Bureau of Prisons: Improvements Needed in Bureau of Prisons' Monitoring and Evaluation of Impact of Segregated Housing
A letter report issued by the Government Accountability Office with an abstract that begins "The overall number of inmates in the Bureau of Prisons' (BOP) three main types of segregated housing units--Special Housing Units (SHU), Special Management Units (SMU), and Administrative Maximum (ADX)--increased at a faster rate than the general inmate population. Inmates may be placed in SHUs for administrative reasons, such as pending transfer to another prison, and for disciplinary reasons, such as violating prison rules; SMUs, a four-phased program in which inmates can progress from more to less restrictive conditions; or ADX, for inmates that require the highest level of security. From fiscal year 2008 through February 2013, the total inmate population in segregated housing units increased approximately 17 percent--from 10,659 to 12,460 inmates. By comparison, the total inmate population in BOP facilities increased by about 6 percent during this period."

The Functional Requirements and Design Basis for Information Barriers
This report summarizes the results of the Information Barrier Working Group workshop held at Sandia National Laboratory in Albuquerque, NM, February 2-4, 1999. This workshop was convened to establish the functional requirements associated with warhead radiation signature information barriers, to identify the major design elements of any such system or approach, and to identify a design basis for each of these major elements. Such information forms the general design basis to be used in designing, fabricating, and evaluating the complete integrated systems developed for specific purposes.

New Particle-in-Cell Code for Numerical Simulation of Coherent Synchrotron Radiation
We present a first look at the new code for self-consistent, 2D simulations of beam dynamics affected by the coherent synchrotron radiation. The code is of the particle-in-cell variety: the beam bunch is sampled by point-charge particles, which are deposited on the grid; the corresponding forces on the grid are then computed using retarded potentials according to causality, and interpolated so as to advance the particles in time. The retarded potentials are evaluated by integrating over the 2D path history of the bunch, with the charge and current density at the retarded time obtained from interpolation of the particle distributions recorded at discrete timesteps. The code is benchmarked against analytical results obtained for a rigid-line bunch. We also outline the features and applications which are currently being developed.

10 CFR 830 Major Modification Determination for the ATR Diesel Bus (E-3) and Switchgear Replacement
Near term replacement of aging and obsolescent original ATR equipment has become important to ensure ATR capability in support of NE’s long term national missions. To that end, a mission needs statement has been prepared for a non-major system acquisition which is comprised of three interdependent subprojects. The first project, subject of this determination, will replace the existent diesel-electrical bus (E-3) and associated switchgear. More specifically, INL proposes transitioning ATR to 100% commercial power with appropriate emergency backup to include: • Provide commercial power as the normal source of power to the ATR loads currently supplied by diesel-electric power. • Provide backup power to the critical ATR loads in the event of a loss of commercial power. • Replace obsolescent critical ATR power distribution equipment, e.g., switchgear, transformers, motor control centers, distribution panels. Completion of this and two other age-related projects (primary coolant pump and motor replacement and emergency firewater injection system replacement) will resolve major age related operational issues plus make a significant contribution in sustaining the ATR safety and reliability profile. 10MW Class Direct Drive HTS Wind Turbine: Cooperative Research and Development Final Report, CRADA Number CRD-08-00312
This paper summarizes the work completed under the CRADA between NREL and American Superconductor (AMSC). The CRADA combined NREL and AMSC resources to benchmark high temperature superconducting direct drive (HTSDD) generator technology by integrating the technologies into a conceptual wind turbine design, and comparing the design to geared drive and permanent magnet direct drive (PMDD) wind turbine configurations. Analysis was accomplished by upgrading the NREL Wind Turbine Design Cost and Scaling Model to represent geared and PMDD turbines at machine ratings up to 10 MW and then comparing cost and mass figures of AMSC's HTSDD wind turbine designs to theoretical geared and PMDD turbine designs at 3.1, 6, and 10 MW sizes.

AGR-1 Thermocouple Data Analysis
This report documents an effort to analyze measured and simulated data obtained in the Advanced Gas Reactor (AGR) fuel irradiation test program conducted in the INL's Advanced Test Reactor (ATR) to support the Next Generation Nuclear Plant (NGNP) R&D program. The work follows up on a previous study (Pham and Einerson, 2010), in which statistical analysis methods were applied for AGR-1 thermocouple data qualification. The present work exercises the idea that, while recognizing uncertainties inherent in physics and thermal simulations of the AGR-1 test, results of the numerical simulations can be used in combination with the statistical analysis methods to further improve qualification of measured data. Additionally, the combined analysis of measured and simulation data can generate insights about simulation model uncertainty that can be useful for model improvement. This report also describes an experimental control procedure to maintain fuel target temperature in the future AGR tests using regression relationships that include simulation results. The report is organized into four chapters. Chapter 1 introduces the AGR Fuel Development and Qualification program, AGR-1 test configuration and test procedure, overview of AGR-1 measured data, and overview of physics and thermal simulation, including modeling assumptions and uncertainties.
