Drug Trafficking and North Korea: Issues for U.S. Policy

At least 50 documented incidents in more than 20 countries around the world, many involving arrest or detention of North Korean diplomats, link North Korea to drug trafficking. Such events, in the context of credible, but unproven, allegations of large scale state sponsorship of drug production and trafficking, raise important issues for the United States and its allies in combating international drug trafficking. The challenge to policy makers is how to pursue an effective counter drug policy and comply with U.S. law which may require cutting off aid to North Korea while pursuing other high-priority U.S. foreign policy objectives including (1) limiting possession and production of weapons of mass destruction; (2) limiting ballistic missile production and export; (3) curbing terrorism, counterfeiting, and international crime; and (4) addressing humanitarian needs.

Elections in Kashmir

The United States had urged the holding of free and fair elections to be followed by renewed dialogue between India and Pakistan to resolve their long-running dispute. India has made clear that it will not engage such dialogue until Islamabad has put an end to cross-border infiltration of Islamic militants into Indian-held Kashmir. Following the elections, New Delhi announced a major troop redeployment after a tense ten-month standoff at the India-Pakistan frontier. Militant separatist groups in both Pakistan and Kashmir have stated that the ground realities are unchanged and so their violent campaign will continue. In apparent confirmation of these statements, numerous coordinated attacks in November 2002 killed dozens.

The International Space Station and the Iran Nonproliferation Act (INA): The Bush Administration's Proposed INA Amendment

The Iran Nonproliferation Act (P.L. 106-178), as originally enacted, prohibited the National Aeronautics and Space Administration (NASA) from purchasing Russian goods and services for the U.S.-led International Space Station (ISS) unless the President certified that Russia was not proliferating certain technologies to Iran. On July 12, 2005, the Bush Administration submitted to Congress an amendment to allow NASA to purchase goods and services from Russia to support the ISS. That presented a classic policy dilemma. Without access to Russian spacecraft, the U.S. use of the ISS could be extremely limited. Yet Russian entities were continuing proliferation activities relating to missile proliferation according to the Department of State. This report explains the Bush Administration proposal and resulting congressional action.
