CdWO4-Boron FY 2000 Task 4 Completion Report

The fabrication of boron-covered crystal scintillation detectors is described. Bulk boron-loaded epoxy material was cast and cut into 0.5 mm-thick wafers that were mounted on CdWO{sub 4} and CsI(Tl) crystals. The crystals were mounted on miniature photomultiplier tubes and gamma spectra were obtained with the detectors. The ability of these small detectors to produce spectra that can be analyzed to provide isotopic identification has been demonstrated. In addition, the detector can produce a signature indicating the presence of neutrons. The same miniature size of these detectors that makes them attractive for hand-held portable use, may be a limiting factor in their efficiency. The small size of the scintillation crystals makes them not as efficient as larger NaI(Tl) crystals simply by virtue of significantly decreased sensitive volume and surface area. It may be worthwhile to consider slightly larger crystals (approximately 15 mm cubic CdWO{sub 4}) mounted on rectangular photomultipliers in a detecting head connected to the electronics package by a signal cable.

Command and Control Architectures for Autonomous Micro-Robotic Forces - FY-2000 Project Report

Advances in Artificial Intelligence (AI) and micro-technologies will soon give rise to production of large-scale forces of autonomous micro-robots with systems of innate behaviors and with capabilities of self-organization and real world tasking. Such organizations have been compared to schools of fish, flocks of birds, herds of animals, swarms of insects, and military squadrons. While these systems are envisioned as maintaining a high degree of autonomy, it is important to understand the relationship of man with such machines. In moving from research studies to the practical deployment of large-scale numbers of robots, one of critical pieces that must be explored is the command and control architecture for humans to re-task and also inject global knowledge, experience, and intuition into the force. Tele-operation should not be the goal, but rather a level of adjustable autonomy and high-level control. If a herd of sheep is comparable to the collective of robots, then the human element is comparable to the shepherd pulling in strays and guiding the herd in the direction of greener pastures. This report addresses the issues and development of command and control for largescale numbers of autonomous robots deployed as a collective force.

Environmental Systems Research and Analysis FY 2000 Annual Report

The Environmental Systems Research (ESR) Program, a part of the Environmental Systems Research and Analysis (ESRA) Program, was implemented to enhance and augment the technical capabilities of the INEEL. Strengthening the Technical capabilities of the INEEL will provide the technical base to serve effectively as the Environmental Management Laboratory for the Office of Environmental Management (EM). This is a progress report for the third year of the ESR Program (FY 2000). A report of activities is presented for the five ESR research investment areas: (1) Transport Aspects of Selective Mass Transport Agents, (2) Chemistry of Environmental Surfaces, (3) Materials Dynamics, (4) Characterization Science, and (5) Computational Simulation of Mechanical and Chemical Systems. In addition to the five technical areas, the report describes activities in the Science and Technology Foundations element of the program, e.g., interfaces between ESR and the EM Science Program (EMSP) and the EM Focus Areas. The five research areas are subdivided into 18 research projects. FY 2000 research in these 18 projects has resulted in more than 50 technical papers that are in print, in press, in review, or in preparation. The Environmental Systems Research Candidates (ESRC) Program, which is scheduled to end September 2001, was established in April 2000 as part of the Environmental Systems Research and Analysis Program at the Idaho National Engineering and Environmental Laboratory (INEEL) to provide key science and technology to meet the clean-up mission of the U.S. Department of Energy Office of Environmental Management, and perform research and development that will help solve current legacy problems and enhance the INEEL’s scientific and technical capability for solving longer-term challenges. This report documents the progress and accomplishments of the ESRC Program from April through September 2000. The ESRC Program consists of 24 tasks subdivided within four research areas: A. Environmental Characterization Science and Technology. This research explores new data acquisition, processing, and interpretation methods that support cleanup and long-term stewardship decisions. B. Subsurface Understanding. This research expands understanding of the biology, chemistry, physics, hydrology, and geology needed to improve models of contamination problems in the earth’s subsurface. C. Environmental Computational Modeling. This research develops INEEL computing capability for modeling subsurface contaminants and contaminated facilities. D. The FY 2000-2004 Institutional Plan provides an overview of the Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab, the Laboratory) mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. To advance the Department of Energy's ongoing efforts to define the Integrated Laboratory System, the Berkeley Lab Institutional Plan reflects the strategic elements of our planning efforts. The Institutional Plan is a management report that supports the Department of Energy's mission and programs and is an element of the Department of Energy's strategic management planning activities, developed through an annual planning process. The Plan supports the Government Performance and Results Act of 1993 and complements the performance-based contract between the Department of Energy and the Regents of the University of California. It identifies technical and administrative directions in the context of the national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the plan is coordinated by the Office of Planning and Communications from information contributed by Berkeley Lab's scientific and support divisions.

