet the growing heating and cooling needs of the U.S. Capitol and to update plant equipment. The centerpiece of this expansion effort is the West Refrigeration Plant Expansion project, a $100.9 million project scheduled for completion in March 2008. For more than a decade, potential overstaffing at CPP has been a principal concern. In 1996, an AOC engineering consultant for CPP asserted that CPP was overstaffed and recommended reducing staff as a way to deliver CPP services more costeffectively. In 2004, in response to a congressional mandate to assess CPP operations and infrastructure, we recommended that AOC update the consultant's 1996 study and examine …

Improper Payments: Status of Agencies' Efforts to Address Improper Payment and Recovery Auditing Requirements
Testimony issued by the Government Accountability Office with an abstract that begins "The federal government is accountable for how its agencies and grantees spend hundreds of billions of taxpayer dollars and is responsible for safeguarding those funds against improper payments and recouping those funds when improper payments occur. The Congress enacted the Improper Payments Information Act of 2002 (IPIA) and section 831 of the National Defense Authorization Act for Fiscal Year 2002, commonly known as the Recovery Auditing Act, to address these issues. GAO was asked to testify on agencies' efforts to eliminate and recover improper payments. Specifically, GAO focused on (1) progress made in agencies' implementation and reporting under IPIA for fiscal year 2007, (2) major challenges that continue to hinder full reporting of improper payment information, and (3) agencies' efforts to report on recovery auditing and recoup contract overpayments. This testimony is based in part on a recently issued report (GAO-08-377R) in addition to a further review and analysis of improper payment and recovery auditing information reported in agencies' fiscal year 2007 performance and accountability reports (PAR) or annual reports. The Office of Management and Budget (OMB) provided technical comments which GAO incorporated as appropriate."

JV Task 112-Optimal Ethanol Blend-Level Investigation
Highway Fuel Economy Test (HWFET) and Federal Test Procedure 75 (FTP-75) tests were conducted on four 2007 model vehicles; a Chevrolet Impala flex-fuel and three non-flex-fuel vehicles: a Ford Fusion, a Toyota Camry, and a Chevrolet Impala. This investigation utilized a range of undenatured ethanol/Tier II gasoline blend levels from 0% to 85%. HWFET testing on ethanol blend levels of E20 in the flex fuel Chevrolet Impala and E30 in the non-flex-fuel Ford Fusion and Toyota Camry resulted in miles-per-gallon (mpg) fuel economy greater than Tier 2 gasoline, while E40 in the non-flex-fuel Chevrolet Impala resulted in an optimum mpg based on per-gallon fuel Btu content. Exhaust emission values for non-methane organic gases (NMOG), carbon monoxide (CO), and nitrogen oxides (NO{sub x}) obtained from both the FTP-75 and the HWFET driving cycles were at or below EPA Tier II, Light-Duty Vehicles, Bin 5 levels for all vehicles tested with one exception. The flex-fuel Chevrolet Impala exceeded the NMOG standard for the FTP-75 on E-20 and Tier II gasoline.

Oral History Interview with Neil Scheibel, January 31, 2008
The National Museum of the Pacific War presents an oral interview with Neil Scheibel. Scheibel joined the Navy three months after graduating from high school and received basic training at Great Lakes. He attended electrician’s mate school in Iowa and was sent to Jacksonville for aviation electrician’s mate training. Upon completion, he was assigned to CASU-3. They shipped out in April 1945 and headed for Buckner Bay. After stopping at Pearl Harbor and Eniwetok for repairs, they arrived at Okinawa in July. At first, their living conditions were primitive, but Scheibel saw to it that each tent had lights. Eventually shops for maintaining PBMs were constructed out of Quonset huts. Scheibel remained on Okinawa for almost a year before he was discharged in 1946. He worked as an electrician until he retired in 1983.

Border Security: US-VISIT Program Faces Strategic, Operational, and Technological Challenges at Land Ports of Entry
Testimony issued by the Government Accountability Office with an abstract that begins "This testimony summarizes a December 2006 GAO report on the Department of Homeland Security's (DHS) efforts to implement the U.S. Visitor and Immigrant Status Indicator Technology (US-VISIT) program at land ports of entry (POE). US-VISIT is designed to collect, maintain, and share data on selected foreign nationals entering and exiting the United States at air, sea, and land POEs. These data, including biometric identifiers like digital fingerprints, are to be used to screen persons against watch lists, verify identities, and record arrival and departure. This testimony addresses DHS's efforts to (1) implement US-VISIT entry capability, (2) implement US-VISIT exit capability, and (3) define how US-VISIT fits with other emerging border security initiatives. GAO analyzed DHS and US-VISIT documents, interviewed program officials, and visited 21 land POEs with varied traffic levels on both borders."
