At least 50 documented incidents in more than 20 countries around the world, many involving arrest or detention of North Korean diplomats, link North Korea to drug trafficking. Such events, in the context of credible, but unproven, allegations of large scale state sponsorship of drug production and trafficking, raise important issues for the United States and its allies in combating international drug trafficking. The challenge to policy makers is how to pursue an effective counter drug policy and comply with U.S. law which may require cutting off aid to North Korea while pursuing other high-priority U.S. foreign policy objectives including (1) limiting possession and production of weapons of mass destruction; (2) limiting ballistic missile production and export; (3) curbing terrorism, counterfeiting, and international crime; and (4) addressing humanitarian needs.

This report provides background information on the negotiations over North Korea's nuclear weapons program that began in the early 1990s under the Clinton Administration. As U.S. policy toward Pyongyang evolved through the George W. Bush presidency and into the Obama Administration, the negotiations moved from mostly bilateral to the multilateral Six-Party Talks (made up of China, Japan, Russia, North Korea, South Korea, and the United States).

North Korea has presented one of the most vexing and persistent problems in U.S. foreign policy in the post-Cold War period. The United States has never had formal diplomatic relations with the Democratic People's Republic of Korea (the official name for North Korea), although contact at a lower level has ebbed and flowed over the years. Negotiations over North Korea's nuclear weapons program have occupied the past three U.S. administrations, even as some analysts anticipated a collapse of the isolated authoritarian regime. North Korea has been the recipient of over $1 billion in U.S. aid (though none since 2009) and the target of dozens of U.S. sanctions. This report covers the overall U.S.-North Korea relationship, with an emphasis on nuclear diplomacy.

The National Museum of the Pacific War presents an interview with Albert Dimminger. Dimminger worked for Hammond Aircraft and Consolidated in 1939, building aircraft. He joined the Navy in March of 1942. Beginning in mid-June Dimminger served as Aviation Metalsmith Third Class aboard the USS Hornet (CV-8). From August through October they operated around the Solomon Islands. On 26 October, during the Battle of the Santa Cruz Islands, the ship was struck and sank by a dive bomber and torpedo plane attack. He was transferred to the USS Bougainville (CVE-100), and they transported aircraft to the Marshall, Admiralty and Mariana islands. In February of 1944 he was stationed in Honolulu for shore duty and worked as First Class Petty Officer in charge of the supply depot for plane parts. He was discharged in 1945.