Federal Geothermal Research Program Update, FY 2000

The Department of Energy's Geothermal Program serves two broad purposes: 1) to assist industry in overcoming near-term barriers by conducting cost-shared research and field verification that allows geothermal energy to compete in today's aggressive energy markets; and 2) to undertake fundamental research with potentially large economic payoffs. The four categories of work used to distinguish the research activities of the Geothermal Program during FY 2000 reflect the main components of real-world geothermal projects. These categories form the main sections of the project descriptions in this Research Update. Exploration Technology research focuses on developing instruments and techniques to discover hidden hydrothermal systems and to explore the deep portions of known systems. Research in geophysical and geochemical methods is expected to yield increased knowledge of hidden geothermal systems. Reservoir Technology research combines laboratory and analytical investigations with equipment development and field testing to establish practical tools for resource development and management for both hydrothermal reservoirs and enhanced geothermal systems. Research in various reservoir analysis techniques is generating a wide range of information that facilitates development of improved reservoir management tools. Functional Design Criteria for Fy 1993-2000 Groundwater Monitoring Wells

The purpose of this revision is to update the Line Item Project, 93-L-GFW-152 Functional Design Criteria (FDC) to reflect changes approved in change control M-24-91-6, Engineering Change Notices (ECNs), and expand the scope to include subsurface investigations along with the borehole drilling. This revision improves the ability and effectiveness of maintaining RCRA and Operational groundwater compliance by combining borehole and well drilling with subsurface data gathering objectives. The total projected number of wells to be installed under this project has decreased from 200 and the scope has been broadened to include additional subsurface investigation activities that usually occur simultaneously with most traditional borehole drilling and monitoring well installations. This includes borehole hydrogeologic characterization activities, and vadose monitoring. These activities are required under RCRA 40 CFR 264 and 265 and WAC 173-303 for site characterization, groundwater and vadose assessment and well placement.

The purpose of this report is to provide a summary of the previous and current year's Environment, Safety and Health (ES&H) execution commitments and the S&H resources that support these activities. The fiscal year (FY) 1999 and 2000 information (Sieracki 1999) and data contained in the ''Hanford Site Environment, Safety and Health Fiscal Year 2001 Budget-Risk Management Summary'' (RL 1999) were the basis for preparing this report. Fiscal year 2000 finding of Office of Environmental Management (EM) and Office of Nuclear Energy, Science and Technology (NE) activities is based on the President's budget of $1,065.1 million and $28.0 million, plus $2.7 million carryover finding, respectively, as of October 31, 1999. Any funding changes as a result of the Congressional appropriation process will be reflected in the Fiscal Year 2002 ES&H Budget-Risk Management Summary to be issued in May 2000. This report provides the end-of-year status of FY 1999 ES&H execution commitments, including actual S&H expenditures, and describes planned FY 2000 ES&H execution commitments and the S&H resources needed to support those activities. Hanford Site Groundwater Monitoring for Fiscal Year 2000

