Divided-Tenure, Divided Recovery: How Policy and Land Tenure Shape Disaster Recovery for Mobile Homeowners

People who live in mobile homes have heightened vulnerability to disasters, due in part to mobile homes increasingly occupying high-hazard risk lands and the precarious ownership status known as divided-tenure. Divided-tenure is when an individual owns a mobile home and rents the land underneath. To identify the challenges associated with divided-tenure and disaster recovery from a policy perspective, this study analyzed the content of key HUD policies and performed a comparative policy analysis of purchase opportunity laws (requirements of landowners to give mobile homeowners an opportunity to purchase the property their home resides on) in three states: California, Florida, and New York. Content analysis indicated few direct references to mobile homes. Inconsistencies and confusing messaging were found in the existing federal guidance. The lack of consistent terminology and guidance on addressing divided-tenure, limits mobile homeowner's options for disaster recovery, including eligibility for federal disaster aid and potentially participation in relocation or buyout programs. The three selected states' purchase opportunity laws reviewed in this study were rated as weak. Policies lacked alignment with federal documents and opportunities for mobile homeowners were difficult to navigate. A pathway to land ownership could give mobile homeowners more control over their disaster recovery options, but …

Disasters, Smart Growth and Economic Resilience: An Empirical Analysis of Florida Cities

Access: Use of this item is restricted to the UNT Community
This dissertation examines the relationship between economic resilience, disaster experience, and smart growth policies at the local government level. The study is based upon three research questions that examine spatial distribution of economic resilience in Florida cities, and examines the impact of disaster experience, and smart growth policies adopted by local governments on economic resilience. Based upon the bounce-forward approach (Cowell, 2013; Klein et al. 2003), economic resilience is defined using three dimensions—economic stability, economic equity, and economic diversity. The spatial analysis is conducted by mapping economic resilience scores across 780 Census Designated Places in Florida through standard deviation method of classification, and conducting cluster-outlier analysis. Results suggest difference in economic resilience within coastal and inland communities—with higher scores mostly situated inland. East Central Florida, Tampa Bay, and South Florida were identified as high economic resilience clusters, and Northwest Florida was identified as low resilience cluster. Impact of disaster experience, and smart growth policies on economic resilience was examined based upon logic of focusing events by Birkland (1997, 2010). Data was collected from the U.S. Census, the National Climatic Data Center, and the Energy Sustainable Florida Communities Survey conducted by Florida State University in 2009. Results suggest significant association between …

Disaster Preparedness in Escambia County Florida: The Influence of Oral Narratives (open access)

Disaster Preparedness in Escambia County Florida: The Influence of Oral Narratives

This work addresses hurricane preparedness in Escambia County, Florida. It explores preparing for hurricanes as an informal learning process occurring within personal networks and embedded in beliefs, values, and attitudes. Findings reveal that participants learned to prepare from their parents in childhood and improved upon that knowledge through direct experience in adulthood. Later, they passed this knowledge on to their children as well as co-workers. These preparations are embedded in beliefs of self-determination and attitudes of endurance. However, this body of knowledge and their respective practices are not equally accessible to all. Recommendations are provided so local organizations can incorporate local knowledge and practices with preparedness improvement efforts and foster social cohesion as well.

Economic Resilience, Disasters, and Green Jobs: An Institutional Collective Action Framework

This dissertation is about economic resilience of local governments to natural disasters. Specifically, the dissertation investigates resilience on regional level. Moreover, the dissertation also investigates growth in the green job sector in local governments. The findings indicate that local governments working with each other helps green job creation. In addition, the dissertation finds that green jobs, following disasters, experience three percent growth. This dissertation is important because it investigates the relationship between climate- related disasters and green jobs, which is an area that is under-investigated.

He discusses volunteering for the U.S. Army Air Corps in 1943 and going to basic training in Miami Beach, Florida, then going to Aircraft Armament School in Buckley Field, Colorado, and finally air gunnery school in Fort Myers, Florida. In air gunnery school, Mr. Tucker learned to shoot in B-17 by shooting into the Gulf of Mexico. After gunnery school he was sent to the B-25 crew training at Columbia, South Carolina for 5 months. After Mr. Tucker completed his training, he was transferred to Dacca to a B-25 base and joined the 10th Air Force, the 12th Bomb Group.
