A letter report issued by the Government Accountability Office with an abstract that begins "Hurricane Katrina illustrated that effective preparation and response to a catastrophe requires a joint effort between federal, state, and local government. The Department of Homeland Security (DHS), through the Federal Emergency Management Agency (FEMA), is responsible for heading the joint effort. In January 2008, DHS released the National Response Framework (NRF), a revision of the 2004 National Response Plan (2004 Plan), the national preparation plan for all hazards. In response to the explanatory statement to the Consolidated Appropriations Act of 2008 and as discussed with congressional committees, this report evaluates the extent to which (1) DHS collaborated with non-federal stakeholders in revising and updating the 2004 Plan into the 2008 NRF and (2) FEMA has developed policies and procedures for managing future NRF revisions. To accomplish these objectives, GAO reviewed DHS and FEMA documents related to the revision process, analyzed the relevant statutes, and interviewed federal and non-federal officials who held key positions in the revision process."

A letter report issued by the Government Accountability Office with an abstract that begins "In 2003, the Federal Protective Service (FPS) transferred from the General Services Administration (GSA) to the Department of Homeland Security (DHS). FPS provides physical security and law enforcement services to about 9,000 GSA facilities. To accomplish its mission of protecting GSA facilities, FPS currently has an annual budget of about $1 billion, 1,100 employees, and 15,000 contract guards located throughout the country. Recently, FPS has faced several challenges protecting GSA facilities and federal employees. This report provides information and analysis on (1) FPS's operational challenges and actions it has taken to address them, (2) funding challenges FPS faces and actions it has taken to address them, and (3) how FPS measures the effectiveness of its efforts to protect GSA facilities. To address these objectives, we conducted site visits at 7 of FPS's 11 regions and interviewed FPS, GSA, tenant agencies, and local law enforcement officials."

The act centralized the leadership of many homeland security activities under a single federal department and, accordingly, DHS has the dominant role in implementing this national strategy. This testimony discusses the status of DHS's actions in fulfilling its responsibilities to (1) establish policies to define roles and responsibilities for national emergency preparedness efforts and prepare for the transition between presidential administrations, and (2) develop operational plans and performance metrics to implement these roles and responsibilities and coordinate federal resources for disaster planning and response. This testimony is based on prior GAO work performed from September 2006 to June 2008 focusing on DHS's efforts to address problems identified in the many post-Katrina reviews."

Testimony issued by the Government Accountability Office with an abstract that begins "On April 3, 2008, the Secretary of Commerce announced significant changes to how the Census Bureau (Bureau) would conduct nonresponse follow-up, its largest field operation, in which census workers interview households that do not return initial census forms for the 2010 decennial census, and to its Field Data Collection Automation (FDCA) contract. The Bureau has since issued a redesigned plan to conduct a paper-based follow-up operation, an integrated 2010 Census project schedule, and is working on revising the FDCA contract. These are major changes late in the decennial census cycle. This testimony discusses (1) the Bureau's plans for conducting a paper-based nonresponse follow-up operation, (2) management of the FDCA contract and its latest cost estimates, and (3) the status of the Bureau's integrated 2010 project schedule. This testimony is based on past work, recent interviews with Bureau officials, and a review of redesign documents."

The paper describes work to enable improved energy performance of existing and new retail stores belonging to a national chain and thereby also identify measures and tools that would improve the performance of 'big box' stores generally. A detailed energy simulation model of a standard store design was developed and used to: (1) demonstrate the benefits of benchmarking the energy performance of retail stores of relatively standard design using baselines derived from simulation, (2) identify cost-effective improvements in the efficiency of components to be incorporated in the next design cycle, and (3) use simulation to identify potential control strategy improvements that could be adopted in all stores, improving operational efficiency. The core enabling task of the project was to develop an energy model of the current standard design using the EnergyPlus simulation program. For the purpose of verification of the model against actual utility bills, the model was reconfigured to represent twelve existing stores (seven relatively new stores and five older stores) in different US climates and simulations were performed using weather data obtained from the National Weather Service. The results of this exercise, which showed generally good agreement between predicted and measured total energy use, suggest that dynamic benchmarking …

IceCube is a cubic kilometer neutrino telescope under construction at the South Pole.The primary goal is to discover astrophysical sources of high energy neutrinos.We describe the detector and present results on atmospheric muon neutrinos from2006 data collected with nine detector strings.

This paper is based on a transcript of my EPAC'08 presentation on advanced computing tools for accelerator physics. Following an introduction I present several examples, provide a history of the development of beam dynamics capabilities, and conclude with thoughts on the future of large scale computing in accelerator physics.

A three-dimensional analysis of radiation generation in a free-electron laser (FEL) is performed in the small signal regime. The analysis includes beam conditioning, harmonic generation, flat beams, and a new scaling of the FEL equations using the six-dimensional beam brightness. The six-dimensional beam brightness is an invariant under Liouvillian flow; therefore, any nondissipative manipulation of the phase-space, performed, for example, in order to optimize FEL performance, must conserve this brightness. This scaling is more natural than the commonly-used scaling with the one-dimensional growth rate. The brightness-scaled equations allow for the succinct characterization of the optimal FEL performance under various additional constraints. The analysis allows for the simple evaluation of gain enhancement schemes based on beam phase space manipulations such as emittance exchange and conditioning. An example comparing the gain in the first and third harmonics of round or flat and conditioned or unconditioned beams is presented.

