Agriculture-Based Renewable Energy Production (open access)

Agriculture-Based Renewable Energy Production

Since the late 1970s, U.S. policy makers at both the federal and state levels have enacted a variety of incentives, regulations, and programs to encourage the production and use of agriculture-based renewable energy. Motivations cited for these legislative initiatives include energy security concerns, reduction in greenhouse gas emissions, and raising domestic demand for U.S.-produced farm products. This report provides background information on farm-based energy production and how this fits into the national energy-use picture. It briefly reviews the primary agriculture-based renewable energy types and issues of concern associated with their production, particularly their economic and energy efficiencies and long-run supply. Finally, this report examines the major legislation related to farm-based energy production and use.

Wilderness: Overview and Statistics

The U.S. Forest Service established the first protected "wilderness area" under its own discretion in 1924. In 1964, the Wilderness Act established the National Wilderness Preservation System, reserved to Congress the authority to designate wilderness areas, and directed the Secretaries of Agriculture and of the Interior to review certain lands for their wilderness potential. The Act also designated 54 wilderness areas with 9 million acres of Forest Service land. Congress began expanding the Wilderness System in 1968, and today, there are 631 wilderness areas, totalling nearly 104 million acres, in 44 States.

The Former Presidents Act (72 Stat. 838) of 1958 provides financial and practical means to those who have served as President of the United States and still retain certain implicit public duties. Operation and maintenance of Presidential Libraries was approximately $14.9 million in FY83. This report discusses increasing concerns regarding the amounts and the types of expenditures that have been made.

Abortion: Legislative Control

In 1973, the U.S. Supreme Court held that the Constitution protects a woman's decision whether or not to terminate her pregnancy (Roe v. Wade), and that a State may not unduly burden the exercise of that fundamental right by regulations that prohibit or substantially limit access to the means of effectuating that decision (Doe v. Bolton). However, the issue of a woman's right to an abortion is far from settled. This report discusses the various legislative actions undertaken since 1973 to either nullify these rulings or hinder their effectuation.

Naval Transformation: Background and Issues for Congress

The Department of the Navy (DON) has several efforts underway to transform U.S. naval forces to prepare them for future military challenges. The Navy has organized these efforts under a conceptual framework called Sea Power 21. Key elements of naval transformation include a focus on operating in littoral waters, increasing the Navy’s capabilities for participating in the global war on terrorism (GWOT), network-centric operations, use of unmanned vehicles, directly launching and supporting expeditionary operations ashore from sea bases, new kinds of naval formations, new ship-deployment approaches, reducing personnel requirements, and streamlined and reformed business practices. Naval transformation poses several potential issues for Congress. This report will be updated as events warrant.

Peacekeeping and Related Stability Operations: Issues of U.S. Military Involvement

The second session of the 109th Congress may well face decisions regarding the preparation of U.S. military forces for stability missions, a broad doctrinal term of which a major subset is peace operations. A November 28, 2005, Department of Defense (DOD) directive that designates stability operations as “core missions” of the U.S. military marks a major shift on the future necessity of performing peacekeeping and related stability operations (also known as stabilization and reconstruction operations).

Salaries of Members of Congress: A List of Payable Rates and Effective Dates, 1789-2006

Congress is required by Article I, Section 6, of the Constitution to determine its own pay. Prior to 1969, Congress did so by enacting stand-alone legislation. From 1789 through 1968, Congress raised its pay 22 times using this procedure. Congressional salaries initially were $1,500. By 1968, they had risen to $30,000. Stand-alone legislation may still be used to raise Member pay, as it was most recently in 1982, 1983, 1989, and 1991, but two other methods are now also available, an automatic annual adjustment procedure and a commission process.

Social Security Student Benefits

As part of his program for economic recovery, President Reagan included a proposal to discontinue social security benefits for 18 to 22-year-old students attending college or vocational school. Critics of the student benefit believe that other federally funded educational assistance programs which tailor the amount of aid provided to actual educational costs and family income should be relied upon to help finance the college educations of students who are children of retired, disabled, and deceased workers.

Automobile Domestic Content Requirements

In response to the lowest drop of American produced automobile sales in two decades and other related conditions, legislation has been introduced that would impose domestic (local) content ratios for automotive vehicles. These would require that cars and trucks sold in the United States in large quantities contain a certain percentage of American parts and labor.
