Data analysis for preliminary conceptual model design, Vadose Zone Monitoring System (VZMS), McClellan AFB. 1997 annual report

Vadose zone investigations are being performed at site S-7 in IC 34, at McClellan AFB. At this location, a Vadose Zone Monitoring System (VZMS) is being used to collect subsurface data including hydraulic potential, soil gas pressure, moisture content, water chemistry, gas chemistry, and temperature. Although each individual data set is useful in improving the characterization of this contaminated site, the overall purpose of data collection is to provide input for the conceptual and numerical modeling of VOC transport in the vadose zone and the exchange of contaminants between the vadose zone and groundwater. In this report the authors submit a summary and preliminary analysis of the data collected through the end of 1997 and present it in the context of input for the impending modeling. This report merges findings from both the first and second half of 1997 and is presented as an annual report in lieu of two semi-annual reports, due to the fact that insufficient data had been collected up to mid June to allow a meaningful analysis.

FXR accelerator cavity impedance experiments

One of the goals of the present Flash X-Ray (FXR) accelerator upgrade effort [1][2] at Lawrence Livermore National Laboratory (LLNL) is to reduce the cavity transverse impedance, since it has been shown that beam stability is significantly affected by this parameter [3]. Recently, we have evaluated various techniques and cell modifications to accomplish that, both through lab measurements and computer models. A spare cell, identical in every way to cells in the accelerator, was specially modified for the experiments. The impedance measurements were done without the beam, by applying twin-wire techniques. This report describes the results of these experiments and suggests possible cell modifications to improve their performance. The techniques and modifications which are suggested might also be applicable to AHF and DARHT-2 long-pulse accelerator development.

Manifold compositions, music visualization, and scientific sonification in an immersive virtual-reality environment.

An interdisciplinary project encompassing sound synthesis, music composition, sonification, and visualization of music is facilitated by the high-performance computing capabilities and the virtual-reality environments available at Argonne National Laboratory. The paper describes the main features of the project's centerpiece, DIASS (Digital Instrument for Additive Sound Synthesis); ''A.N.L.-folds'', an equivalence class of compositions produced with DIASS; and application of DIASS in two experiments in the sonification of complex scientific data. Some of the larger issues connected with this project, such as the changing ways in which both scientists and composers perform their tasks, are briefly discussed.

MSET modeling of Crystal River-3 venturi flow meters.

The analysis of archived Crystal River-3 feedwater flow data reveals a slow and steady degradation of the flow meter measurements during the 1992/1993 operating cycle. MSET can reliably estimate the true flow rate and quantify the degree of departure between the indicated signal and the true flow rate with high accuracy. The MSET computed flow rate could, in principle, be used to provide an improved estimate of the reactor power and hence avoid the revenue loss associated with derating the reactor based on a faulty feedwater flow rate indication.

Tank waste remediation system retrieval and disposal mission key enabling assumptions

An overall systems approach has been applied to develop action plans to support the retrieval and immobilization waste disposal mission. The review concluded that the systems and infrastructure required to support the mission are known. Required systems are either in place or plans have been developed to ensure they exist when needed. The review showed that since October 1996 a robust system engineering approach to establishing integrated Technical Baselines, work breakdown structures, tank farm structure and configurations and work scope and costs has been established itself as part of the culture within TWRS. An analysis of the programmatic, management and technical activities necessary to declare readiness to proceed with execution of the mission demonstrates that the system, people and hardware will be on line and ready to support the private contractors. The systems approach included defining the retrieval and immobilized waste disposal mission requirements and evaluating the readiness of the TWRS contractor to supply waste feed to the private contractors in June 2OO2. The Phase 1 feed delivery requirements from the Private Contractor Request for Proposals were reviewed. Applied ALARA techniques

The presentation focuses on some of the time-proven and new technologies being used to accomplish radiological work. These techniques can be applied at nuclear facilities to reduce radiation doses and protect the environment. The last reactor plants and processing facilities were shutdown and Hanford was given a new mission to put the facilities in a safe condition, decontaminate, and prepare them for decommissioning. The skills that were necessary to operate these facilities were different than the skills needed today to clean up Hanford. Workers were not familiar with many of the tools, equipment, and materials needed to accomplish:the new mission, which includes clean up of contaminated areas in and around all the facilities, recovery of reactor fuel from spent fuel pools, and the removal of millions of gallons of highly radioactive waste from 177 underground tanks. In addition, this work has to be done with a reduced number of workers and a smaller budget. At Hanford, facilities contain a myriad of radioactive isotopes that are 2048 located inside plant systems, underground tanks, and the soil. Development of a high intensity EBIT for basic and applied science/011

