Supercritical Carbon Dioxide Ligands for Extracting Actinide Metal Ions from Porous Solids

Numerous types of actinide-bearing waste materials are found throughout the DOE complex. Most of these wastes consist of large volumes of non-hazardous materials contaminated with relatively small quantities of actinide elements. Separation of these wastes into their inert and radioactive components would dramatically reduce the costs of stabilization and disposal. For example, the DOE is responsible for decontaminating concrete within 7000 surplus contaminated buildings. The best technology now available for removing surface contamination from concrete involves removing the surface layer by grit blasting, which produces a large volume of blasting residue containing a small amount of radioactive material. Disposal of this residue is expensive because of its large volume and fine particulate nature. Considerable cost savings would result from separation of the radioactive constituents and stabilization of the concrete dust. Similarly, gas diffusion plants for uranium enrichment contain valuable high-purity nickel in the form of diffusion barriers. Decontamination is complicated by the extremely fine pores in these barriers, which are not readily accessible by most cleaning techniques. A cost-effective method for the removal of radioactive contaminants would release this valuable material for salvage.

Researchers successfully demonstrated the chemistry of the Caustic-Side Solvent Extraction (CSSX) flow sheet with optimized solvent. This represents the third such process demonstration using actual Savannah River Site (SRS) high level waste (HLW). The present test differed from previous studies in the use of radioactive waste derived from Tank 37H dissolved salt cake, as opposed to supernate solutions used in previous demonstrations.

The Fermilab data storage infrastructure

Fermilab, in collaboration with the DESY laboratory in Hamburg, Germany, has created a petabyte scale data storage infrastructure to meet the requirements of experiments to store and access large data sets. The Fermilab data storage infrastructure consists of the following major storage and data transfer components: Enstore mass storage system, DCache distributed data cache, ftp and Grid ftp for primarily external data transfers. This infrastructure provides a data throughput sufficient for transferring data from experiments' data acquisition systems. It also allows access to data in the Grid framework.

Compensation of dogleg effect in Fermilab Booster

The edge focusing of dogleg magnets in Fermilab Booster has been causing severe distortion to the horizontal linear optics. The doglegs are vertical rectangular bends, therefore the vertical edge focusing is canceled by body focusing and the overall effect is focusing in the horizontal plane. The maximum horizontal beta function is changed from 33.7m to 46.9m and maximum dispersion from 3.19m to 6.14m. Beam size increases accordingly. This is believed to be one of the major reasons of beam loss. In this technote we demonstrate that this effect can be effectively corrected with Booster's quadrupole correctors in short straight sections (QS). There are 24 QS correctors which can alter horizontal linear optics with negligible perturbation to the vertical plane. The currents of correctors are determined by harmonic compensation, i.e., cancellation of dogleg's harmonics that are responsible for the distortion with that of QS correctors. By considering a few leading harmonics, the ideal lattice can be partly restored. For the current dogleg layout, maximum {beta}{sub x} is reduced to 40.6m and maximum D{sub x} is reduced to 4.19m. CDF Run II status and prospects

Run II at the Tevatron Collider started at the beginning of March 2001. With extensive upgrades on both detectors and electronics the CDF II began to collect data. This paper reviews early Run II physics results obtained by analyzing data collected before the middle of June 2002. At the present the understanding of the detector performances is rather high so many analysis are already underway.

Analysis of Hydraulic Conductivity Calculations

Equations by Marshall and by Millington and Quirk for calculating hydraulic conductivity from pore-size distribution data are dependent on an arbitrary choice of the exponent on the porosity term and a correct estimate of residual water. This study showed that a revised equation, based on the pore-interaction model of Marshall, accurately predicts hydraulic conductivity for glass beads and a loam soil from the pressure-water content relationships of these porous materials.

AISI/DOE Technology Roadmap Program: Development of Cost-effective, Energy-efficient Steel Framing

Steel members in wall construction form a thermal bridge that interrupts the insulation layer of a wall. This causes higher rate of heat transfer by conduction through the wall framing than through other parts of the wall. One method to reduce the thermal bridging effect is to provide a break, such as insulating sheathing. A thermally efficient slit-web and stud was developed in this program to mitigate the conductivity of steel. The thermal performance of the slit-web stud was evaluated at Oak Ridge National Laboratory using hotbox testing. The thermal test results showed that the prototype slit-web stud performed 17% better than the solid-web stud, using R-13 fiber glass batts with exterior OSB sheathing and interior drywall. The structural behavior of this slit-web stud was evaluated in axial, bending, shear, shearwall, and stub-column tests. Test results indicated that the slitweb stud performed similarly or better than the solid-web stud in most structural performance characteristics investigated. Thus, the prototype slit-web stud has been shown to be thermally efficient, economiexecy viable, structurally sound, easily manufactured and usable in a range of residential installations.

