Environmental Assessment for the Proposed Withdrawal of Public Lands Within and Surrounding the Caliente Rail Corridor, Nevada

The purpose for agency action is to preclude surface entry and the location of new mining claims, subject to valid existing rights, within and surrounding the Caliente rail corridor as described in the Yucca Mountain FEIS (DOE 2002). This protective measure is needed to enhance the safe, efficient, and uninterrupted evaluation of land areas for potential rail alignments within the Caliente rail corridor. The evaluation will assist the DOE in determining, through the Rail Alignment environmental impact statement (EIS) process, whether to construct a branch rail line, and to provide support to the BLM in deciding whether or not to reserve a ROW for the rail line under the Federal Land Policy and Management Act (FLPMA). The BLM participated as a cooperating agency in preparing this EA because it is the responsible land manager and BLM staff could contribute resource specific expertise.

Duration of Hydrothermal Activity at Steamboat Springs, Nevada, From Ages of Spatially Associated Volcanic Rocks

Abstract: Steamboat Springs is a presently active equivalent of epithermal gold-silver ore-forming systems. Hot-spring sinter deposits contain small amounts of gold, silver, mercury, antimony, and arsenic. Hot-spring activity probably started before extrusion of the basaltic andesite of Steamboat Springs. Old sinter from the Steamboat Springs system occurs in gravels above and below the basaltic andesite. Intense hydrothermal alteration, including almost complete replacement by hydrothermal potassium-feldspar, has affected the basaltic andesite. Three plagioclase separates of differing potassium content from fresh basaltic andesite yielded potassium-argon ages of 2.52 to 2.55 m.y. Basaltic andesite almost completely replaced by potassium-feldspar yielded an age of 1.1 m.y. The source of energy for the thermal convection system is probably a large rhyolitic magma chamber that supplied the pumice and from which the rhyolite domes were emplaced. Sanidine and obsidian from four of the rhyolite domes yielded potassium-argon ages of 1.15 to 1.52 m.y. and obsidian from one of the northeastern domes yielded apparent ages of 2.97 and 3.03 m.y. The data indicate that hydrothermal activity has occurred at Steamboat Springs, possibly intermittently, for more than 2-1/2 m.y. This report summarizes the environmental surveillance activities conducted by Sandia National Laboratories, the US Environmental Protection Agency, and Reynolds Electrical and Engineering Company for the Tonopah Test Range operated by Sandia National Laboratories. Sandia National Laboratories` responsibility for environmental monitoring results extend to those activities performed by Sandia National Laboratories or under its direction. Results from other environmental monitoring activities are included to provide a measure of completeness in reporting. Other environmental compliance programs such as the National Environmental Policy Act of 1969, environmental permits, and environmental restoration and waste management programs are also included in this report, prepared for the US Department of Energy in compliance with DOE Order 5400.1.

2004 Annual Summary Report for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada Test Site, Nye County, Nevada

The Maintenance Plan for the Performance Assessments and Composite Analyses for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada Test Site (Bechtel Nevada, 2000) requires an annual review to assess the adequacy of the performance assessments (PAs) and composite analyses (CAs) for each of the facilities, and reports the results in an annual summary report to the U.S. Department of Energy Headquarters. The Disposal Authorization Statements for the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) also require that such reviews be made and that secondary or minor unresolved issues be tracked and addressed as part of the maintenance plan (U.S. Department of Energy [DOE]). The U.S. Department of Energy National Nuclear Security Administration Nevada Site Office performed annual reviews in fiscal year (FY) 2004 by evaluating operational factors and research results that impact the continuing validity of the PA and CA results. This annual summary report presents data and conclusions from the FY 2004 review, and determines the adequacy of the PAs and CAs. Environmental Assessment Overview Yucca Mountain Site, Nevada Research and Development Area, Nevada

In February 1983, the U.S. Department of Energy (DOE) identified the Yucca Mountain site in Nevada as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. The site is in the Great Basin, which is one of five distinct geohydrologic settings considered for the first repository. To determine their suitability, the Yucca Mountain site and the eight other potentially acceptable sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. These evaluations were reported in draft environmental assessments (EAs), which were issued for public review and comment. After considering the comments received on the draft EAs, the DOE prepared the final EAs. On the basis of the evaluations reported in this EA, the DOE has found that the Yucca Mountain site is not disqualified under the guidelines. The DOE has also found that it is suitable for site characterization because the evidence does not support a conclusion that the site will not be able to meet each of the qualifying conditions specified in the guidelines. Nevada test site water-supply wells

A total of 15 water-supply wells are currently being used at the Nevada Test Site (NTS). The purpose of this report is to bring together the information gleaned from investigations of these water-supply wells. This report should serve as a reference on well construction and completion, static water levels, lithologic and hydrologic characteristics of aquifers penetrated, and general water quality of water-supply wells at the NTS. Possible sources for contamination of the water-supply wells are also evaluated. Existing wells and underground nuclear tests conducted near (within 25 meters (m)) or below the water table within 2 kilometers (km) of a water-supply were located and their hydrogeologic relationship to the water-supply well determined.
