Congressional Veto of Executive Actions (open access)

Congressional Veto of Executive Actions

Statutory provisions by which Congress authorizes a Federal program to be administered by the Executive but retains the legal authority to disapprove all or part of the program before final implementation have become increasingly frequent in recent years. These statutory provisions which subject a variety of proposed executive actions to congressional review are commonly known as "congressional veto" devices.

Examining the Monetary Causes of the Economic Slowdown (open access)

Examining the Monetary Causes of the Economic Slowdown

This issue brief investigates the effects of changes in money supply growth on the current economic conditions. The results presented are based upon a statistical methodology outlined in a CRS report (No.82-43E, March 1982) of the same title. The approach may be distinguished from most previous work along these lines in that it attempts to estimate the statistical significance of the 1979-82 deceleration in monetary growth. The resulting estimates are then employed in analyzing the timing implications of decelerating monetary growth for episodes of high and volatile interest rates, for lower inflation, and for unstable economic growth.

El Salvador: Policy Issues for the 98th Congress

Since 1981 President Reagan has requested increasing amounts of military and economic aid to assist two embattled Salvadoran governments in he struggle against leftist guerrillas. While Congress has generally supported the Administration's requests for economic aid, it has regularly cut military assistance to El Salvador and has made the aid contingent upon a semi-annual Presidential certification that human rights are improving in the country.

Drunk Driving and the National Driver Register (open access)

Drunk Driving and the National Driver Register

At the 0.08 BAC level of alcohol, braking, steering, lane changing, and judgment are degraded and the driving performance of virtually all drivers is substantially impaired. During the debate on reauthorization of the federal surface transportation programs, an amendment that would require each state either to enact a 0.08 BAC law or face the loss of a portion of its Federal Highway Trust Fund monies passed the Senate and will likely be considered in the House. This proposal raises questions about the effectiveness and impacts of a 0.08 BAC law, the rights of states versus the federal government, and alternative ways to encourage the states to adopt stronger impaired driving countermeasures.