Effects of Gamma Radiation on Individual and Mixed Ion Exchange Resins

The ion exchange resins that are used to deionize moderator in the reactor purification systems may accumulate sufficient radiation dose to damage the resins. This radiation damage would be manifested by: (1) loss of useful exchange capacity of the bed, which is costly since resins from the reactor deionizers are not reused; (2) shrinking or swelling of the resins, which may have some effect on the hydraulic behavior of the beds; (3) release of resin degradation products into the process stream, which pollutes moderator with impurities and precursors of the neutron-induced radioisotopes. This document details results of a laboratory study to determine the magnitude of these three effects by gamma irradiation of individual resins and their mixtures.

Since its inception, the RHIC Spin Collaboration (RSC) has held semi-regular meetings each year to discuss the physics possibilities and the operational details of the program. Having collected our first data sample of polarized proton-proton collisions in Run02 of RHIC, we are now in the process of examining the performance of both the accelerator and the experiments. During the PAC meeting on August 29, 2002, the beam use proposal with a four week, polarized proton physics run was approved as part of the plan for Run-03. So, we meet at BNL on September 16, 2002 to discuss the concrete plans for this proton-proton run.

SOFC INTERCONNECT DEVELOPMENT

This report summarizes the interconnect work being performed at Delphi. Materials were chosen for this interconnect project were chosen from ferritic and austenitic stainless steels, and nickel-based superalloys. The alloys are thermally cycled in air and a wet hydrogen atmosphere. The oxide scale adherence, electrical resistance and oxidation resistance are determined after long-term oxidation of each alloy. The oxide scale adherence will be observed using a scanning electron microscope. The electrical resistance of the oxidized alloys will be determined using an electrical resistance measurement apparatus which has been designed and is currently being built. Data from the electrical resistance measurement is expected to be provided in the second quarter.

Conditional and opposed reaction path diagrams for the analysis of fluid-chemistry interactions

This conference paper considers how to use reaction path diagrams to better understand the output of reacting flow simulations. Briefly, these diagrams have long been used to depict the reactants and products in networks of chemical reactions. The diagrams can be generated in several ways from computer simulations of chemically reacting fluids to depict how the fluid moderates the chemistry by determining which species are brought into contact to react in quantity. The concept of a conditional diagram is introduced which depicts the reactions occurring in only a portion of the fluid domain, thus enabling comparisons between different regions of the fluid and the overall reaction network. Several examples are provided of the paths occurring in methane diffusion flames.

The objective of this project was to prepare microporous aluminophosphates containing magnesium, manganese, cobalt and zinc (MeAPOs) and to evaluate their performance as oxidation catalysts for the removal of low levels of volatile organic compounds (VOCs) from gas streams. The tasks to be accomplished were as follows: (1) To develop reliable synthesis methods for metal aluminophosphates containing manganese, cobalt and zinc in their framework; (2) To characterize these materials for crystallinity, phase purity, the location and nature of the incorporated metal in the framework; and (3) To evaluate the materials for their catalytic activities in the oxidation of volatile organic environmental pollutants.

Investigation of Anderson lattice behavior in Yb1-xLuxAl3

Measurements of magnetic susceptibility {chi}(T), specific heat C(T), Hall coefficient R{sub H}(T), and Yb valence {nu} = 2 + n{sub f} [f-occupation number n{sub f} (T) determined from Yb L{sub 3} x-ray absorption measurements] were carried out on single crystals of Yb{sub 1-x}Lu{sub x}Al{sub 3}. The low temperature anomalies observed in {chi}(T) and C(T) corresponding to an energy scale T{sub coh} {approx} 40 K in the intermediate valence, Kondo lattice compound YbAl{sub 3} are suppressed by Lu concentrations as small as 5% suggesting these low-T anomalies are extremely sensitive to disorder and, therefore, are a true coherence effect. By comparing the temperature dependence of various physical quantities to the predictions of the Anderson Impurity Model, the slow crossover behavior observed in YbAl{sub 3}, in which the data evolve from a low-temperature coherent, Fermi-liquid regime to a high temperature local moment regime more gradually than predicted by the Anderson Impurity Model, appears to evolve to fast crossover behavior at x {approx} 0.7 where the evolution is more rapid than predicted. These two phenomena found in Yb{sub 1-x}Lu{sub x}Al{sub 3}, i.e., the low-T anomalies and the slow/fast crossover behavior are discussed in relation to recent theories of the Anderson lattice.