The electron-beam ion trap (EBIT) is a device for producing and studying cold, very highly charged ions of any element, up to a fully ionized U{sup 92+}. These highly charged ions occur in hot plasmas and therefore play important roles in nuclear weapons, controlled fusion, and astrophysical phenomena. The remarkable interaction of these ions with surfaces may lead to technological applications. The highly charged ions can either be studied inside the EBIT itself with measurements of their x-ray emission spectra, or the ions can be extracted from the EBIT in order to study their interaction with solid material. Both types of measurements are being pursued vigorously with the two existing low-intensity EBITs at LLNL and with similar EBITs that have been built at six other laboratories around the world since the EBIT was first developed at LLNL 10 years ago. However, all existing EBITs have approximately the same intensity as the original LLNL EBIT; that is, they all produce about the same number of very-highly-charged ions (roughly 2 x 10{sup 6} per second) and the same number of x-ray photons (roughly 10{sup 7} per second). This project attempts to demonstrate the effectiveness of exploiting thin-layered, low-energy deposits at the distal margin of a prograding turbidite complex through the use of hydraulically fractured horizontal or high-angle wells. The combination of a horizontal or high-angle well and hydraulic fracturing will allow greater pay exposure than can be achieved with conventional vertical wells while maintaining vertical communication between thin interbedded layers and the wellbore. A high-angle well will be drilled in the fan-margin portion of a slope-basin clastic reservoir and will be completed with multiple hydraulic-fracture treatments. Geologic modeling, reservoir characterization, and fine-grid reservoir simulation is used to select the well location and orientation. Design parameters for the hydraulic-fracture treatments are determined, in part, by fracturing an existing test well. Fracture azimuth is predicted by passive seismic monitoring of a fracture-stimulation treatment in the test well using logging tools in an offset well. The long radius, near horizontal well has been drilled. Swept-out sand intervals and a poor cement bond behind the 5 in. liner precluded two of the three originally planned hydraulic fracture treatments. All pay intervals behind the 5 in. liner were therefore perforated and stimulated with a non-acid reactive fluid. Following a short production period, …

This document is the final report deliverable for Phase 2 analytical work for the 105-N Basin Sediment Disposition Task. On December 23, 1997, ten samples were received at the 222-S Laboratory as follows: two (2) bottles of potable water, six (6) samples for process control testing and two (2) samples for characterization. Analyses were performed in accordance with the Letter of Instruction for Phase 2 Analytical Work for the 105-N Basin Sediment Disposition Task (Logan and Kessner, 1997) (Attachment 7) and 105-N Basin Sediment Disposition Phase-Two Sampling and Analysis Plan (SAP) (Smith, 1997). The analytical results are included in Table 1. This document provides the values of X/Qs for the onsite and offsite receptors, taking into account the building wake and the atmospheric stability effects. X/Qs values for the potential fire accident were also calculated. In addition, the unit dose were calculated for the mixtures of isotopes.

Food Safety Agencies and Authorities: A Primer

Several federal agencies, in cooperation with state governments, are responsible for regulating the safety of the U.S. food supply. In the wake of an outbreak of foodborne illness and the largest recall of suspected contaminated meat in U.S. history in August 1997, several policymakers have reopened the debate on creating a single, independent, federal food safety agency. They assert that this would provide more effective regulatory control over the entire farm-to-table food production and marketing system by eliminating the overlapping and occasionally competing for objectives of multiple agencies. As background for further discussion on this and related food safety issues, this report describes the roles of the primary federal and cooperating state agencies responsible for food safety and enumerates the major legislative authorities currently governing them.

Hanford Tanks Initiative fiscal year 1997 retrieval technology demonstrations

The Hanford Tanks Initiative was established in 1996 to address a range of retrieval and closure issues associated with radioactive and hazardous waste stored in Hanford`s single shell tanks (SSTs). One of HTI`s retrieval goals is to ``Successfully demonstrate technology(s) that provide expanded capabilities beyond past practice sluicing and are extensible to retrieve waste from other SSTS.`` Specifically, HTI is to address ``Alternative technologies to past practice sluicing`` ... that can ... ``successfully remove the hard heel from a sluiced tank or to remove waste from a leaking SST`` (HTI Mission Analysis). During fiscal year 1997, the project contracted with seven commercial vendor teams to demonstrate retrieval technologies using waste simulants. These tests were conducted in two series: three integrated tests (IT) were completed in January 1997, and four more comprehensive Alternative Technology Retrieval Demonstrations (ARTD) were completed in July 1997. The goal of this testing was to address issues to minimize the risk, uncertainties, and ultimately the overall cost of removing waste from the SSTS. Retrieval technologies can be separated into three tracks based on how the tools would be deployed in the tank: globally (e.g., sluicing) or using vehicles or robotic manipulators.
