Contingency Contracting: State and USAID Made Progress Assessing and Implementing Changes, but Further Actions Needed
A letter report issued by the Government Accountability Office with an abstract that begins "The Department of State (State) and U.S. Agency for International Development (USAID) identified a number of changes needed to improve contract support in overseas contingency operations, but have not completed implementation efforts. As required by the Fiscal Year 2013 National Defense Authorization Act (NDAA), both agencies determined that their organizational structures were effective, though State created a new regional Contract Management Office to better support contracting efforts in Iraq. In October 2013, State approved a number of actions to improve policies and procedures, including specific initiatives in acquisition planning and risk management, among others, and intends to institutionalize these changes in its Foreign Affairs Manual in 2014. State generally has not, however, developed plans to assess the impact of these initiatives. Federal internal control standards highlight the importance of managers comparing actual performance to expected results. Accordingly, continued management attention is needed to ensure that these efforts achieve their intended objectives. USAID focused its efforts on areas such as improving contractor performance evaluations and risk management. Oral History Interview with Urban Bellinghausen, February 14, 2014
The National Museum of the Pacific War presents an oral interview with Urban J. Bellinghausen. Bellinghausen was born on 3 March 1926 in Munday, Texas. He joined the Marine Corps on 15 June 1944. He attended boot camp at San Diego. Following that he had 3 more months training at Camp Pendleton. Then he deployed to the Pacific, a 33 day crossing from San Diego to Saipan, arriving 10 November 1944. He was attached to the 2nd Marine Division, 3rd Battalion, 10th Marines. While Saipan was in Allied hands, there were still some Japanese troops left to deal with. His unit then sailed to Iwo Jima but returned to Saipan. There they trained for the Okinawa invasion. In Okinawa, they participated in a decoy landing on D-Day minus 1, pulling Japanese forces away from the beaches where the actual landings took place. Never actually hitting the beach, Bellinghausen stayed on board the landing ship, eventually returning to Saipan. After the atomic bombs were dropped and the armistice signed, he was sent to Nagasaki for 10 months. Then he caught a ship at Sasebo for the States, arriving in San Diego 17 July 1946. He was discharged 10 days later.

Stochastics and Thermodynamics for Equilibrium Measures of Holomorphic Endomorphisms on Complex Projective Spaces
This article proves that the dynamical system (f,μφ) enjoys exponential decay of correlations of Hölder continuous observables as well as the Central Limit Theorem and the Law of Iterated Logarithm for the class of these variables that, in addition, satisfy a natural co-boundary condition. This article also shows that the topological pressure function t ↦ P(tφ) is real-analytic throughout the open set of all parameters t for which the potentials tφ have pressure gaps.