Transport of Radon Gas into a Tunnel at Yucca Mountain-Estimating Large-Scale Fractured Tuff Hydraulic Properties and Implications for the Operation of the Ventilation System

Radon gas concentrations have been monitored as part of the operation of a tunnel (the Exploratory Studies Facility-ESF) at Yucca Mountain to ensure worker safety. The objective of this study was to examine the potential use of the radon data to estimate large-scale formation properties of fractured tuffs. This objective was examined by developing a numerical model, based upon the characteristics of the ESF and the Topopah Spring welded (TSw) tuff unit, capable of predicting radon concentrations for prescribed ventilation conditions. The model was used to address two specific issues. First, it was used to estimate the permeability and porosity of the fractures in the TSw at the length scale of the ESF and extending tens of meters into the TSw, which surrounds the ESF. Second, the model was used to understand the mechanism leading to radon concentrations exceeding a specified level within the ESF. The mechanism controlling radon concentrations in the ESF is a function of atmospheric barometric fluctuations being propagated down the ESF along with ventilated air flow and the slight suction induced by the ventilation exhaust fans at the South Portal of the ESF. Since its inception, the RHIC Spin Collaboration (RSC) has held semi-regular meetings each year to discuss the physics possibilities and the operational details of the program. Having collected our first data sample of polarized proton-proton collisions in Run02 of RHIC, we are now in the process of examining the performance of both the accelerator and the experiments. From this evaluation, we not only aim to formulate a consensus plan for polarized proton-proton during Run03 of RHIC but also to look more forward into the future to ensure the success of the spin program. In the second meeting of this series (which took place at BNL on April 12, 2002), we focused on Run02 polarization issues. This meeting opened with a presentation by Thomas Roser about his reflections on the outcome from the RHIC retreat during which the Run02 performance was evaluated. Of particular importance, Thomas pointed out that, with the expected beam time and his estimates for machine-tuning requirements, the experiments should limit their beam requests to two or three programs.

OAK B262 Annual report. We have investigated the thermodynamics of several nanoscale systems: Iron oxides: We have completed and published heat capacity and entropy data on goethite, lepidocrocite, and maghemite, as well as measured their heats of formation. We also have enthalpy of formation data for several poorly crystalline nanophase oxides (schwertmannite, ferrihydrite, and epsilon-Fe{sub 2}O{sub 3}). The next step is to measure thermodynamic properties as a function of surface area for several oxides. CoO-MgO: Thermochemical data for bulk samples are in press. Heat capacities have been measured for CoO, MgO, and some intermediate samples. Nanosized samples at several compositions are being prepared this summer. Thin films have been prepared and some solution calorimetry done, but additional sample preparation and characterization is needed. Hydration energetics: Our setups for gas adsorption calorimetry and water immersion calorimetry are being completed. We will test them with known materials (Al{sub 2}O{sub 3}, selected zeolites) and then proceed to work on TiO{sub 2}, Fe{sub 2}O{sub 3}, and zeolites.

Proposed plan for final remedial action for the groundwater operable unit at the chemical plant area of the Weldon Spring Site, Weldon Spring, Missouri.

This Proposed Plan (PP) presents the preferred alternative for addressing contaminated groundwater and springs at the Chemical Plant area of the Weldon Spring site, in Weldon Spring, Missouri. The site is located about 30 mi west of St. Louis, in St. Charles County (Figure 1). This proposed action constitutes the final remedial action for the Weldon Spring site. The residual contamination in groundwater and springs at the Chemical Plant area is the only remaining contamination that needs to be addressed for the site. All other contamination has been addressed by previous remedial actions. After this remedial action is implemented, long-term surveillance and maintenance activities will maintain the effectiveness of all remedial actions conducted at the Weldon Spring site, including this final remedial action for groundwater and springs that is being proposed in this plan. DOE complies with the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) in conducting remedial activities at the site. National Environmental Policy Act (NEPA) values have been incorporated into the CERCLA process; that is, the analysis conducted and presented in the remedial investigation/feasibility study (RI/FS) reports included an evaluation of environmental impacts that is comparable to that performed under NEPA. Techniques for synchronization of X-Ray pulses to the pump laser in an ultrafast X-Ray facility

Accurate timing of ultrafast x-ray probe pulses emitted from a synchrotron radiation source with respect to the signal initiating a process in the sample under study is critical for the investigation of structural dynamics in the femtosecond regime. We describe schemes for achieving accurate timing of femtosecond x-ray synchrotron radiation pulses relative to a pump laser, where x-rays pulses of <100 fs duration are generated from the proposed LUX source based on a recirculating superconducting linac. We present a description of the timing signal generation and distribution systems to minimize timing jitter of the x-rays relative to the experimental lasers.

Estimating Energy and Cost Savings and Emissions Reductions for the State Energy Program Based on Enumeration Indicators Data

As part of an effort to produce metrics for quantifying the effects of the U.S. Department of Energy's (DOE's) State Energy Program (SEP), staff at Oak Ridge National Laboratory (ORNL) developed a classification scheme for describing the various state activities supported by SEP funds. This involved identifying a number of distinct program areas into which all of the various state SEP activities could be placed. Then, a set of ''enumeration indicators'' was developed to describe key activities within each of those areas. Although originally developed to count program activities, the enumeration indicators are used here as a basis for estimating the savings and emissions reductions achieved by the SEP. While there are additional benefits associated with the SEP, such as increased energy security and economic well-being, they are not addressed in this study.
