Diesel Fuel and Engines: An Overview of New Emissions Regulations
This report reviews the final regulations on diesel fuel and diesel engine emissions signed by Environmental Protection Agency Administrator Carol Browner December 21, 2000 and promulgated January 18, 2001. This report examines the rule’s potential impacts on fuel supply, summarizes the issues related to pollution controls, discusses potential impacts on the economy, and discusses issues raised by the timing and implementation schedule of the proposed rule.

Disaster Mitigation Assistance Bills in the 106th Congress: Comparison of Provisions
The Administration initiative to shift federal emergency management policy away from a "response and recovery" emphasis has generated little congressional controversy, although some have raised concerns about the cost effectiveness of implementing a mitigation strategy. Greater attention, it is generally argued, should be given to mitigation (loss reduction) efforts before disasters occur in order to reduce future losses. Legislation (H.R. 707, S. 1691) pending before the 106th Congress would amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act) which authorizes federal assistance when the President declares that a catastrophe has overwhelmed state and local resources.

Mexico-U.S. Relations: Issues for the 106th Congress
The United States and Mexico have a special relationship under the North American Free Trade Agreement (NAFTA), which removes trade and investment barriers between the countries. The relationship has been strengthened by presidential visits, including President Clinton's February 1999 trip to Mexico and President Zedillo's June 2000 trip to the United States, and by regular contacts between cabinet-level officials. Major issues of concern to Congress are trade, immigration, drug trafficking, and political rights.

Biosafety Protocol for Genetically Modified Organisms: Overview
The Biosafety Protocol to the 1992 Convention on biological Diversity, adopted in early 2000, addresses the safe handling, transfer, and trade of biological organisms. The Protocol sets forth procedures and rules concerning trade in biological products, including genetically modified organisms (GMOs) that have engendered controversy, especially when they are used as agricultural crops. These rules are of key importance to U.S. economic interests in agriculture as well as those dealing in other genetically modified organisms. This report provides a brief summary of the key provisions of the Protocol and the major issues associated with them.

This report shows key sources of information on government and private grants and nonfinancial help now on the Internet. Constituents, who know their projects best, may search using computers at home or in local libraries. For federal funding or nonfinancial help, all programs in the federal Catalog of Federal Domestic Assistance can be searched by keyword and a number of indexes. Federal Web sites inform, guide, and give rules, circulars, and updates. Organization Web sites such as the Foundation and Grantsmanship Centers give sources for finding out about private, corporate, and community foundations. They also offer guides to writing grants proposals. This report will be updated yearly.
