Defense Infrastructure: Overseas Master Plans Are Improving, but DOD Needs to Provide Congress Additional Information about the Military Buildup on Guam

A letter report issued by the Government Accountability Office with an abstract that begins "Over the next several years, implementation of the Department of Defense's (DOD) Integrated Global Presence and Basing Strategy will result in the realignment of U.S. forces and the construction of new facilities costing billions of dollars at installations overseas. The Senate and House reports accompanying the fiscal year 2004 military construction appropriation bill directed GAO to monitor DOD's overseas master plans and to provide congressional defense committees with assessments each year. The Senate report accompanying the fiscal year 2007 military construction appropriation bill directed GAO to review DOD's master planning effort for Guam as part of these annual reviews. This report, first, examines how the overseas plans have changed and the extent to which they address the challenges faced by DOD and, second, assesses the status of DOD's planning effort and the challenges associated with the buildup of military forces and infrastructure on Guam."

Concern has been raised about potential overlap between the projects these agencies fund. A letter report issued by the Government Accountability Office with an abstract that begins "Over the past two decades, provisions of the Food Security Act of 1985, among others, have allowed the Department of Agriculture's Farm Service Agency in partnership with the Department of the Interior's U.S. Fish and Wildlife Service (Service) to add farmlands found to have important resources to the National Wildlife Refuge System. The Farm Service Agency transferred such farmlands to the Service through outright ownership ("fee simple") or through conservation easements. Individual farmlands are managed by the nearest refuge office. GAO was asked to examine (1) the extent of farmland received by the Service, (2) the extent to which the Service is currently managing its farmlands, and (3) alternatives for managing these lands. To answer these objectives, GAO visited five refuges and surveyed managers responsible for a random sample of 98 farmlands."

However, questions have been raised about how the agencies responsible for wildland fire management--the Department of Agriculture's Forest Service and the Department of the Interior's (Interior) Bureau of Indian Affairs (BIA), Bureau of Land Management (BLM), Fish and Wildlife Service (FWS), and National Park Service (NPS)--allocate their fuel reduction budgets and select projects. Medical Devices: FDA's Approval of Four Temporomandibular Joint Implants

