Congo (formerly Zaire)
This report discusses the Democratic Republic of the Congo, formerly Zaire, which is a vast-resource-rich country of 48 million people. Events there affect much of sub-Saharan Africa. In August 1998, Congo was plunged into its second civil war in 2 years. A peace accord was concluded in Lusaka, Zambia, in July and August 1999, and the U.N. Security Council later agreed to send a 5,500-member observer force, MONUC, to assist in the peace process. Fewer than 250 observers have gone to Congo, due to the failure of the parties to the Lusaka accord to fully implement its terms. The assassination of President Laurent Kabila on January 16, 2001, has raised new doubts about the prospects for peace in Congo.

This publication has been prepared to record some of the history of the Cross Section Evaluation Working Group (CSEWG). CSEWG is responsible for creating the evaluated nuclear data file (ENDF/B) which is widely used by scientists and engineers who are involved in the development and maintenance of applied nuclear technologies. This organization has become the model for the development of nuclear data libraries throughout the world. The data format (ENDF) has been adopted as the international standard. On November 5, 2001, a symposium was held at Brookhaven National Laboratory to celebrate the 50 th meeting of the CSEWG organization and the 35 th anniversary of its first meeting in November 1966. The papers presented in this volume were prepared by present and former CSEWG members for presentation at the November 2001 symposium. All but two of the presentations are included. I have included an appendix to list all of the CSEWG members and their affiliations, which has been compiled from the minutes of each of the CSEWG meetings. Minutes exist for all meetings except the 4 th meeting held in January 1968. The list includes 348 individuals from 71 organizations. The dates for each of the 50 CSEWG meetings are …

Final report for Frequency selective surfaces for rugged thermophotovoltaic emitters
Ion Optics created an array of regularly spaced holes in a thin conductive surface film on a dielectric substrate. When heated, this pattern behaved as a selective emitter, with more than 50% of total radiation in a well-defined peak with a center frequency determined by geometrical spacing. Peak wavelength did not alter with change in temperature, and materials easily survived 10 hours at 1000 C in air. The selective emitter will increase efficiency of thermophotovoltaic power converters.

Optimization of signal extraction and front-end design in a fast,multigap ionization chamber
This paper discusses the criteria that have been adopted tooptimize the signal processing in a shower detector to be employed as LHCbeam luminosity monitor. The original aspect ofthis instrument is itsablility to operate on a bunch-by-bunch basis. This means that it mustperform accurate charge measurements at a repetition rate of 40 MHz. Thedetector must withstand an integrated dose of 100 Grad, that is, two tothree orders of magnitude beyond those expected in the experiments. Tomeet the above requirements, an ionization chamber consisting of severalgaps of thickness 0.5 mm, filled with a gas that is expected to beradiation resistant, has been designed. Crucial in the development of thesystem is the signal processing, as the electronic noise may set thedominant limitation to the accuracy of the measurement. This is relatedto two aspects. One is the short time available for the chargemeasurement. The second one is the presence of a few meter cable betweenthe detector and the preamplifier, as this must be located out of theregion of highest radiation field. Therefore the optimization of thesignal-to-noise ratio requires that the best configuration of the chambergaps be determined under the constraint of the presence of a cable ofnon-negligible length between detector and preamplifier. Self-aggregation in scaled principal component space
Automatic grouping of voluminous data into meaningful structures is a challenging task frequently encountered in broad areas of science, engineering and information processing. These data clustering tasks are frequently performed in Euclidean space or a subspace chosen from principal component analysis (PCA). Here we describe a space obtained by a nonlinear scaling of PCA in which data objects self-aggregate automatically into clusters. Projection into this space gives sharp distinctions among clusters. Gene expression profiles of cancer tissue subtypes, Web hyperlink structure and Internet newsgroups are analyzed to illustrate interesting properties of the space.

