This report discusses "green" programs and the higher profile they have gained since the 110th Congress. "Green" programs are those designed to create an environmentally friendly work environment and conserve energy. This report discusses initiatives and policy options that would improve the "greening" process on Capitol Hill.

This law, passed by the government of the Republic of China (Taiwan), sets environmental policy for Taiwan and stipulates that economic and technological development will emphasize environmental protection based on long-term national interests, and that development must be sustainable in the interest of future national security and quality of life.

This feature article provides a summary of study about the role of clouds in the balance. Until recently, scientists were uncertain whether clouds had an overall net cooling or heating effect on the Earth's climate. But recent studies show that, in the tropics, a "near cancellation" between shortwave cooling and longwave warming exists, which indicates that the amount of incoming radiant energy is roughly equal to the amount of outgoing radiation. However, small changes in tropical cloudiness can disrupt this precarious balance.

In this USGRP Seminar, speakers try to answers questions like:What is the current status of hurricane track prediction? What caused the record number of Atlantic tropical storms in 1995? Are we witnessing a change in the number and frequency of tropical storms? Do these storms represent a changing climate? What will tropical storms be like in a greenhouse warmer world?

What is the overall state of the Arctic environment? The aim of this report is to answer the many aspects of this seemingly straightforward question. Although several national and international efforts have looked at parts of the Arctic, this is the first attempt to assess the state of Arctic flora and fauna as a whole.

On 1 March 2007, the International Polar Year 2007/2008, one of the most ambitious coordinated international science programmes was launched. Many of the IPY leaders and participants are members of WCRP projects and groups. Climate issues are at the forefront of the majority of IPY studies. This chart is a visualization of International Polar Year activities at the World Climate Research Program.

This program identifies the following criteria of interest: scientific or technical quality; relevance to reducing uncertainties and improving decision support tools; track record of consistently good past performance and identified metrics for evaluating future progress; and cost and value.

The Washington International Renewable Energy Conference (WIREC 2008) convened from 4-6 March 2008, at the Washington, DC Convention Center in the US. WIREC 2008 consisted of a Ministerial Meeting, a business conference, a trade show exhibition and side events. More than 3000 participants from 118 countries registered for the Ministerial Meeting, including approximately 100 ministerial representatives. This Bulletin reports on the Ministerial Meeting events.