A letter report issued by the Government Accountability Office with an abstract that begins "It is estimated that over 10 million people in the United States suffer from jaw joint and muscle disorders. Artificial temporomandibular joint (TMJ) implants have been used to replace the jaw joint in some patients in an effort to decrease pain and increase jaw function. The safety and effectiveness of these implants, like other medical devices, is overseen by the Food and Drug Administration (FDA), an agency within the Department of Health and Human Services (HHS). Two implants used in the 1970s and 1980s that were later removed from the market caused severe side effects for some patients. In 1998, FDA began to require certain TMJ implant manufacturers sponsoring these devices to demonstrate the implants' safety and effectiveness before receiving approval. Since 1998, four TMJ implants from three sponsors were approved. In response to your request, GAO described (1) the types of concerns raised by FDA and how it addressed these concerns for the implants approved since 1998 and (2) how FDA has monitored sponsors' compliance with conditions of approval. A letter report issued by the Government Accountability Office with an abstract that begins "Section 587 of the John Warner National Defense Authorization Act for Fiscal Year 2007 required GAO to address (1) the trends in the number of conscientious objector applications for the active and reserve components during calendar years 2002 through 2006; (2) how each component administers its process for evaluating conscientious objector applications; and (3) whether, upon discharge, conscientious objectors are eligible for the same benefits as other former servicemembers. GAO's review included the Coast Guard components. GAO compiled numbers of applications based on data provided by the Armed Forces. However, these numbers do not include the numbers of applications that are not formally reported to the components' headquarters. Also, the Defense Manpower Data Center does not maintain separate data on numbers of applications for conscientious objector status; it does maintain data on reasons for separation. The UI program is a federal-state partnership designed to partially replace lost earnings of individuals who become unemployed through no fault of their own. In fiscal year 2006, the UI program covered about 130 million wage and salary workers and paid about $30 billion in benefits to about 7 million workers who lost their jobs. The UI program was established in 1935. At that time, most of the labor force consisted of men who were employed full-time in the manufacturing or trade sectors. Since then, the nature of both work and unemployment has changed in fundamental ways. In recent decades there have been increases in the share of low-wage jobs, the incidence of temporary and contingent work, the number of women in the workforce and the number of two-earner families, and the average duration of unemployment. A letter report issued by the Government Accountability Office with an abstract that begins "Household energy use accounts for nearly one-fourth of all energy consumed in the United States, amounting to more than $200 billion per year spent by consumers. Recent increases in energy prices have heightened consumers' interest in making their households more energy efficient. To this end, the federal government manages two key efforts--EnergyGuide and Energy Star--to inform consumers about the energy consumed by certain household products. EnergyGuide is a mandatory labeling program created under the Energy Policy and Conservation Act of 1975 (EPCA) and administered by the Federal Trade Commission (FTC) with assistance from the Department of Energy (DOE). It requires manufacturers to label and prominently display information about the energy consumption and annual energy costs of 11 categories of household products. In recent years, manufacturers have used adhesive backed labels adhered to appliances and so-called "hang tags" loosely attached to the interior or exterior of appliances. In its August 2007 revisions to the rule, FTC, among other things, prohibited the use of hang tags on the exterior of appliances, but continues to allow them on the inside. The Telecommunications Act of 1996 established that FCC should promote competition and reduce regulation to secure lower prices and higher-quality services for American consumers. FCC implements its policy aims through rulemaking, whereby the agency notifies the public of a proposed rule and provides an opportunity for the public to participate in the rule's development. These rulemakings are documented within a public docket that contains the rulemaking record. In response to a congressional request on FCC rulemaking, GAO (1) described FCC's rulemaking process; (2) determined, for specific rulemakings, the extent to which FCC followed its process; and (3) identified factors that contributed to some dockets and rulemakings remaining open. Fiscal year 2006 marked the third year that agencies were required to report improper payment and recovery audit information in their Performance and Accountability Reports. A letter report issued by the Government Accountability Office with an abstract that begins "Nearly three decades after the last order for a new nuclear power reactor in the United States, electric power companies plan to submit 20 applications in the next 18 months to the Nuclear Regulatory Commission (NRC) for licenses to build and operate new reactors. Since 1989, NRC has developed a new license review process that allows a power company to obtain a construction permit and an operating license through a single combined license (COL) based on one of a number of standard reactor designs. NRC expects its new process to enhance the efficiency and predictability of its reviews. GAO reviewed NRC's readiness to evaluate these applications by examining the steps NRC has taken to (1) prepare its workforce and manage its workload and (2) develop its regulatory framework and review process for new reactor activities. A letter report issued by the Government Accountability Office with an abstract that begins "This report presents the results of our audit of expenditures reported by the Office of Special Counsel Patrick J. Fitzgerald for the 6 months ended March 31, 2007. The Department of Justice and the independent counsels are required under 28 U.S.C. 594 (d)(2), (h) and 596 (c)(1) to report on a semiannual basis the expenditures from a permanent, indefinite appropriation established within the Department of Justice to fund independent counsel activities. Under 28 U.S.C. 596 (c)(2), we are required to audit the statement of expenditures prepared by any active independent counsels. For the 6 months ended March 31, 2007, there were no active independent counsels. However, we audited the statement of expenditures of Special Counsel Fitzgerald, who is authorized by the Department of Justice to fund his operation from the permanent, indefinite appropriation. The Ethics in Government Act of 1978 amended title 28 of the United States Code to authorize the judicial appointment of independent counsels when the Attorney General determines that reasonable grounds exist to warrant further investigation of high-ranking government officials for certain alleged crimes.
