ENSO Simulation in CGCMs and the Associated Errors in Atmospheric Response

Tropical Pacific variability, and specifically the simulation of ENSO in coupled ocean-atmosphere general circulation models (CGCMs) has previously been assessed in many studies (McCreary and Anderson [1991], Neelin et al. [1992], Mechoso et al. [1995], Latif et al. [2000], and Davey et al. [2000]). These studies have concentrated on SST variations in the tropical Pacific, and discussions of the atmospheric response have been limited to east-west movements of the convergence zone. In this paper we discuss the large-scale atmospheric response to simulated ENSO events. Control simulations from 17 global CGCMs from CMIP (Meehl et al. [2000]) are studied. The Lawrence Livermore National Laboratory (LLNL) was founded in 1952 and has been managed since its inception by the University of California (UC) for the U.S. Department of Energy (DOE). Tanks Focus Area site needs assessment FY 2000

This report documents the process used by the Tanks Focus Area (TFA) to analyze and develop responses to technology needs submitted by five major U.S. Department of Energy (DOE) sites with radioactive tank waste problems, and the initial results of the analysis. The sites are the Hanford Site, Idaho National Engineering and Environmental Laboratory (INEEL), Oak Ridge Reservation (ORR), Savannah River Site (SRS), and West Valley Demonstration Project (WVDP). During the past year, the TFA established a link with DOE's Fernald site to exchange, on a continuing basis, mutually beneficial technical information and assistance.

System Configuration Management Implementation Procedure for the Cold Vacuum Drying Facility Monitoring and Control System

The purpose of this document is to establish the System Configuration Management Implementation Procedure (SCMIP) for the Cold Vacuum Drying Facility (CVDF) Monitoring and Control System (MCS). This procedure provides configuration management for the process control system. The process control system consists of equipment hardware and software that controls and monitors the instrumentation and equipment associated with the CVDF processes. Refer to SNF-3090, Cold Vacuum Drying Facility Monitoring and Control System Design Description, HNF-3553, Annex B, Safety Analysis Report for the Cold Vacuum Drying Facility, and AP-CM-6-037-00, SNF Project Process Automation Software and Equipment Configuration. This SCMIP identifies and defines the system configuration items in the control system, provides configuration control throughout the system life cycle, provides configuration status accounting, physical protection and control, and verifies the completeness and correctness of these items.

First-principles study of Se-intercalated graphite

Se-intercalated graphite compounds (Se-GICs) are considered as promising candidates for room-temperature thermoelectric cooling devices. Here the authors analyze the crystallographic structure and electronic properties of these materials within the framework of density-functional theory. First, the Adaptive-Coordinate Real-space Electronic Structure (ACRES) code is used to determine the stable structure of a representative stage-2 Se-GIC by relaxing atomic positions. The stable configuration is found to be a pendant-type structure, in which each selenium is bonded covalently to two atoms within the same carbon layer, causing a local distortion of the in-plane conjugation of the graphite. Then, they use the full potential linearized augmented plane wave (FP-LAPW) method to calculate the electronic band structure of the material and discuss its properties. Near the Fermi energy E{sub F}, there are wide bands originating from the host graphitic electronic structure and a few very narrow bands mainly of Se 4p character. The latter bands contribute to high peaks in the density of states close to E{sub F}. They show that this feature, although typical of many good thermoelectrics, does not necessarily imply high thermopower in the case of Se-GICs.

This document is the format IV, final report for the tank 241-SY-102 (SY-102) grab samples taken in January 2000 to address waste compatibility concerns. Chemical, radiochemical, and physical analyses on the tank SY-102 samples were performed as directed in Comparability Grab Sampling and Analysis Plan for Fiscal Year 2000 (Sasaki 1999). No notification limits were exceeded. Preliminary data on samples 2SY-99-5, -6, and -7 were reported in ''Format II Report on Tank 241-SY-102 Waste Compatibility Grab Samples Taken in January 2000'' (Lockrem 2000). The data presented here represent the final results.

TRANSVERSE POLARIZATION DISTRIBUTION AND FRAGMENTATION FUNCTIONS

The authors discuss transverse polarization distribution and fragmentation functions, in particular, T-odd functions with transverse momentum dependence, which might be relevant for the description of single transverse spin asymmetries. The role of intrinsic transverse momentum in the expansion in inverse powers of the hard scale is elaborated upon. The sin {phi} single spin asymmetry in the process e {rvec p} {r_arrow} e{prime} {pi}{sup +} X as recently reported by the HERMES Collaboration is investigated, in particular, by using the bag model.

A Gaas Heterojunction Bipolar Transistor With 106 v Breakdown

A high voltage GaAs HBT with an open-base collector breakdown voltage of 106 V and an open-emitter breakdown voltage of 134 V has been demonstrated. A high quality 9.0 {micro}m thick collector doped to 2.0{times}10{sup 15} cm{sup {minus}3} grown by MBE on a doped GaAs substrate is the key to achieving this breakdown. These results were achieved for HBTs with 4{times}40 {micro}m{sup 2} emitters. DC current gain of 38 at 6,000 A/cm{sup 2} was measured.

