Although the Bureau has made progress in these and other areas, if the Bureau is to transform itself to better control costs and deliver an accurate national headcount in 2020, several areas will require continued oversight: cost estimation, integrated long-term planning, and stakeholder involvement. For example, while the Bureau has made progress with long-term planning by implementing some elements of GAO's recommendation that it develop a road map for 2020 planning, it still needs to pull together remaining planning elements, such as milestones for decisions and estimates of cost, into its roadmap."

Testimony issued by the Government Accountability Office with an abstract that begins "The termination of the six defined benefit plans that were sponsored by the Delphi Corporation (Delphi) and the provision of benefit protections to some Delphi employees, but not others, culminated from a complex series of events involving Delphi, the General Motors Corporation (GM), various unions, the U.S. Department of the Treasury (Treasury), and the Pension Benefit Guaranty Corporation (PBGC). When Delphi spun off from GM in 1999, three unions secured an agreement that GM would provide a retirement benefit supplement (referred to as "top-ups") for their members should their pension plans be frozen or terminated and they were to suffer a resulting loss in pension benefits. These three unions were: (1) the International Union, United Automobile, Aerospace, and Agricultural Implement Workers of America (UAW); (2) the International Union of Electronic, Electrical, Salaried, Machine and Furniture Workers, AFL-CIO (IUE); and (3) the United Steelworkers of America (USWA). No other Delphi employees had a similar agreement to receive a top-up, including salaried workers and hourly workers belonging to other unions. Testimony issued by the Government Accountability Office with an abstract that begins "As GAO reported in September 2012, nine selected states had made varying degrees of progress in modernizing the information technology (IT) systems supporting their unemployment insurance (UI) programs. Specifically, the states' modernization efforts were at various stages--three were in early phases of defining business needs and requirements, two were in the process of building systems based on identified requirements, two were in a "mixed" phase of having a system that was partly operational and partly in development, and two had systems that were completely operational. The enhancements provided by these systems included supporting web-based technologies with more modern databases and replacing outdated programming languages, among others."

Testimony issued by the Government Accountability Office with an abstract that begins "In November 2009, GAO reported on the attributes and challenges of a Yucca Mountain repository. A key attribute identified was that the Department of Energy (DOE) had spent significant resources to carry out design, engineering, and testing activities on the Yucca Mountain site and had completed a license application and submitted it to the Nuclear Regulatory Commission, which has regulatory authority over the construction, operation, and closure of a repository. If the repository had been built as planned, GAO concluded that it would have provided a permanent solution for the nation's commercial nuclear fuel and other nuclear waste and minimized the uncertainty of future waste safety. Constructing the repository also could have helped address issues including federal liabilities resulting from industry lawsuits against DOE related to continued storage of spent nuclear fuel at reactor sites. However, not having the support of the administration and the state of Nevada proved a key challenge. As GAO reported in April 2011, DOE officials did not cite technical or safety issues with the Yucca Mountain repository project when the project's termination was announced but instead stated that other solutions could achieve broader …

A statement of record issued by the Government Accountability Office with an abstract that begins "Data from the U.S. Census Bureau (Census) show that migrants from the freely associated states (FAS)—the Federated States of Micronesia (FSM), the Marshall Islands, and Palau—reside throughout U.S. areas. GAO's 2011 report found that Census estimates that roughly 56,000 compact migrants—nearly a quarter of all FAS citizens—were living in U.S. areas in 2005 to 2009. About 58 percent of compact migrants lived in areas that Congress defined in the amended compacts' enabling legislation as affected jurisdictions: American Samoa, Hawaii, Guam, and the Commonwealth of the Northern Mariana Islands (CNMI)."

Correspondence issued by the Government Accountability Office with an abstract that begins "The National Oceanic and Atmospheric Administration (NOAA), in consultation with the Office of the Federal Coordinator for Meteorology (OFCM) and other agencies, has identified federal and nonfederal storm data collection efforts that may provide the covered data--specified in the act to include wind speeds, storm surge, and other measures--for a post-storm model required by the Consumer Option for an Alternative System to Allocate Losses Act of 2012 (COASTAL Act). However, NOAA officials said they will not know which specific data collection efforts will be used until they develop the model, which the act requires NOAA develop by regulation by December 28, 2013. According to agency officials and representatives from nonfederal entities, such as a university and a nonprofit organization, efforts that can collect surface level water, wave, and wind measurements over land will likely provide important sources of data. NOAA and the U.S. Geological Survey (USGS), as well as some nonfederal entities, such as universities and private companies, currently collect some surface level data on wind and water. Individual datastreams from instrumentation at the Atmospheric Radiation Measurement (ARM) Climate Research Facility fixed and mobile research sites are collected and routed to the Data Management Facility (DMF) for processing in near-real-time. Instrument and processed data are then delivered approximately daily to the ARM Data Archive, where they are made freely available to the research community. For each instrument, we calculate the ratio of the actual number of processed data records received daily at the Data Archive to the expected number of data records. The results are tabulated by (1) individual datastream, site, and month for the current year and (2) site and fiscal year dating back to 1998.

