Africa Backgrounder: History, U.S. Policy, Principal Congressional Actions

Congressional interest in Africa seems certain to continue, not only because the region is affected by a number of serious problems, some of which could have grave humanitarian consequences, but also because of the potential Africa offers for U.S. trade and investment should these problems ease. Africa's problems and prospects will likely assure continuing constituent interest as well, stimulated in part by the churches, relief organizations, and other non-governmental organizations active on African issues. This report is intended to introduce congressional readers to the region by providing an overview of Africa's history, a summary of U.S. policy toward Africa, and a listing of principal congressional actions affecting the region. The paper concludes with suggestions for further reading and a list of selected Congressional Research Service (CRS) products.

Legislative prospects for comprehensively amending it have been stalled over whether and exactly how to change the law.

The Current Palestinian Uprising: Al-Aqsa Intifadah

Facing a September 13, 2000 deadline for concluding a comprehensive Israeli- Palestinian agreement on all permanent status issues, President Bill Clinton convened a trilateral summit with Israeli Prime Minister Ehud Barak and Palestine Liberation Organization (PLO) Chairman Yasser Arafat at Camp David on July 11, 2000. The summit, which lasted until July 24, 2000, did not produce an agreement. Members of 106th Congress responded to the al-Aqsa Intifadah by introducing bills that supported Israel’s actions, encouraged the U.S. Administration to oppose any anti-Israel resolutions in the United Nations, called upon Palestinians to negotiate a resolution, and proposed cutting foreign assistance to the Palestinians if they did not stop the uprising.

Decennial Censuses: Historical Data on Enumerator Productivity Are Limited

Correspondence issued by the General Accounting Office with an abstract that begins "GAO reviewed census data to better clarify the relationship between the Census Bureau's data collection workload and the time and work force needed to complete it. These factors--used to calculate productivity--are some of the largest drivers of census costs, and the Bureau developed its budget for the 2000 Census using a model that contained key assumptions about expected workload and enumerator productivity. GAO was unable to calculate productivity levels for the 2000 census or most of the earlier censuses examined because data was largely unavailable, incomplete, or not comparable. Moreover, definitional differences in how the Bureau counted the number of enumerators who worked on the census, and variations in census-taking methodologies, limited the comparability of productivity data from one census to the next."

Deterrence and National Security in the Face of an Amorphous Threat

The National Security threats that we face today and, in turn, the National Security . requirements, are more diverse and complex than they were during the Cold-War from 1945-1990. During that period, and bolstered by the experiences of World Wars I and II, US National Security policy was focused on the stabilization of post WW II country boundaries and containment of the Soviet block and China. The result was the bipolar world in which the nuclear and conventional forces of the United States, the Soviet Union, and their respective allies ensured a measure of political stability through a military stalemate of world wide proportions. The practical result was that large scale changes in national borders were unlikely, but internal conflict within countries, and local conflicts between neighboring countries could still occur, albeit with participation from one or both of the Superpower camps. US National Security Policy was designed primarily for stabilization of the bipolar world on the military front and for competition with the Soviet Union and China on economic and political fronts. Development of simulation tools for virus shell assembly. Final report

Prof. Berger's major areas of research have been in applying computational and mathematical techniques to problems in biology, and more specifically to problems in protein folding and genomics. Significant progress has been made in the following areas relating to virus shell assembly: development has been progressing on a second-generation self-assembly simulator which provides a more versatile and physically realistic model of assembly; simulations are being developed and applied to a variety of problems in virus assembly; and collaborative efforts have continued with experimental biologists to verify and inspire the local rules theory and the simulator. The group has also worked on applications of the techniques developed here to other self-assembling structures in the material and biological sciences. Some of this work has been conducted in conjunction with Dr. Sorin Istrail when he was at Sandia National Labs.

Education Savings Accounts for Elementary and Secondary Education

The Economic Growth and Tax Relief Reconciliation Act of 2001 (P.L. 107-16) that President Bush signed on June 7, 2001, includes these changes, effective after 2001. The most prominent issue they raise is whether the federal government should assist families whose children are educated in private schools. Policy questions include what effect such assistance might have on public schools and student performance and whether it would be constitutional. Concerns have also been expressed that the legislation would create compliance problems and is most likely to benefit better-off families. P.L. 107-22 renamed the accounts Coverdell education savings accounts.

The Endangered Species Act: Consideration of Economic Factors

The Endangered Species Act (ESA) provides for the listing and protection of species that are found to be “endangered” or “threatened” – species that might become extinct. The listing of a species as endangered triggers the prohibitions in the Act against “taking” (killing or harming) individuals of the protected species, unless a permit is obtained to take individuals incidental to an otherwise lawful proposed action, or an exemption for the proposed action is obtained. Unauthorized taking of a listed species can result in civil or criminal penalties. These prohibitions and potential penalties can affect various activities, including development and use of land, with attendant economic impacts.
