Transcription: Traditional story about Suumphaai and Raangleen by Shangchrek Tholung at Thamlapokpi

Transcription of a retelling of Suumphaai le Raangleen paomin (the Story of Suumphaai and Raangleen), as narrated by Shangchrek Tholung. Ranglen's wife hates his sister Sumphai, and orders him to sell her. Sumphai asks that she sell him to be a slave in a rich village. Ranglen ends up selling her in exchange for a single shaft of a rice plant. Later, Ranglen invites his sister to a feast, and she invites him to eat from what she has grown. Anticipating that his sister will not come, he instructs messengers to tell her he has died. On her way to the anticipated funeral, she is surprised to hear the sound of the Living Drum being played (rather than the Death Drum). She surmises that Ranglen has deceived her, and leaves in a huff. The origins of "Sumphai's goat" (a kind of goat) and "Sumphai's wine" (water that has accumulated in the cleft of a tree) are connected to the final episode of this tale.

This report discusses the Historically Underutilized Business Zone Empowerment Contracting (HUBZone), program and examines arguments both for and against targeting assistance to geographic areas with specified characteristics as opposed to providing assistance to people or businesses with specified characteristics. It then assesses the arguments both for and against the continuation of the HUBZone program. The report also discusses the HUBZone program's structure and operation, focusing on the definition of HUBZone areas and HUBZone small businesses and the program's performance relative to federal contracting goals. It includes an analysis of the SBA's administration of the program and the SBA's performance measures.

The Army's Warfighter Information Network-Tactical (WIN-T) Program

This report discusses the WIN-T communications program and network used by the Army for distributing information to the whole Army while in the field. There are two main stages of development and implementation the first being stationary command posts communication networks which is fully implemented and the second is equipping combat vehicles with mobile real-time communication devices to improve situational awareness and providing combat commanders with the same type of mobile communication abilities. The second stage is partially implemented and continues to be added to units each year. Related DOD reports and Congressional concerns are also addressed.