This report presents the results of groundwater and vadose zone monitoring and remediation for fiscal year 2000 on the U.S. Department of Energy's Hanford Site, Washington. The most extensive contaminant plumes are tritium, iodine-129, and nitrate, which all had multiple sources and are very mobile in groundwater. Carbon tetrachloride and associated organic constituents form a relatively large plume beneath the central part of the Site. Hexavalent chromium is present in smaller plumes beneath the reactor areas along the river and beneath the central part of the site. Strontium-90 exceeds standards beneath each of the reactor areas, and technetium-99 and uranium are present in the 200 Areas. RCRA groundwater monitoring continued during fiscal year 2000. Vadose zone monitoring, characterization, remediation, and several technical demonstrations were conducted in fiscal year 2000. Soil gas monitoring at the 618-11 burial ground provided a preliminary indication of the location of tritium in the vadose zone and in groundwater. Groundwater modeling efforts focused on 1) identifying and characterizing major uncertainties in the current conceptual model and 2) performing a transient inverse calibration of the existing site-wide model. Idaho Nuclear Technology and Engineering Center Low-Activity Waste Process Technology Program FY-2000 Status Report

The Low-Activity Waste Process Technology Program anticipated that grouting will be used for disposal of low-level and transuranic wastes generated at the Idaho Nuclear Technology Engineering Center (INTEC). During fiscal year 2000, grout formulations were studied for transuranic waste derived from INTEC liquid sodium-bearing waste and for projected newly generated low-level liquid waste. Additional studies were completed using silica gel and other absorbents to solidify sodium-bearing wastes. A feasibility study and conceptual design were completed for the construction of a grout pilot plant for simulated wastes and demonstration facility for actual wastes.

Sandia recently completed an updated strategic plan, the essence of which is presented in chapter 4. Sandia`s Strategic Plan 1994 takes its direction from DOE`s Fueling a Competitive Economy: Strategic Plan and provides tangible guidance for Sandia`s programs and operations. Although it is impossible to foresee precisely what activities Sandia will pursue many years from now, the strategic plan makes one point clear: the application of our scientific and engineering skills to the stewardship of the nation`s nuclear deterrent will be central to our service to the nation. We will provide the necessary institutional memory and continuity, experience base, and technical expertise to ensure the continued safety, security, and reliability of the nuclear weapons stockpile. As a multiprogram laboratory, Sandia will also continue to focus maximum effort on a broad spectrum of other topics consistent with DOE`s enduring core mission responsibilities: Defense (related to nuclear weapons), Energy, Environment (related to waste management and environmental remediation), and Basic Science.

Moses Lake Fishery Restoration Project : FY 2000 Annual Report.

The Moses Lake Project (project No. 199502800) was first funded during FY 99 and field studies commenced October 2000. Later review of the proposal by the ISRP revealed perceived shortcomings. Immediately following the ISRP review Washington Department of Fish and Wildlife (WDFW) personnel were in contact with the Northwest Power Planning Council (NWPPC) regarding further options. The NWPPC allowed WDFW to re-submit the first proposal revision that was followed in June 2001 by a second negative review by the ISRP. In August 2001, the NWPPC authorized a third and final submission of the proposal and limited funding extension. Therefore, proposal revisions and resubmissions limited progress in data collection and analysis. This report covers work conducted within the submitted scope of work (FY 2000, September 27, 2000--September 26, 2001) and incorporation of the suggested modifications to the proposal. The bulk of the work covered by this report concentrated on data collection.

Oil program implementation plan FY 1996--2000

This document reaffirms the US Department of Energy (DOE) Office of Fossil Energy commitment to implement the National Oil Research Program in a way to maximize assurance of energy security, economic growth, environmental protection, jobs, improved economic competitiveness, and improved US balance of trade. There are two sections and an appendix in this document. Section 1 is background information that guided its formulation and a summary of the Oil Program Implementation Plan. This summary includes mission statements, major program drivers, oil issues and trends, budget issues, customers/stakeholders, technology transfer, measures of program effectiveness, and benefits. Section 2 contains more detailed program descriptions for the eight technical areas and the NIPER infrastructure. The eight technical areas are reservoir characterization; extraction research; exploration, drilling, and risk-based decision management; analysis and planning; technology transfer; field demonstration projects; oil downstream operations; and environmental research. Each description contains an overview of the program, descriptions on main areas, a discussion of stakeholders, impacts, planned budget projections, projected schedules with Gantt charts, and measures of effectiveness.