With the support of the Department of Energy, the National Science Teachers Association and the National Oceanic and Atmospheric Administration, Imaginary Lines Inc. (dba Sally Ride Science) delivered a highly successful 2-day conference to 165 K-12 educators on climate change. The event took place on July 23rd and 24th, 2008 at the NOAA facility in Silver Spring, MD. The conference celebrated the 25th anniversary of Dr. Sally Ride’s first flight into space in 1983 and examined how our understanding of Earth has changed in those 25 years. One the first day of the conference, participants heard a keynote talk delivered by Dr. Sally Ride, followed by presentations by well-known climate change scientists: Dr. Richard Somerville, Dr. Inez Fung and Dr. Susan Solomon. These sessions were concurrently webcast and made available to educators who were unable to attend the conference. On the second day of the conference, participants attended breakout sessions where they performed climate change activities (e.g. “Neato Albedo!”, “Greenhouse in a Bottle”, “Shell-Shocked”) that they could take back to their classrooms. Additional break-out sessions on using remote sensing images to illustrate climate change effects on Earth’s surface and how to address the climate change debate, were also offered. During …

The National Museum of the Pacific War presents an interview with Ignacio Lopez. Lopez was drafted into the Army in 1943 and made a company clerk at New Caldonia because he could type. His unit evetually joined the 24th Infantry Division in the Philippines. He also went to Japan after the war ended. He returned to the US and was discharged at Fort Sam Houston, whereupon he took a civilian job operating IBM machines.

The National Museum of the Pacific War presents an oral interview with Salvatore Coviello. Coviello joined the Navy in August, 1942 and went to basic training in Rhode Island. Then he went to Diesel engine school in Chicago. Afterwards, he was assigned to USS LST-454 and was aboard when it was commissioned and was assigned to the 7th Fleet in the Southwest Pacific. They made several combat landings at New Guinea. Coviello worked in the engine room. He was discharged in December, 1945.

The National Museum of the Pacific War present an oral interview with Carmine Giuliano. Giuliano was born in Brooklyn, New York in 1922. He recalls his early life as a child of immigrant parents. He received his draft notice while attending Berkley College and entered the Navy Aviation Cadet Training Program in February 1943. He tells of flight training before being notified of the reduction of cadets. He was then sent to boot camp and then Midshipman’s School at Notre Dame. After being commissioned as an ensign, he attended radar school for assignment as an air traffic controller. He was assigned to USS Lunga Point (CVE-94) and recalls being on duty in the combat information center when the nearby USS Pennsylvania (BB-38) was hit by a kamikaze. He recalls picking up Allied POWs in Nagasaki and transporting them to various ports. Giuliano also includes a story about meeting Admiral and Mrs. Nimitz.

The National Museum of the Pacific War presents an interview with Charles Sullivan. Sullivan was born 11 November 1923. He joined the Navy in December of 1942. He served as an Electrician’s Mate aboard USS Wesson (DE-184). They traveled to Kwajalein and the Marianas. Sullivan speaks of supporting the Philippine Island operations, and the Okinawa invasion. He returned to the US in late 1945, and received his discharge in 1946.

The National Museum of the Pacific War presents an interview with Olen Gaither. Gaither joined the Navy in 1944. He served as First-Class Seaman aboard the USS Wesson (DE-184). They traveled to Pearl Harbor, Guam, Leyte and Okinawa. Gaither served on the 40mm anti-aircraft gun during battle, and was in charge of the galley during his 9-month service aboard the Wesson. He returned to the US and received his discharge in 1946.

The National Museum of the Pacific War presents an interview with Fred Morgan. Morgan joined the Army in January of 1942. He went to Fort Devens, Massachusetts for basic training. He served with the 505th Parachute Infantry Regiment as a medic. Morgan tells of the training he received in jump school. After additional training in North Africa, the unit dropped into Sicily. Morgan describes some of the difficulties they encountered. This was followed by a drop at Salerno, Italy. The unit was then sent to England to prepare for Operation Overlord. Morgan describes in detail the equipment carried and the procedures followed by a medic during a jump. The unit then participated in Operation Market Garden, and the horrendous conditions encountered during the Battle of the Bulge. Morgan returned to the US and received his discharge in September of 1945.