PowerGuard Advanced Manufacturing, PVMaT Phase II Technical Progress Report; 1 July 1999--30 September 2000
This project introduced incremental improvements to PowerGuard system components and manufacturing processes to significantly reduce the costs of a PowerGuard system. The improvement resulted in a lower cost, higher impact PV product. During Phase II, these accomplishments have resulted in: A production rate of greater than 400 PowerGuard tiles per shift (20 MW/year) manufacturing capacity; 57% cost reduction for PowerGuard tile; UL listing for four additional PowerGuard tiles configurations; Improved quality of finished goods due to improved tooling and processes in manufacturing, simultaneously improving throughput and lowering cost of $3.80Wp for large systems. In Phase III of this contract, PowerLight will continue efforts to improve the manufacturing processes for PowerGuard. Specific performance objectives during phase III are as follows: Demonstrate system cost reduction from $3.80/Wp to $3.05/Wp for large systems; Establish or assess the performance of dedicated PowerGuard PV module plant capacity of 2 MW per year; Complete wind tunnel testing of all design refinements; Produce an installation manual and training program for installing PowerGuard systems; Establish performance of manufacturing modifications based on assessment of commercial systems which incorporate the new features and processes; and Finalize UL, International Conference of Building Officials (ICBO), and international listings of PowerGuard improvements. Interconnecting Single-Phase Generation to the Utility Distribution System
One potentially large source of underutilized distributed generation (DG) capacity exists in single-phase standby backup gensets on farms served from single-phase feeder laterals. Utilizing the excess capacity would require interconnecting to the utility system. Connecting single-phase gensets to the utility system presents some interesting technical issues that have not been previously investigated. This paper addresses several of the interconnection issues associated with this form of DG including voltage regulation, harmonics, overcurrent protection, and islanding. A significant amount of single-phase DG can be accommodated by the utility distribution system, but there are definite limitations due to the nature and location of the DG. These limitations may be more restrictive than is commonly assumed for three-phase DG installed on stronger parts of the electric distribution system.

THE EFFECTS OF BIODIESEL BLENDS AND ARCO EC-DIESEL ON EMISSIONS from LIGHT HEAVY-DUTY DIESEL VEHICLES
Chassis dynamometer tests were performed on 7 light heavy-duty diesel trucks comparing the emissions of a California diesel fuel with emissions from 4 other fuels: ARCO EC-diesel (EC-D) and three 20% biodiesel blends (1 yellow grease and 2 soy-based). The EC-D and the yellow grease biodiesel blend both showed significant reductions in THC and CO emissions over the test vehicle fleet. EC-D also showed reductions in PM emission rates. NOx emissions were comparable for the different fuel types over the range of vehicles tested. The soy-based biodiesel blends did not show significant or consistent emissions differences over all test vehicles. Total carbon accounted for more than 70% of the PM mass for 4 of the 5 sampled vehicles. Elemental and organic carbon ratios varied significantly from vehicle-to-vehicle but showed very little fuel dependence. Inorganic species represented a smaller portion of the composite total, ranging from 0.2 to 3.3% of the total PM. Total PAH emissions ranged from approximately 1.8 mg/mi to 67.8 mg/mi over the different vehicle/fuel combinations representing between 1.6 and 3.8% of the total PM mass.

Supplemental Modeling and Analysis Report, Atlas Corporation Moab Mill, Moab, Utah
The purpose of this report is to provide additional numerical modeling and data evaluation for the Atlas tailings pile near Moab, Utah. A previous report (Tailings Pile Seepage Model: The Atlas Corporation Moab Mill, Moab, Utah, January 9, 1998) prepared for the Nuclear Regulatory Commission (NRC) by Oak Ridge National Laboratory/Grand Junction (ORNL/GJ) presented the results of steady-state modeling of water flow and subsequent discharge to the underlying groundwater system. At the request of the Fish and Wildlife Service (FWS), this model was expanded to evaluate the impact of drainage from the tailings pile in addition to recharge from precipitation in a transient mode simulation. In addition, the FWS requested transient simulations of contaminant transport in the alluvial aquifer. Subsequently, NRC requested an evaluation of additional hydrologic issues related to the results presented in the Tailings Pile Seepage Model (ORNL/GJ 1998a) and the Limited Groundwater Investigation (ORNL/GJ 1998b). Funding for the report was provided by the U.S. Department of Energy. The following section lists the individual tasks with subsequent sections providing the results. A map for the Atlas Moab Mill site is presented in Fig. 1.1.