National Synchrotron Light Source II (NSLS II) will be a 3-GeV, 792-meter circumference, 3rd generation synchrotron radiation facility, with ultra low emittance and extremely high brightness. the storage ring has 30 Double-Bend-Achromatic (DBA) cells. in each cell, there are five magnets and chamber girders, and one straight section for insertion devices or Radio Frequency (RF) cavities or injection. Most vacuum chambers are made from extruded aluminum with two different cross sections: one fitted in the dipole magnets, and the other surrounded by multipole magnets. They discuss the layout of the DBA cells, the detailed design of the cell's vacuum chambers, the mounting of the Beam-Position-Monitor (BPM) buttons, discrete absorbers, lumped pumps and the distributed Non-Evaporable Getter (NEG) strips, and describe the fabrication and testing of these prototype cell chambers. The account also details the development of the chamber bakeout process, the NEG stri's supports, and the RF shielded bellows.

Due to the materials that are processed through 2H Evaporator, scale is constantly being deposited on the surfaces of the evaporator pot. In order to meet the requirements of the Nuclear Criticality Safety Analysis/Evaluation (NCSA/NCSE) for 2H Evaporator, inspections of the pot are performed to determine the extent of scaling. Once the volume of scale reaches a certain threshold, the pot must be chemically cleaned to remove the scale. Prior to cleaning the pot, samples of the scale are obtained to determine the concentration of uranium and plutonium and also to provide information to assist with pot cleaning. Savannah River National Laboratory (SRNL) was requested by Liquid Waste Organization (LWO) Engineering to obtain these samples from two locations within the evaporator. Past experience has proven the difficulty of successfully obtaining solids samples from the 2H Evaporator pot. To mitigate this risk, a total of four samplers were designed and fabricated to ensure that two samples could be obtained. Samples had previously been obtained from the cone surface directly below the vertical access riser using a custom scraping tool. This tool was fabricated and deployed successfully. Beam instability caused by the electron cloud has been observed in positron and proton storage rings, and it is expected to be a limiting factor in the performance of future colliders [1-3]. The effect is expected to be particularly severe in magnetic field regions. To test possible mitigation methods in magnetic fields, we have installed a new 4-dipole chicane experiment in the PEP-II Low Energy Ring (LER) at SLAC with both bare and TiN-coated aluminum chambers. In particular, we have observed a large variation of the electron flux at the chamber wall as a function of the chicane dipole field. We infer this is a new high order resonance effect where the energy gained by the electrons in the positron beam depends on the phase of the electron cyclotron motion with respect to the bunch crossing, leading to a modulation of the secondary electron production. Presumably the cloud density is modulated as well and this resonance effect could be used to reduce its magnitude in future colliders. We present the experimental results obtained during January 2008 until the April final shut-down of the PEP-II machine.

This report allocates California's 2004 statewide carbon dioxide (CO2) emissions from fuel combustion to the 58 counties in the state. The total emissions are allocated to counties using several different methods, based on the availability of data for each sector. Data on natural gas use in all sectors are available by county. Fuel consumption by power and combined heat and power generation plants is available for individual plants. Bottom-up models were used to distribute statewide fuel sales-based CO2 emissions by county for on-road vehicles, aircraft, and watercraft. All other sources of CO2 emissions were allocated to counties based on surrogates for activity. CO2 emissions by sector were estimated for each county, as well as for the South Coast Air Basin. It is important to note that emissions from some sources, notably electricity generation, were allocated to counties based on where the emissions were generated, rather than where the electricity was actually consumed. In addition, several sources of CO2 emissions, such as electricity generated in and imported from other states and international marine bunker fuels, were not included in the analysis. California Air Resource Board (CARB) does not include CO2 emissions from interstate and international air travel, in the official California …

When simulating light collection in scintillators, modeling the angular distribution of optical light reflectance from surfaces is very important. Since light reflectance is poorly understood, either purely specular or purely diffuse reflectance is generally assumed. In this paper we measure the optical reflectance distribution for eleven commonly used reflectors. A 440 nm, output power stabilized, un-polarized laser is shone onto a reflector at a fixed angle of incidence. The reflected light's angular distribution is measured by an array of silicon photodiodes. The photodiodes are movable to cover 2 pi of solid angle. The light-induced current is, through a multiplexer, read out with a digital multimeter. A LabVIEW program controls the motion of the laser and the photodiode array, the multiplexer, and the data collection. The laser can be positioned at any angle with a position accuracy of 10 arc minutes. Each photodiode subtends 6.3o, and the photodiode array can be positioned at any angle with up to 10 arc minute angular resolution. The dynamic range for the current measurements is 105:1. The measured light reflectance distribution was measured to be specular for several ESR films as well as for aluminum foil, mostly diffuse for polytetrafluoroethylene (PTFE) tape and titanium dioxide …

The Navajo Electrification Demonstration Project (NEDP) is a multi-year project which addresses the electricity needs of the unserved and underserved Navajo Nation, the largest American Indian tribe in the United States. The program serves to cumulatively provide off-grid electricty for families living away from the electricty infrastructure, line extensions for unserved families living nearby (less than 1/2 mile away from) the electricity, and, under the current project called NEDP-4, the construction of a substation to increase the capacity and improve the quality of service into the central core region of the Navajo Nation.

S. 1000, the Telework Enhancement Act of 2007, and H.R. 4106, the Telework Improvements Act of 2008, are currently pending in the 110th Congress. Under the pending legislation and Senate amendments, the heads of executive branch agencies would be required to establish policies under which employees (with some exceptions) could be eligible to participate in telework.
