The education agenda, Goals 2000 Act, codifies the National Education Goals and establishes a national framework for school improvement, encourages communities and states to comprehensively improve their schools. Also included is the first draft of the Clinton Education Agenda, The Clinton Education Agenda: Higher Standards, Safer Schools, Parent Involvement, Improved Teaching, Community-Based Reform, and Better Results.

The North Texas Institute for Educators on the Visual Arts supports and endorses the proposal, giving thoughtful consideration for its funding. Reynolds explains in the letter that NTIEVA is a program devoted to research and development of discipline-based art education (DBAE), and that Fort Worth ISD and Burton Hill has been a model for the development of the strategies implemented from the program. NTIEVA will continue to support the educational initiative taking place at Burton Hill.