Bottom/Side Lift Gantry Conceptual Design Rev. 01

The purpose of this task is to update the existing bottom/side lift gantry analysis so that the design is consistent with Enhanced Design Alternative II (EDA II) design constraints listed in the Monitored Geologic Repository Project Description Document (CRWMS M and O 1999a, Section 2.2.1.1, p. 9a). This update is consistent with the requirements of the Technical Guidance Document for License Application Preparation (YMP 1999, Section 6.2.5.1). This update will also take into account the latest available equipment classification and Waste Emplacement/Retrieval System Description Document (SDD) (CRWMS M and O 2000c) requirements. The principal objective of this analysis is to verify that the newly developed bottom/side lift gantry concept continues to be a suitable design concept for the current Monitored Geologic Repository (MGR) design. This analysis includes an examination of the waste package (WP) transfer operation at the emplacement drift transfer dock. In addition, this analysis verifies that the gantry is compatible with the WP transporter, which has been redesigned to handle WPs sitting on pallets (CRWMS M and O 2000a). Fabrication and testing of Rutherford-type cables for react and wind accelerator magnets

A common coil design for a high-field accelerator dipole magnet using a Nb{sub 3}Sn cable with the React-and-Wind approach is pursued by a collaboration between Fermilab and LBNL. The design requirements for the cable include a high operating current so that a field of 10-11 T can be produced, together with a low critical current degradation due to bending around a 90 mm radius. A program, using ITER strands of the internal tin type, was launched to develop the optimal cable design for React-and-Wind common coil magnets. Three prototype cable designs, all 15 mill wide, were fabricated: a 41-strand cable with 0.7 mm diameter strands; a 57-strand cable with 0.5 mm diameter strands; and a 259 strand multi-level cable with a 6-around-1 sub-element using 0.3 mm diameter wire. Two versions of these cables were fabricated: one with no core and one with a stainless steel core. Additionally, the possibility of a wide (22 mm) cable made from 0.7 mm strand was explored. This paper describes the first results of the cable program including reports on cable fabrication and reaction, first winding tests and first results of the measurement of the critical current degradation due to cabling and bending.

The unusual conduction band minimum formation of Ga(As{sub 0.5{minus}y}P{sub 0.5{minus}y}N{sub 2y}) alloys

The conduction band minimum formation of GaAs{sub 0.5{minus}y}P{sub 0.5{minus}y}N{sub 2y} is investigated for small nitrogen compositions (0.1% < 2y < 1.0%), by using a pseudopotential technique. This formation is caused by two unusual processes both involving the deep-gap impurity level existing in the dilute alloy limit y {r_arrow} 0. The first process is an anticrossing with the {Gamma}{sub Ic}-like extended state of GaAs{sub 0.5}P{sub 0.5}. The second process is an interaction with other impurity levels forming a subband. These two processes are expected to occur in any alloys exhibiting a deep-gap impurity level at one of its dilute limit.

Evaluating the Weatherization Assistance Program in Your State: A Manager's Guide

Evaluations of the Weatherization Assistance Program (the Program) serve three major purposes: (1) to document the energy savings and cost effectiveness of the Program, (2) to attract and maintain funding, and (3) to identify opportunities for improving the Program's performance. State managers need detailed and specific information about the performance of their own Program if they are to conduct and market it as effectively as possible. In this evaluation guide, we focus almost entirely on the issues related to the measurement of energy savings. Because the Program's main goal is to reduce the energy use and energy burden of low-income households, the minimum output of an evaluation study should be an estimate of energy savings. If resources are limited, the first priority is to obtain this estimate of savings. Some states may be interested in other issues such as determining Program cost effectiveness, testing the value of various audit types, or identifying the best opportunities for increasing energy savings. Because of limited resources, most will focus only on measuring energy savings.

The Potential for Neutrino Physics at Muon Colliders and Dedicated High Current Muon Storage Rings

Conceptual design studies are underway for both muon colliders and high-current non-colliding muon storage rings that have the potential to become the first true neutrino factories. Muon decays in long straight sections of the storage rings would produce uniquely intense and precisely characterized two-component neutrino beams--muon neutrinos plus electron antineutrinos from negative muon decays and electron neutrinos plus muon antineutrinos from positive muons. This article presents a long-term overview of the prospects for these facilities to greatly extend the capabilities for accelerator-based neutrino physics studies for both high rate and long baseline neutrino experiments. As the first major physics topic, recent experimental results involving neutrino oscillations have motivated a vigorous design effort towards dedicated neutrino factories that would store muon beams of energies 50 GeV or below. These facilities hold the promise of neutrino oscillation experiments with baselines up to intercontinental distances and utilizing well understood beams that contain, for the first time, a substantial component of multi-GeV electron-flavored neutrinos. In deference to the active and fast-moving nature of neutrino oscillation studies, the discussion of long baseline physics at neutrino factories has been limited to a concise general overview of the relevant theory, detector technologies, beam properties, experimental goals and …

SRS facility impacts on Crackerneck Wildlife Management Area

Savannah River site (SRS) facilities that contain hazardous materials have completed the Emergency Preparedness Hazards Assessment (EPHA) process in accordance with Emergency Management Program Procedure (EMPP) 6Q-001. The EPHA determines the consequences of releases from these facilities and identifies events that exceed Protective Action Criteria (PAC) at defined receptor locations for areas of interest. One such area of interest is the Crackerneck wildlife Management Area (WMA). As such, facilities with releases that have the potential to exceed PAC at the Crackerneck WMA have been identified.
